Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. PAH in South Sudan: Polish Humanitarian Action (PAH) has been operating in South Sudan since 2006, as one of the first NGOs established in Jonglei State. We are a small team of dedicated individuals committed to delivering tangible and sustainable change in the largest, most populous, and most conflict-affected state of South Sudan. Due to the expertise, we have accumulated over the years especially in WASH and S/NFI, PAH led the coordination of the Jonglei Sub-national WASH and S-NFI clusters from 2014 to 2021 and 2019 to date respectively coordinating WASH emergency responses with partners to ensure that all vulnerable communities are served during crises. Our priority is to ensure that people have access to clean water and safe hygienic conditions. PAH also provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.

Job summary:
The Grants & Partnerships Coordinator is a senior-level position and serves as the consortium focal point for coordination, compliance with donor and internal PAH rules and regulations, donor reporting, grants management, and partnership engagement across a multi-sectoral humanitarian portfolio in South Sudan.
While the position is initially funded through an ECHO grant, the role supports the broader country programme and provides strategic oversight and coordination across multiple grants and donor-funded projects.
The position will focus on consortium-level coordination, grants management, compliance oversight and strategic. and work closely with PAHECHO Project Coordinator who will oversee PAH’s implementation activities. The Grants & Partnerships Coordinator will ensure effective coordination among consortium partners, high-quality donor reporting, proposal development, compliance monitoring, grants tracking, and partnership management. The position will work directly with: CO-based Finance; MEAL and Project Coordinators; and HQ-based: Program, Finance, Compliance, Fundraising and MEAL teams
Key duties and responsibilities
Consortium Coordination & Leadership
Lead coordination of consortium partners implementing multi-sectoral humanitarian projects in South Sudan.
Facilitate strategic collaboration, communication, and accountability between consortium members.
Organize and chair consortium coordination meetings, ensuring timely follow-up on action points.
Monitor consortium-level implementation progress, risks, and compliance issues.
Represent the organisation and consortium in donor meetings, cluster coordination forums, humanitarian working groups, and external stakeholder engagements.
Grants Management & Donor Compliance
Lead and oversee the full grants management cycle for institutional donor-funded projects.
Coordinate donor reporting processes, ensuring timely and high-quality narrative and financial submissions.
Ensure compliance with donor regulations, contractual obligations, and internal organisational procedures.
Monitor budget utilization, spending forecasts, partner financial reporting, and adherence to donor financial regulations.
Identify implementation, compliance, and partnership risks and escalate critical issues to senior management in a timely manner.
Coordinate grant amendments, modifications, and donor communications.
Support grant audits, verification processes, and close-out procedures, ensuring complete and accurate documentation.
Proposal Development & Grant Writing
Lead and coordinate the development of high-quality concept notes, proposals, budgets, and logframes.
Support technical teams and consortium partners in programme design and proposal development.
Identify funding opportunities and contribute to donor engagement, strategic partnerships and business development efforts.
Ensure consistency, quality, and strategic alignment of all donor submissions.
Contribute to grants pipeline tracking and support internal planning related to upcoming funding opportunities.
Partnership Management
Lead the development, rollout, and periodic revision of PAH South Sudan’s partnerships and localization strategy.
Develop and maintain strong relationships with consortium partners, local stakeholders, UN agencies, and donors.
Support the development and management of partnership agreements and consortium governance frameworks.
Responsible for ensuring partnership assessments
Strengthen partner capacity on donor compliance, reporting standards, and grants management including training workshops and one-on-one mentoring of key partner staff on donor rules and regulations, reporting, program development, grants management, and other relevant areas as needed
Promote collaboration, information sharing, and accountability across partners.
Advocate for mainstreaming of partnership management across all functions and departments, and clarify internal division of roles and responsibilities vis-Ã -vis partnership management.
Ensure PAH South Sudan’s partnership management processes and practices comply with PAH’s global policies and guidelines as well as relevant donor rules and regulations
Reporting, Learning & Documentation
Maintain organised grants documentation and audit-ready records.
Support lessons learned exercises, best practice documentation, and programme learning initiatives.
Coordinate inputs from programme, finance, MEAL, and operations teams for donor reporting.
Provide regular internal updates to senior management on grants status, risks, and opportunities.
The successful candidate will be selected based on the qualification requirements described below:
University degree in International Development, Humanitarian Affairs, Public Health, International Relations, Project Management, or related field.
Minimum 5 years of professional experience in grants management, donor compliance, consortium coordination, or partnerships management in fragile contexts.
Strong demonstrated experience managing ECHO-funded grants, donor compliance requirements, reporting processes, and consortium coordination mechanisms.
Strong experience in proposal development, donor reporting, and grants coordination.
Previous experience managing complex multi-partner consortium projects.
Experience working in complex humanitarian and insecure operating environments, preferably in South Sudan or similar contexts.
Strong understanding of project cycle management and donor compliance frameworks.
Excellent analytical, organisational, communication, and representation skills.
Strong budget monitoring and financial coordination skills.
Fluency in spoken and written English required.
