The Sahel region is experiencing one of the world’s most severe humanitarian crises, with nearly 4 million people forcibly displaced across Burkina Faso, Mali, Niger, and Chad. These compounding crises exacerbate already poor sexual and reproductive health outcomes, yet humanitarian funding has collapsed and regional coordination for SRHR in humanitarian settings remains fragmented.
“Ensemble pour la SDSR en Urgences” (Ensemble) is a multi-year regional initiative designed to strengthen the ecosystem for SRHR in humanitarian settings across the Sahel. Building on IRC’s demonstrated leadership in humanitarian SRHR, this project will catalyze sustainable, locally-led change in crisis-affected areas of the Sahel, with a focus on Burkina Faso, Chad, Mali and Niger.
Through strategic collaboration with the Ouagadougou Partnership Coordination Unit, WAHO, Centre ODAS, FP2030, and local civil society organizations, Ensemble will facilitate knowledge-sharing across the humanitarian-development nexus, build capacity among health coordinators and working groups, and co-design sustainable models for local ownership of SRHR programming in emergencies.
Preferably based in one of the project countries (Niger, Burkina Faso, Mali, or Chad) with frequent travel to the other three countries, the Project Coordinator will be responsible for ensuring effective and high-quality program implementation across three strategic objectives: (1) strengthening regional coalitions’ capacity to advocate for SRHR in humanitarian contexts; (2) reinforcing national and sub-national coordination for SRHR service delivery in crisis-affected areas; and (3) defining and testing practical frameworks for shifting power from international actors to local organizations.
The Project Coordinator will manage the project work plan, grant and budget, and deliverables; coordinate internal and external stakeholders; facilitate regional partnerships; provide technical assistance to strengthen SRH working groups and coordination mechanisms; and oversee the co-design and testing of innovative power-shifting approaches with local partners. This role requires strong advocacy skills, partnership management expertise, project management experience, and deep commitment to SRHR and localization in humanitarian settings.

Major Responsibilities
Project Management and Monitoring
• Develop and actively track the project work plan and deliverables for all three objectives, ensuring alignment with donor requirements, project goals and timeframe.
• Monitor overall program quality and performance, including budget spend rate, on-time delivery of partner and donor reports and other products.
• Serve as the primary focal point for regular updates to IRC internal stakeholders, including West & Central Africa regional (WACAR) leadership, and Health Unit leadership.
• Track project indicators and progress against defined monitoring and evaluation framework; identify course corrections as needed.
• Manage project budget, monitor expenditures, and ensure effective financial management and compliance with donor requirements.
Regional Coalition Coordination and Advocacy
• Build productive, collaborative, and equitable relationships with regional partners, including the Ouagadougou Partnership Coordination Unit, WAHO, Centre ODAS (Safe Abortion Network), and FP2030.
• Establish Memoranda of Understanding (MoUs) with coalition partners and jointly develop partnership priorities and goals for SRHR in humanitarian settings.
• Facilitate coordination meetings bringing together regional coalition members, humanitarian actors, and government stakeholders to align priorities, share learning, and develop joint action plans.
• Support coalitions to integrate humanitarian objectives into regional strategies, monitoring frameworks, and resource mobilization efforts.
• Lead advocacy initiatives for SRHR in humanitarian settings, working with coalitions to develop and implement joint advocacy agendas.
• Develop and disseminate practical guidance on integrating emergency preparedness and response into ongoing SRHR initiatives.
National and Sub-National Capacity Strengthening
• Provide targeted technical assistance and capacity-building to strengthen humanitarian coordination for SRHR at national and sub-national levels, particularly SRH working groups under Health Clusters.
• Establish and facilitate a Community of Practice for SRH coordinators working in sub-national humanitarian settings, providing peer support, problem-solving forums, and technical guidance.
• Conduct regional Training of Trainers workshops for IRC staff and partner organizations on critical SRHR topics including the MISP for SRHR, Comprehensive Abortion Care in Emergencies (CACiE), SRHR coordination mechanisms, clinical management of rape and intimate partner violence, and values clarification and attitude transformation (VCAT).
