JOB CONTEXT:
Reporting to the Logistics Manager, the Facility Officer is responsible for ensuring the efficient delivery of logistics and facility support services to HI personnel in Dadaab. Acting as the primary point of contact for the Logistics Manager, the Facility Officer proactively identifies issues within their scope of responsibility and recommends practical solutions.
The Facility Officer ensures the optimal management of equipment, including the implementation of maintenance and repair schedules to guarantee that all equipment remains in excellent working condition. As a key contributor to the rollout and application of HI’s logistics standards, the Officer plays an active role in redefining the positioning of logistics within the organization and upholding the principle of professional development. Additionally, the Facility Officer actively participates in the phased reorganization of HI’s field operations as part of the ROOTS project.
YOUR MISSION:
Participates in the definition of the logistics section of the StratOp and implements the action plan for facilities management
STRATOP: contributes towards the drafting, revision and implementation of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives.
RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
INCIDENTS: produces incident reports for his or her sphere of responsibility;
INDICATORS: produces and compiles the data in the facilities management dashboard for his or her geographical area
Deploys HI’s standards and contributes to it expertise and accountability within his or her remit
STANDARDS: applies HI standards for his or her entire professional field with regard to policy, processes and tools;
LOCAL ADAPTATION: participates in adapting and contextualising these standards to meet local conditions and regulations;
INTERNAL CONTROL: implements internal control in his or her fields of activity;
ACCOUNTABILITY: applies internal rules and the rules of institutional donors in his or her fields of activity documentation.
HI, Humanity & Inclusion Is Seeking a Facility Officer – Dadaab, Kenya
Operational implementation of logistics
Diagnostic phase – Contextual analysis:
Participates in analysing the programme’s logistics context (evaluation of logistics capacities, table of logistics problems);
Design phase – Resources planning:
Identifies the material resources necessary for ensuring the project’s feasibility;
Participates in structuring the human resources concerned by facilities management
Design phase – Resources planning:
Plans all the means necessary for the optimal management of equipment in his/her fields of activity and geographical areas.
Implementation phase – Coordination:
Evaluates and adjusts the resources and their distribution according to the needs.
Closure phase
Implements the on-site storage of archives or their transmission to HQ;
Implements the return/donation of material;
Provides the data needed to prepare the financial reports
Facilitation of the profession sector
Contributes to the facilitation of the profession sector in his/her geographical area (community of practice)
Emergency Preparedness and Response
Contributes to the program’s emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response
YOUR PROFILE
Education and Experience
Degree: Bachelor’s degree in Facility Management, Logistics, Business Administration, or a related field
Certification: Professional certifications in Supply Chain (e.g., CIPS) or Facility Management are considered a strong advantage
Professional Experience: Minimum 3 years’ experiencein a similar role.
Sectoral Expertise: Proven experience in community/home-based rehabilitation, functional assessments in non-clinical settings, and caregiver support.
Contextual Experience: Previous experience working in a humanitarian or NGO setting is highly desirable, and experience working in remote or hardship locations
Technical Competencies
Facility Management: Proven experience managing office spaces, guesthouses (expatriate housing), and utilities.
Equipment Maintenance: Knowledge of scheduling repairs and preventive maintenance for generators, vehicles, and IT/office equipment.
Health & Safety: Understanding of basic fire safety protocols and first aid measures.
Core Skills
Interpersonal: Excellent communication, problem-solving, and facilitation abilities.
Developmental: Strong mentorship and coaching skills.
Digital: Proficiency in MS Office Suite.
Language: Fluency in English and Kiswahili.
