About Frontier Counties Development Council (FCDC)
The Frontier Counties Development Council (FCDC) is a regional economic bloc composed of the County Governments of Lamu, Tana River, Garissa, Wajir, Mandera, Marsabit, Isiolo, Turkana, Samburu, and West Pokot in the aftermath of devolution. The Council promotes cooperation, coordination, and information sharing between Counties to strengthen devolution, enhance socioeconomic development, and promote peaceful coexistence among its members.
About RANGE Program
The Resilient Approaches In Natural Rangeland Ecosystems (RANGE) Program. is a transformative five-year initiative funded by the Embassy of the Kingdom of the Netherlands (EKN), and implemented by a consortium partnership, of Mercy Corps, the Frontier Counties Development Council (FCDC), and the Faculty of Geo-Information Science and Earth Observation (ITC) of the University of Twente. The program runs from January 1, 2024, to December 31, 2028 (5 years). The program is implemented in the counties of Samburu, Marsabit, and Isiolo.
The outcomes of the Project are:
Outcome 1: Improved rangeland management repairs ecosystem health and increases food, nutrition and water security.
Outcome 2: Sustainable livestock and alternative livelihood production and competitiveness of markets strengthened within an improved policy environment.
Outcome 3: Improved linkages among and between communities and government structures to support collaboration on economic, environmental, and social issues promote stability and sustained development.
Outcome 4: Strengthened Research and evidence-based programming contribute to impactful project implementation, effective coordination, early warning and early action, innovation and learning for resilient ASAL communities.
FCDC Role of the Consortium
FCDC is responsible for implementing Outcome 3: “Improved linkages among and between communities and government structures to support collaboration on economic, environmental, and social issues promoting stability and sustained development.”. The outputs are as follows:
Output 3.1: Improved government accountability and service provision through inclusive participatory planning.
Output 3.2: Facilitated conflict resolution and peacebuilding frameworks that promote communal and/or regional collaboration on conflict prevention and response.
Output 3.3: Supported and/or developed platforms for government-to-government engagement enabling collaboration on critical economic, environmental, and social issues.
Output 3.4: Influenced policies, legislation, and budget allocations at the national and county levels through evidence generated by the project and community priorities
Output 3.5: Supported private sector engagement and Public-Private Partnerships encouraging private sector investments in ASAL counties.
Scope of Work
The Programme Officer will support the Program Manager and team in the following tasks and activities:
Administrative Support
Assist in scheduling meetings, workshops, and other program-related events.
Prepare and distribute meeting agendas, minutes, and other documentation.
Manage correspondence and communication with stakeholders.
Program Coordination
Support the development and maintenance of program work plans and timelines.
Assist in coordinating the activities of program team members and stakeholders.
Help organize and maintain program files and documentation.
Monitoring and Reporting
Assist in collecting and compiling data for program monitoring and evaluation.
Help prepare regular progress reports and updates for internal and external stakeholders.
Maintain databases and records of program activities and outcomes.
Financial and Logistical Support
Assist in preparing and processing financial documents such as expense reports and invoices.
Coordinate travel arrangements and logistics for program staff and stakeholders.
Provide necessary plans and requisitions to facilitate the procurement of goods and services as needed for program activities.
Communication and Outreach
Assist in developing and distributing program communication materials.
Support the organization of outreach and awareness activities.
Maintain and update program-related content on social media and other communication platforms.
Risk Management:
Assist in Identifying and mitigating risks associated with program activities.
Developing contingency plans as necessary.
Key Deliverables
Organized and well-documented meeting agendas and minutes.
Up-to-date and accurate program documentation and records.
Regularly updated progress reports and monitoring data.
Efficiently managed logistical arrangements and financial documentation.
Effective communication and outreach materials.
Qualifications:
Education
Degree: Bachelor’s degree in social sciences or a related field.
Skills
Organizational Skills: Ability to manage multiple tasks, prioritize effectively, and meet deadlines.
Communication Skills: Strong verbal and written communication skills
Technical Skills: Proficiency in office software (e.g., Microsoft Office and Microsoft Project).
Analytical Skills: Ability to analyze data, prepare reports, and make recommendations.
Attention to Detail: Ensuring accuracy in documentation and project details.
Experience
Work Experience: At least 5 years experience in working with county governments, public administration, or a similar role.
Industry-Specific Experience: 5 years of Experience in policy formulation and conflict management the will be advantageous.
Experience in working in pastoralists counties of Kenya

Duration and Timeline
The Program Officer position is a full-time role from July 1, 2026, to December 31, 2028.
Reporting
The Program Officer will report to the Programme Manager and provide regular updates to the consortium partners.
