End Term Evaluation – Sightsavers Ireland’s Le Chéile Programme

Programme background
Sightsavers Ireland’s programme ‘Le Chéile: Together for an inclusive better world’, also known as Ireland’s Civil Society Partnership (ICSP) for A Better World Programme, aims to bring about positive transformative change in systems, services and experiences for target populations to reach those furthest behind first (especially people with disabilities, women and girls) in selected Central and West African countries (Cameroon, Liberia, Senegal and Sierra Leone), and through global citizenship education in Ireland. Five themes are covered by the programme – inclusive eye health (IEH), inclusive education (IE), citizenship and political participation (CPP), global citizenship education (GCE) and climate action (CA). To achieve this, the programme focuses on sustainably strengthening citizenship, education, health and climate action systems so that targeted populations can claim their rights to healthcare and education and contribute to decisions that affect their lives.

Evaluation context and purpose
Le Chéile is a five-year programme, and it is a donor requirement to conduct an external, independent End-term Evaluation (ETE). In accordance with the donor guidance, Sightsavers’ has planned for this to take place in 2026 (using evidence and data from the first three years of the programme) in order to ensure that results are available in time to inform the design of follow-on programming.
The ETE has two main purposes:
To assess performance and delivery of the Le Chéile programme by applying Sightsavers Ireland’s adapted set of OECD DAC criteria to review the programme in the areas of Relevance, Coherence, Effectiveness, (emerging) Impact, Sustainability, and Equity and Inclusion.
To identify learning and good practice to be shared with key stakeholders and inform the design of the next iteration of the ICSP programme, with particular focus on the ICSP’s thematic process outcomes of Furthest Behind First, Humanitarian-Development-Peace Nexus and Locally Led Development.
Scope
The ETE will cover the programme period from its inception in January 2023 up to June 2026. This means there will still be 1.5 years of implementation left at the time of the evaluation, which will therefore need to be clear in identifying ‘emerging’ impact of the programme. The ETE will cover all thematic areas, with a focus on cross-cutting workstreams such as gender, young people and locally led development. The evaluation will seek to involve people with different types of disabilities and impairments, to understand a variety of experiences.
Outputs/deliverables
The expected key outputs of the ETE include:
A first, second and final draft inception report in English detailing the overall technical approach and methodology. The first and final drafts will also be produced in French.
Inception stage two tools – detailed data collection plan, stakeholder selection, data collection tools (e.g., KII and FGD guides, questionnaires, other participatory tools, tested and translated as necessary) – as well as draft and final documentation required for any in-country ethical approval.
First, second, third and final draft evaluation report in English including key findings against the evaluation questions, key learning and a comprehensive list of recommendations. The first and final drafts will also be produced in French.
Anonymised data sets (Excel or Word files) for all primary data (quantitative and qualitative).
Final short summary document (or slides, as agreed) summarising the key findings and learning of the report in an engaging and accessible format. This is to be delivered by the consultants during an all staff learning webinar (and should be budgeted accordingly).
Draft and final additional communication and dissemination materials in English, for example infographics, or other multi-media outputs, to be agreed at inception stage. The final versions will also be produced in French.
Evaluation team
The evaluation will be contracted to an external team of consultants through an open tender. Team members should have the following core competencies and experience:
Extensive experience in monitoring and evaluation for international development project/programmes, with excellent skills in both qualitative and quantitative approaches.
Thematic expertise in inclusive citizenship, inclusive education, inclusive eye health, global citizenship education (preferably within Ireland) and climate action, as well as strong experience/ understanding of social behaviour change and advocacy/policy influencing processes.
Strong understanding and expertise of the programme and project contexts at national and regional level. Prior experience working in the programme countries in West Africa, including data collection experience, is essential.
Comprehensive understanding of preferred practices/policy issues at global and local level in the different thematic areas.
Experience of carrying out multi-country evaluations and learning exercises of an appropriate scale.
Experience of inclusive and participatory data collection for people with disabilities, including youth, and understanding of accessibility and safeguarding principles for all stages of the evaluation process.
Capacity to provide dedicated project management and coordination of the evaluation process (at least one team member should be dedicated to administration and coordination).
Ability to independently source and manage any required support for the evaluation, such as local data collectors, notetakers, interpreters and transcribers.
Ability to produce concise, readable and analytical reports.
Excellent communication skills in written and spoken English. At least one team member should also be fluent in spoken and written French.
Experience designing and producing communication and learning outputs for evaluations that are interactive, engaging and accessible for a range of audiences.
Experience in project management and coordination and quality assurance of multi-country evaluation or research exercises.

Application process and details
Interested consultants/suppliers will apply via our online application portal by completing the necessary online Expression of Interest form (EOI), Budget Template, answering the application questions, submission of CV/s, and upload up to two supporting pieces/examples of recent, similar work.
We also ask that a separate technical proposal of no longer than five pages be submitted, this will replace Section 4 ‘Addressing the Requirements’ in the EOI form, so there is no need to complete section 4.
CVs submitted should be maximum two pages.
We anticipate the level of effort to be between 100-130 person fee days. All applicable taxes (e.g., withholding tax and VAT) should be factored in when entering Fee Rates within section 5 (Costs) of the EoI form. Expenses associated with data collection should be estimated as part of the submission, but will be covered separately, either directly by Sightsavers offices in the countries of data collection, or through reimbursement by Sightsavers Ireland.

EOIs should only be submitted in electronic format via Sightsavers’ application portal. Submission via other means or not following the EoI requirements specified above may be disqualified. Please contact us if you experience any issues in uploading the separate documents.

Expressions of interest for undertaking this assignment must be received by the deadline stated below. Late submission of offers may lead to their disqualification.
Interviews are expected to be conducted during the week commencing 1 March and/or 9 March 2026 and will involve a one stage oral interview.
