Overall purpose of the role
The role will work to a) ensure effective management of CCCM and shelter project implementation, b) reinforce the sector through ensuring strong community engagement c) strengthen through capacity building and training the work of DRC staffs, local authorities, community committees, I/NGOs delivering site management assistance d) reinforce the sector through the design of bespoke tools, SOPs, and mentoring where required. The CCCM manager oversees complex and diverse portfolio of DRC, responsible for scale up and roll out of DRC’s CCCM approach in Darfur in coordination with Site Management and shelter cluster and relevant authorities.
Responsibilities:
Strategic Planning and Reporting
Facilitate and contribute to sector specific needs assessment and analysis, reporting and development/review of strategic, contingency and response plans, ensuring that these are in line with and contribute to the Site Management and shelter cluster strategy.
Develop and review a common Site management strategy and work plan that prioritizes equitable access to assistance, clear prioritization of needs and gaps and identifies response, remedial and environment building activities.
Uphold and promote the use of minimum activities for Site Management outlined by the DRC.
Promote and establish Site Management Area based approach (SM ABAC) under state level ABC (Area based coordination) or National cluster system.
Capacity Building
Support efforts to strengthen the capacity of the local authorities and communities and internal DRC Site Management team through mentoring, training and the development of training material.
Together with the DRC Site Management team, identify gaps in capacities and opportunities for the roll-out of targeted capacity building activities. To that end, design, facilitate and/or deliver site management trainings, including tools and methodology for protection mainstreaming in emergency response and site needs assessment
Promote and Support Accountability to Affected Populations
Assess and re-design current Complaints feedback mechanism promoting multiple channels of complaints feedback mechanism including CCCM led Mobile CFM.
Support timely and coordinated action by sector participants to meet the immediate needs of IDPs and affected populations in the country, according to humanitarian principles, including Do No Harm.
Support Site Management and Shelter cluster in their development and implementation of mechanisms for increased accountability to affected populations.
Support DRC team in developing key messages for awareness sessions together with putting up a system to track the progress.
Program design, management, and implementation
Ensure community and stakeholder participation, develop all the implementation plans and manage the implementation of all the Site Management activities.
Supervise the implementation of the projects through monitoring and evaluation (quality control, monitoring objectives, and indicators), to ensure that Site Management activities are implemented following agreed strategies, principles, implementation plans, and donor requirements.
Together with the Area manager and Area programme manager, plan partial shelter kits and NFI distribution and support developing workplan and tracking progress
Working closely with DRC Site Management team identifying site improvement work based on findings from safety audits or other site level assessments and consultations with the community of site environment and infrastructure
Ensure timely and regular project documentation and reporting on the project – including performance/progress assessments against pre-defined project objectives, outputs, activities and indicators.
Stay up to date with donor strategies and practices within Sudan and provide technical support to the Head of Operations/CCCM in-country coordinator in donor relations.
Support the Area Manager and DRC local partners to monitor financial commitments and expenditures against budgets with under respective grants.
Ensure that the organization’s financial, logistics, safety and security and human resources policies and procedures are implemented in relation to all field staff.
Qualifications, experience and technical competencies
University Degree in areas relevant to Community Organization, Humanitarian Work, Humanitarian Protection, management
Minimum 5 years’ proven and successful track record of humanitarian experience, with at least 2 years of work experience in the CCCM sector
Excellent ability to understand the needs of displaced persons
Basic conceptual understanding of gender, protection, and human rights
Good representation, negotiation, interpersonal, and communication skills
Experience with using basic software, such as MS Word and Excel
Ability to come up with innovative solutions in extremely challenging working environment
Experience in remote management and capacity building (ToT)
Experience in implementation through local partners (Added advantage)
Languages
Full proficiency in English
Arabic (Optional, Added advantage)

Conditions
Contract: Twelve months’ contract with possibility of extension, subject to funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for International staff. This position is graded at M.F
Start Date: June 2026
Duty Station: Nertiti with travel to other field areas in North Darfur
Reports to: Area Manager
