Requirements: Frequent trave to the programmes areas (Sila, Wadi Fira, Ouaddaï and Lake provinces)

Role Purpose: As a member of Concern Chad’s Country Management Team (CMT), the Operations Director (OD) will support the effective and efficient delivery of Concern’s programmes by managing and developing the support systems (Administration, HR, Logistics, IT) whilst following Concern Worldwide and donor policies and standards. This includes ensuring appropriate strategic direction for systems and operational responsibility for security management.
You will report to the Country Director and will line manage the Admin and HR Manager, the Logistics Coordinator, the Procurement Manager, the IT manager and will technically support the Rooving Operation Manager and Base Managers in Goz Beida, Bagasola, Abéché and Dogdoré. You will liaise with the Programmes Director, Area Coordinators, Country Finance Controller, other key staff and the Dublin-based Regional Logistics Advisor and HR Advisor.

Responsibilities:
For managers:
All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
All managers are required to actively participate in any emergency response as and when required.
All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.
Systems management
Reviewing procedures in all locations with regular monitoring and support to ensure standard policies are adhered to;
Carrying out logistics, admin and security assessments for all new programmes and establishing systems for new locations and interventions;
Managing information systems to monitor and report on the effectiveness and efficiency of Admin, HR, IT, transport and logistics departments;
Reviewing of all external contracts to ensure consistency, clarity and minimize liability for Concern.
Ensuring overall compliance with Concern’s global standards, procedures and policies;
Leading on development and implementation of environmental standards and practices across Concern operations in Chad;
Coordinate the development, rollout, and monitoring of operational strategies and annual operating plans in alignment with organizational priorities
Contribute to a cross-departmental coordination between programmes, logistics, finance, HR, and security to enable efficient programme delivery
Lead the establishment and continuous improvement of operational systems, policies, and SOPs across field and HQ structures
Oversee implementation of risk management, compliance, and internal control mechanisms to ensure donor and organizational requirements are met
Support emergency preparedness and response through structured contingency planning, surge coordination, and resource mobilization
Facilitate information flow and decision-making between field teams, senior management, and external stakeholders (e.g., clusters, authorities, partners)
Participate in the preparation and implementation of an ERP system
Logistics management (Procurement, Stock & Fleet)
Offer technical guidance and support to Logistics coordinator, Officers, storekeepers, Rooving operations manager and Base Manager, training, supporting and checking personnel involved in logistics;
Ensuring efficient procurement of goods and services in a transparent and accountable manner, ensuring value for money for the organisation and justifiable use of donor funds;
Coordinate and oversee all international importation processes, including customs clearance, regulatory compliance, and liaison with freight forwarders to ensure timely delivery of goods to programme locations
Preparing and overseeing an annual procurement plan for each programme, establishing and maintaining a Pre-Qualified Suppliers list, leading on tendering, contracting and international procurement;
Ensuring that all procedures and controls are in place for warehouse management and shared in the budget order ;
Ensuring up-stream stock moves through the supply chain effectively. Review and refine stock control and reporting as required ;
Ensuring a clear, well-documented paper trail in systems files and participate in the review of logistics reports to ensure that they are in line with the relevant standards ;
Ensuring cost effective maintenance and utilisation of fleet vehicles;
Ensuring accurate and timely transport reports and any recommendations to CMT;
Assessing the transport requirements of the country programme on a regular basis and ensuring appropriate solutions are implemented;
Ensuring fuel management practices and procedures are tightly controlled and regularly reviewed;
Management and HR
Line managing the HR Manager, Logistics Coordinator and IT Manager, and providing clear strategic direction and day-to-day management support;
Establishing and chairing regular, structured and minuted management meetings with operations teams (HR, Logistics, IT), ensuring clear action points, responsibilities and systematic follow-up;
Ensuring that each operations team member clearly understands their roles, responsibilities, priorities and performance expectations;
Monitoring and reviewing team performance on a regular basis, providing timely and constructive feedback, and taking decisive action in cases of underperformance;
Ensuring an effective Performance and Development Review (PDR) system is in place, and that ongoing training and coaching are provided to line managers and staff;
Identifying strategic training and capacity-building needs across operations functions;
Ensuring Concern Chad is fully compliant with national labour legislation and requirements, as well as with Concern’s global HR policies and procedures;
Ensuring the national staff HR manual and all associated documents are up to date, widely disseminated and understood by all staff, including through regular trainings and briefings;
Ensuring staff are trained on Concern’s policies and Safeguarding mechanisms, and that reporting and prevention mechanisms are functioning effectively;
Overseeing grievance and disciplinary procedures in line with organisational policies and local legislation;
Leading the implementation and consolidation of a national HR system;
Leading salary and benefits review processes, ensuring analysis, transparency and appropriate communication with SMT and staff as required;
Overseeing the management of health insurance provision for national staff;
Promoting gender balance and inclusive practices at all levels of the workforce;
Agreeing HR and staffing targets with SMT, particularly in relation to recruitment and workforce planning, and ensuring these are met;
Overseeing logistical arrangements for visitors and ensuring systems functions contribute to providing a safe, well-organised and enabling working environment.
