Conditions: 12-month fixed-term contract, full-time, no support, based entirely in the office

Location: Goma or Beni, DRC

Salary: €45,457 – €50,509

Requirements: You will supervise the National Finance Manager (NFM) and Finance Officers (FOs) in North Kivu and Tanganyika, and provide technical supervision to the finance teams in the field. The position is based in Goma or Beni, but requires 30% travel in the field (currently: North Kivu and Tanganyika provinces).

Purpose of the role: Under the direct supervision of the Country Financial Controller (CFC), the Finance Coordinator ensures the effective implementation of Concern’s financial procedures at the country programme level. He/she provides operational management of finances, ensures that transactions comply with organisational and donor standards, builds the capacity of field staff and contributes to the reliability of financial reporting. He/she may act as interim CFC in case of absence.

Responsibilities:

Financial systems management

• Ensure the proper application of Concern’s financial policies at all intervention sites.
• Participate in improving systems and procedures to increase efficiency in the use of financial resources.
• Ensure compliance with national statutory and regulatory financial requirements.

Financial control and risk management

• Closely monitor all financial transactions and alert management in the event of identified risks.
• Conduct regular field visits to assess local financial practices and propose corrective actions.
• Perform random checks on sensitive financial transactions.
• Participate in the annual update of the financial risk assessment.

Accounting closure, data entry and reconciliation

• Review monthly accounting entries, with complete supporting documentation.
• Forward journals, bank statements and other data to International Accounting Services (IAS) within the required deadlines.
• Assist the CFC in the monthly and annual closing processes.

Financial reporting and audits

• Contribute to the preparation of internal and donor financial reports, under the supervision of the CFC.
• Support the verification of compliance between the general ledger, budgets and donor reports.
• Participate in the preparation of internal, external or statutory audits.

Budget monitoring and support for budget managers

• Help budget managers understand and monitor their monthly reports (budget vs. actual).
• Analyse significant budget variances and compile explanations to submit to the CFC.
• Contribute to the review and consolidation of operational and project budgets.

Partner management

• Undertake financial assessments of partners in accordance with Concern’s standard financial procedures.

• Participate in the review, monitoring and capacity building of partners.

Cash management

• Coordinate day-to-day cash management (cash, bank) in accordance with procedures.
• Ensure that payments and transfers are properly documented, authorised and recorded.
• Oversee the rigorous archiving of accounting records and financial management documents in physical and electronic form.

Capacity building and support

• Strengthen the capacity of financial staff on Concern’s systems and procedures, making Concern’s financial systems more accessible and understandable to all and facilitating more regular and qualitative monitoring.
• Provide technical support to budget managers to strengthen their financial planning and monitoring skills by providing regular training on the basics of budget monitoring, DMA, proposal budget drafting, and Concern’s financial procedures. Contribute to the development and monitoring of staff development plans for the finance department.

Organisational compliance

• Promote and enforce Concern’s Code of Conduct and related policies (safeguarding, fraud prevention, OHS, etc.).
• Ensure that finance staff are aware of humanitarian standards and good accounting practices.

Data confidentiality and security

• Ensure the confidentiality of financial and strategic information.
• Ensure secure filing and restricted access to accounting documents.

Other responsibilities

• Contribute to the review of internal procedures in collaboration with the CFC.
• Act as interim CFC in the event of absence.
• Perform any other financial tasks assigned by the CFC or Country Director as required by the programme.

For managers:

• All managers are required to actively participate in any emergency response, as appropriate.

Requirements for the position:

Education:

• University degree (minimum 3 years of higher education) in finance, accounting, management or a related field.

Experience:

• Minimum 5 years’ experience in a finance role within an international NGO, preferably at Concern Worldwide;
• Experience in preparing financial reports and monitoring budgets;
• Experience in managing finance teams and developing the capacities of staff with diverse profiles (finance, programme, operations);
• Proven experience in financial control, including the implementation and monitoring of internal control systems.
• Experience in managing large, multi-donor programme budgets (in particular ECHO, FCDO, Irish Aid, FH, etc.)
• Experience with accounting software and EXCEL
• Experience in consortium financial management

Skills:

• Solid understanding of accounting standards and donor requirements;
• Excellent attention to detail in financial record keeping and meeting deadlines;
• Ability to analyse, organise and prioritise;
• Ability to analyse budget variances and propose corrective measures;
• Good ability to train and supervise;
• Sense of integrity, confidentiality and accountability.

Languages:

• Fluency in French (spoken and written).
• Professional English desirable (for communication with ISA and donors).
