Senior Finance Manager Full Time

Position Summary

The Senior Finance Manager provides strategic leadership and oversight of all financial functions for CHAI Ghana. This role reports directly to the Country Director and works closely with the country leadership team to ensure financial compliance, risk management, and operational efficiency. This role will also have a dotted line to CHAI’s Chief Financial Officer (CFO). Finally, the position will focus on building and leading a strong finance team aligned with CHAI’s mission.

ResponsibilitiesFinancial Leadership and Management

• Provide strategic leadership in financial planning, risk management, operational efficiency, and long-term financial sustainability.
• Oversee all core financial functions, including bookkeeping, accounts receivable and payable, payroll review, and monthly bank reconciliations and monthly close processes.
• Ensure accurate and timely preparation and submission of monthly financial reports.
• Lead annual budgeting and bi-annual re-forecasting processes, grant financial planning, ensuring alignment with program objectives and donor requirements.
• Conduct ongoing budget monitoring, grant tracking, and financial analysis to support program teams in effective resource management.
• Present monthly and annual financial performance updates to country leadership and program teams, highlighting risks, opportunities, and recommended actions.
• Monitor foreign exchange exposure, analyse trends, and report gains or losses in line with donor and internal requirements.
• Provide financial review of major procurements, to ensure policy compliance.
• Oversee fixed asset management, including maintaining an asset register in collaboration with the Country Director.

Systems, Controls, and Audits

• Strengthen, document, and maintain financial policies, procedures, and internal control systems to ensure compliance with CHAI policies, accounting standards, donor, and government regulations.
• Maintain an up-to-date Country Finance & Compliance Manual, ensuring alignment with CHAI finance policies.
• Lead the preparation, coordination, and follow‑up of internal, external, donor, and compliance audits; ensure timely remediation of all audit findings.
• Proactively identify gaps in financial processes and implement improvements to enhance efficiency, accuracy, and compliance.

Treasury and Cash Management

• Manage organizational cash flow, liquidity, and fund availability; ensure timely payments to staff, suppliers, and partners.
• Oversee country treasury function, including management of cash, bank accounts, receivables, and payables.
• Prepare accurate cash forecasts and fund requests to support programmatic and operational needs.
• Process payments and coordinate international payment with CHAI Finance-Accounts Payable team.
• Maintain ongoing communication with CHAI Finance to address emerging financial risks or operational concerns.

Legal, Compliance, Regulatory Reporting and Risk Management

• Identify and report financial risks, liabilities, and compliance gaps to country leadership, recommending mitigation strategies.
• Ensure full compliance with Ghanaian tax laws, statutory deductions, and NGO regulatory obligations.
• Review and oversee timely remittance of taxes, statutory payments, and regulatory filings (annual return to the Registrar General as stipulated by law).
• Monitor CHAI’s compliance with insurance, legal, contractual, and property requirements.

Team Leadership and Capacity Building

• Lead, mentor, and coach the Finance team, promoting high performance, professionalism, and continuous learning.
• Oversee workforce planning, recruitment, onboarding, and succession planning in collaboration with HR.
• Build staff capacity in financial management, compliance, systems strengthening, and customer service.
• Ensure finance‑related onboarding for new staff and reinforce a culture of accountability, confidentiality, and strong internal controls.
• Function as a resourceful and key partner to Program Managers, Country Leadership, Boston CHAI Finance, and external stakeholders (auditors, tax authorities, banks).

Other Duties

• Perform any other related duties as assigned by the Country Director.

Qualifications

• Advanced degrees preferred (MBA, MPA, or similar) or a Bachelor’s degree with a recognized professional accounting qualification and relevant experience will be considered.
• Recognized professional accounting qualifications such as ACCA or CPA required.
• Minimum of 10 years’ progressive experience leading accounting or finance teams, ideally within international NGOs or donor-funded organizations.
• Demonstrable expertise in budgeting, financial analysis, grant management, and donor financial reporting (experience with donors such as Global Fund, USAID, Unitaid, FCDO, etc., is an advantage).
• Strong experience with audits (external, internal, and donor) and financial compliance.
• Proven track record of supervising teams, building capacity, and strengthening financial systems and processes.
• Excellent written and verbal communication skills in English, with the ability to translate financial information for diverse audiences.

Technical Skills

• High proficiency in accounting systems and financial tools.
• Advanced proficiency in MS Excel and strong knowledge of Microsoft operating systems.
• Working knowledge of ERP accounting systems; experience with QuickBooks required.
• Knowledge of Unit4/Agresso is an added advantage.
