Role Purpose
This position will provide technical leadership across both Rwanda and Sudan, adapting its focus to country-specific priorities and operational contexts while ensuring health and nutrition programs are implemented in line with national policies, humanitarian standards, and global best practices.
In Rwanda, as GoR plans to transition into the Community-Based Health Insurance (CBHI) system, the role will support both high-quality health and nutrition service delivery and strategic health systems integration. This is critical in positioning Alight as a trusted partner in supporting refugee inclusion, strengthening health system performance, and ensuring services meet national technical and quality-of-care standards.
In Sudan, the role will focus on strengthening the quality, consistency, and effectiveness of health and nutrition service delivery in a complex humanitarian context. The position will provide technical oversight of program design and implementation, strengthen staff capacity, and support timely, evidence-based responses to public health and emergency needs. Working closely with program teams, health partners, and relevant authorities, the role will ensure interventions align with national guidelines and humanitarian standards while improving program quality, coordination, and measurable impact for vulnerable populations.
Key Responsibilities
1. Technical Leadership in Health and Nutrition Service Delivery
Provide overall technical guidance and oversight of health and nutrition programs across Alight-supported locations.
Ensure health and nutrition services comply with national guidelines, protocols, and quality standards.
Support the design, implementation, and monitoring of evidence-based health and nutrition interventions.
Strengthen the quality of maternal, child health, nutrition, and community health services.
Support supportive supervision, clinical mentorship, and continuous quality improvement initiatives.
Monitor program performance and recommend technical improvements to enhance service delivery outcomes.
Ensure effective coordination of health and nutrition activities at facility and community levels.
2. Strengthening Coordination Between Health Stakeholders
Build and maintain strong relationships with ministries, hospitals, district health offices, and implementing partners.
Coordinate collaboration between Alight, the Government of Rwanda, MINEMA, UNHCR, and community health actors.
Represent Alight in national and district health and nutrition coordination forums and technical working groups.
Facilitate joint planning, coordination, and information sharing among stakeholders.
Ensure alignment of program activities with national health and nutrition strategies and sector priorities.
3. Supporting Integration of Refugees into the National Health System (CBHI)
Support the onboarding of refugees into the Community-Based Health Insurance (CBHI) system when it happens.
Contributes to the development and implementation of health system integration strategies and transition plans.
Strengthening referral pathways between refugee health services and national health facilities
Support coordination with government and partners to ensure smooth integration of services into national systems.
Monitor progress of integration activities and provide technical recommendations for improvement.
4. Leading Health Systems Strengthening Initiatives
Identify gaps in service delivery, system performance, and workforce capacity.
Support the development and implementation of health system strengthening and quality improvement plans.
Strengthening health workforce capacity through targeted training, mentorship, and supportive supervision
Improve supply chain coordination and service delivery processes.
Support health facility readiness and performance improvement initiatives.
5. Managing Cross-Sector Integration
Promote integration of health and nutrition services to ensure holistic and patient-centered service delivery.
Strengthening referral systems across sectors, including nutrition, protection, and community services
Support coordination of multi-sector interventions within Alight to address comprehensive community health needs.
Ensure vulnerable populations receive integrated and continuous care.
6. Capacity Building and Technical Leadership
Develop and implement capacity-building plans for health and nutrition staff in Alight.
Provide ongoing technical coaching and mentorship to Alight health workers and program teams.
Develop technical guidelines, training materials, and job aids.
Facilitate technical learning sessions and knowledge-sharing platforms.
Strengthening technical competencies of staff to improve service delivery quality
7. Risk Management, Preparedness, and System Resilience
Identify operational and public health risks that may affect service delivery.
Support development and implementation of contingency and emergency preparedness plans.
Coordinate response activities during disease outbreaks and public health emergencies.
Ensure continuity of essential health and nutrition services during crises.
Strengthening resilience of health and nutrition systems at facility and community levels
Qualifications
Master’s degree in Public Health, Nutrition, Global Health, Health Systems Management, Medicine, Nursing, or a related field
Professional training or certification in health systems strengthening, humanitarian health, or nutrition programming.
Strong knowledge of national health systems, public health policy, and health financing mechanisms such as insurance or social protection schemes
Technical understanding of humanitarian standards and frameworks including Sphere Standards, WHO guidelines, and donor compliance requirements
Knowledge of refugee health programming and integration approaches within national systems
Skills and Competencies
Strong coordination and leadership skills with proven ability to work across multiple technical areas simultaneously, supporting multiple staff members, and effectively managing multiple priorities.
Strong technical leadership in health and nutrition programming and health systems strengthening.
Strategic stakeholder management and ability to influence government, UN agencies, donors, and implementing partners.
Strong analytical and problem-solving skills with the ability to translate data into practical program improvements.
Capacity building, coaching, and team development across diverse and multi-country teams
Excellent coordination and project management skills in complex humanitarian and development settings
Strong written and verbal communication skills, including technical reporting and donor engagement.
Experience
5-7 years of experience in managing and implementing health programs in humanitarian or emergency settings. Five (5) or more years of staff management experience is preferred.
Experience in analyzing and interpreting health data and writing reports to a high technical standard.
Minimum 10 years of progressive experience in health and nutrition programming within humanitarian, development, or refugee response settings
Proven experience working with government health systems, ministries of health, and health system integration initiatives.
Experience supporting refugee or displacement-focused programming, particularly within UNHCR or INGO environments.
Demonstrated experience in health financing or systems integration initiatives such as insurance schemes, primary healthcare strengthening, or national service alignment.
Experience leading technical program quality, monitoring standards, and evidence-based service improvement.
Experience working across multiple countries or complex emergency settings, preferably in East Africa and fragile contexts such as Sudan.