Asset management
Developing a multi-year plan for asset replacement (fleet and IT);
Managing the fixed asset register and ensuring all assets are managed and accounted for in line with Concern and donor policies;
Ensuring timely and routine disposal of assets, equipment and furniture to ensure maximum economic return;
Ensure that the tracking documents are used and carry out random checks to ensure that the tracking system is working properly.
Carry out full inventories as required by internal policies
Ensuring national and international environmental standards are adhered to during disposal;
Facilities management & Administration
Ensuring adequate supplies, staffing and support systems are in place for all Concern’s premises;
Ensuring leases for premises are actively managed and contracts assessed;
Ensuring all issues related to government authorisations are managed proactively;
Ensure all offices, guest houses and international staff residences meet security, health and safety standards.
Security Management
Acting as the national Security Focal Point for Concern Worldwide Chad and liaising with our local Security Focal Points from each field office and with other INGOs;
Supporting local Security Focal Points & Security Focal Groups in each location ensuring they have sufficient time, capacity and experience to function effectively;
Working with local Security Focal Points to ensure all staff understand, respect and adhere to the Standard Operating Procedures which detail our security rules & practice;
Leading on the review & update of the Concern Worldwide Security Management Plan on an annual basis.
Ensuring all new staff and visitors receive thorough security briefings;
Informing and liaising with the CD to provide analysis of the contextual & security situation and advising on key security-based decisions to implement;
Participating in security coordination platforms such as those provided by INSO, UN OCHA and UNDSS;
Contributing to the development and implementation of contingency and crisis management plans, including for medical evacuations, violent incidents, office closures and staff relocation;
Coordinating operational responses during security incidents or crises, in close collaboration with field teams, the Country Director, headquarters and external service providers;
Supporting and coordinating medical and security evacuations when required, ensuring timely decision-making and duty of care;
Supporting decisions related to temporary suspension of activities, office closures or operational adjustments, and ensuring continuity of critical functions where feasible;
Ensuring post-incident follow-up, documentation and integration of lessons learned into security and operational procedures.
Information Technology
Ensuring Concern’s IT policy and procedures are understood and adhered to by all staff;
Ensuring provision of effective support systems, enabling the smooth operation of IT systems and management of information (including the servers, encryption, backup and protection mechanisms);
Ensuring that all HF, VHF and other communications equipment is operational, used in line with communications policy and that requisite training is provided to staff on usage protocols;
Liaise with Dublin IT support and the Regional IT Advisor in relation to IT maintenance and IT equipment and management;
Developing staff IT capacity, skills and confidence in using common software packages.
Budget management
Identifying and implementing potential savings and making recommendations to CMT;
Preparing administration and transport and national salary budgets and track related expenditure; Proactive identification of issues for discussion with budget holders and CMT;
Costing operations requirements for funding applications ;
Identifying all donor-specific system requirements to ensure compliance ;
External Representation and Operational Advocacy
Ensure a regular and credible presence and maintain structured working relationships within operational dialogue and coordination frameworks with government authorities;
Jointly with the Country Director, lead operational advocacy on field-level constraints, including access, administrative authorisations, taxation, imports and staff mobility;
Support the resolution of administrative or institutional bottlenecks affecting operational continuity;
Ensure our active participation in mutualised logistics initiatives that are present via Hulo or the logistics cluster.
Ensure coordination with all non-governmental institutions in order to share and obtain information relating to logistical constraints.
Contribute, together with the Country Director, to the management of politico-operational risks.
Partnership & capacity building
Provide technical guidance, mentoring, and capacity building to local partners and operational teams.
Ensure compliance with organizational, donor, and national regulations, including risk management and safeguarding.
Monitor and evaluate operational performance, identifying areas for improvement and implementing solutions.
Promote knowledge sharing, training, and professional development for operational staff and partners.
Role Holder Requirements:
A relevant post-graduate qualification with proven and demonstrable experience in a management position within a similar context.
Five years’ experience in a systems/operations position with an international NGO, with two years at a senior level, and at least two years’ experience working abroad. Experience working in similar contexts is a plus.
Proven experience in security management and working/living in insecure and sensitive environments.
Demonstrable proven experience in HR, administration and logistics management, including procurement and fleet management. As well as experience leading operational transformation initiatives (systems upgrades, restructuring, ERP adoption, supply chain optimization)
Specialist knowledge and experience in at least one area of systems
Proven experience in capacity building, people management, and safeguarding and protection. Ability to showcase strong leadership, training and mentoring skills.
Management of diverse and multi-operational teams, including the ability to lead and motivate others
Demonstrable excellent communication and interpersonal skills, with good spoken and written English and French.
Experience developing and managing strategic partnerships with local NGOs.
Experience providing technical guidance and capacity building to partner organisations to strengthen programme implementation.
Working with major international donors and grants compliance requirements
Strong at delegation, time management and prioritising skills
Computer literate and excellent knowledge of Word and Excel.