• Provide on-request technical assistance to Ministry of Health partners for integrating emergency preparedness and response into national SRHR strategies, budgets, and monitoring systems.
• Document and disseminate best practices for SRHR programming across the humanitarian-development nexus.
Power-Shifting Framework Development and Testing
• Co-lead a participatory process with local partner(s) to develop and pilot concrete strategies for transitioning specific humanitarian activities to local partners.
• Conduct key informant interviews with local organizations, donors, international NGOs, and government partners to understand current experiences with power-shifting efforts, identify barriers and enablers, and document promising practices.
• Convene multi-day regional workshops bringing together 40+ stakeholders—with majority representation from local civil society organizations—to co-design practical frameworks for shifting funding, decision-making authority, humanitarian actions and technical capacity from international to local actors.
• Oversee testing of the framework in at least one humanitarian setting, documenting implementation processes, challenges, adaptations, and outcomes.
• Develop comprehensive case studies and recommendations that other organizations can adapt to their contexts and donors can apply to future investments.
Partnership Management
• Oversee and nurture partnerships with local Sahel-based organizations, ensuring equitable and collaborative relationships.
• Work closely with partner organizations to jointly identify priorities, develop capacity-building plans, and ensure meaningful local leadership throughout the project.
• Facilitate regular partner meetings and coordination to ensure alignment and collaborative problem-solving.
• Support partners in developing grant management and reporting capacity as relevant.
Reporting and Donor Relations
• Coordinate the production of all narrative reports and provide feedback to improve product quality, accuracy, and style.
• Ensure high-quality, timely and coherent reporting, both financial and narrative, in compliance with donor requirements.
• Provide all necessary information for colleagues responsible for donor relations and contribute to exchanges with donors as needed.
• Represent IRC and the project in external forums, meetings, and events as appropriate.
Job Requirements
Work Experience
• A minimum of seven (7) years’ experience in public health project management, including at least two years managing regional or multi-country projects of similar size and complexity in developing and humanitarian country settings. Work experience in West or Central Africa strongly preferred.
Demonstrated Skills and Competencies
• Previous experience supporting and managing SRHR projects in resource-limited settings. Experience managing SRHR programs in humanitarian settings required.
• Demonstrated expertise in sexual and reproductive health, especially family planning, abortion care, and GBV programs in humanitarian and resource-limited settings.
• Champion for the rights of all women and girls to make decisions about their sexual and reproductive health, including family planning and safe abortion care.
• Strong advocacy skills with demonstrated experience influencing regional coalitions, government partners, and humanitarian coordination mechanisms.
• Proven experience building and managing partnerships with regional institutions, government agencies, UN agencies, and local civil society organizations.
• Expertise in health systems strengthening, emergency preparedness, and the Minimum Initial Services Package (MISP) for SRHR in Emergencies.
• Strong commitment to localization and power-shifting in humanitarian action, with experience designing and implementing participatory approaches.
• Excellence in monitoring and evaluation of public health programs and project management, including knowledge of budgeting principles, financial management, and donor reporting.
• Demonstrated experience in project design, management, budget monitoring, and reporting for complex multi-country initiatives.
• Excellent facilitation skills, including ability to organize and execute workshops with multiple stakeholders and achieve desired outputs.
• Ability to work effectively with remote, multi-cultural and multi-disciplinary teams.
• Excellence in writing, with strong capacity to produce high-quality reports, guidance documents, and advocacy materials.
• Strong capacity strengthening and mentoring skills.
Education
Master of Public Health or equivalent degree required. Clinical background is a plus.
Language Skills
Written and spoken competency in French is required. Working knowledge of English is preferred.
Working Environment
• Standard office working environment with frequent travel.
• International and regional travel up to 40% of time, including regular travel to Burkina Faso, Mali, Niger, and Chad.
