Job Description
About the role
SNV is looking for a Project Manager for the Green Jobs for Youth in Northern Mozambique project (GeraSol). GeraSol targets youth employment and entrepreneurship in the decentralized renewable energy (DRE) sector in the three Mozambican provinces of Niassa, Nampula and Cabo Delgado.
The project is a 4.5-year project (2024-2028) co-funded by the Swedish International Development Cooperation Agency (Sida) in partnership with the private sector. The project builds upon the achievements of the BRILHO program, implemented by SNV in collaboration with the Mozambican government and private sector, which has already provided energy access to over 3.1 million people in Mozambique.
As the Project Manager your role is crucial in driving youth employment and entrepreneurship in the decentralized renewable energy sector. This multifaceted position involves strategic planning, project execution, adaptable stakeholder engagement, and resource management. You will be the driving force behind project success, ensuring on-time deliverables and effective collaboration with diverse partners and stakeholders. This opportunity not only positions you to lead a project with a significant impact on youth employment and renewable energy access in Mozambique, but also allows you to leverage SNV’s well-established presence through the BRILHO program. This presents an exciting platform for you to contribute to the green revolution, climate agenda, green job markets, and catalyze business innovation. Moreover, it will allow you to expand your network in the development sector.
As the Project Manager, you’ll report directly to the Energy Sector Leader. You’ll also collaborate closely with global leads in Access to Energy and Youth Employment and Entrepreneurship, alongside our local technical team. You will be based in Nampula, known for its captivating landscapes, all while being just a short two-hour journey from the cultural treasure trove of Ilha de Moçambique.

Key Responsibilities
Part of your key responsibilities will be as follows:
- Strategic Co-Design: Collaboratively shape the project’s strategic approach in collaboration with SNV leadership members.
- Project Leadership: Overall responsibility for day-to-day project implementation.
- Interconnectivity: Establish robust connections between the Youth Employment and Entrepreneurship (YEE) project and other relevant programs, projects and institutions.
- Stakeholder Engagement: Collaborate with diverse stakeholders and navigate complex dynamics to drive project goals and design strategic interventions for success.
- Strategic Partnership Development: Engage actively with both public and private partners to design strategic project interventions.
- Effective Project Setup: Provide guidance for project setup, encompassing the development of work plans, budgets, and a competence table specifying financial responsibilities and mandates.
- Resource Management: Oversee the management of all human, physical, and financial resources allocated to the project.
- Performance Monitoring: Monitor and evaluate the performance of the project management team, ensuring the fulfillment of milestones set in the annual work plan. Proactively devise mitigation plans to overcome setbacks or deviations.
- Timely Reporting: Ensure timely and accurate reporting to the donor, in accordance with donor requirements. Uphold quality standards for international and national experts’ project reports, aligning with donor requirements and SNV’s professional reporting standards.
- Knowledge Development and Branding: Guide the development of knowledge, documentation, communication, and branding in close collaboration with the donor and the country sector leader.
- Partnership and Funding Exploration: Identify opportunities for follow-up funding and partnerships in conjunction with the country leadership and the business development unit.
Qualifications
What you bring
- 5-7 years of relevant program experience in areas like access to energy, skills development, TVET, green jobs, and youth employment.
- Master’s degree or equivalent in Sustainable Development, Climate Change, Environmental Sciences, or related fields.
- Demonstrated ability to work with diverse stakeholders and quickly establish credibility.
- Demonstrated experience in program design, execution, operations, team leadership, and performance measurement.
- Ability to convey technical information clearly to non-technical audiences and facilitate learning activities.
- Fluent in English and proficient in Portuguese or Spanish, with a quick learning ability if not already fluent.

- Possess a proactive, self-starting approach while being astute in recognizing when to escalate issues.
