Background and context
Tiko Africa is an African non-profit organization founded in 2014, dedicated to empowering adolescents and young people (AYP) aged 15–24 in low-income communities. Our work focuses on improving the sexual and reproductive health (SRH) of adolescent girls and young women (AGYW) in Sub-Saharan Africa, addressing the “Triple Threat” of early pregnancy, HIV, and sexual and gender-based violence (SGBV).
In Nigeria, Tiko operates in FCT Abuja and Nasarawa State. Our strategy leverages close collaboration with Area Council RM&E (Research, Monitoring, and Evaluation) teams and State Health agencies to ensure sustainability and ownership. Through these partnerships, Tiko ensures AGYW have access to high-quality SRH services supported by trustworthy data.
Maintaining the integrity and reliability of programmatic data is critical for evidence-based decision-making, regulatory reporting, and service delivery.
Scope of Work
Tiko Africa seeks a qualified consultant to conduct routine, systematic Data Quality Audits (RDQAs) and facilitate Strategic Data Review Sessions at Tiko-supported health facilities in FCT Abuja and Nasarawa State.
Coordination and Joint DQA Participation: Working closely with Tiko, the consultant will support Tiko in coordinating with the local government authorities to facilitate and participate in joint on-site RDQA activities.
On-Site RDQA Execution: Conduct full on-site RDQA processes, including data extraction, tallying, and comparative verification between reported services on the Tiko platform and official primary source registers.
Documenting key process observations, facility capacity gaps, and the condition of health records at the facilities visited. The RDQA must also include documentation of broader contextual factors (e.g., donor funding shifts or new health policies) that could impact data quality or service delivery.
Root cause analysis and action planning: Identifying the root causes of discrepancies (e.g., staff attitude, stock-outs, misunderstanding of the Tiko app, transcription errors, or intentional data falsification). Findings must be triangulated, and observations and corrective action points must be developed collaboratively with facility staff.
Reporting: Submit compiled raw data and clean datasets, along with a detailed Comparative Checks Report documenting all variances, root causes, and recommended corrective actions.
Follow-Up: Conduct structured post-RDQA follow-ups to ensure all action points have been addressed before the next audit cycle
Support for Facility Data Review Sessions: The consultant will support Tiko in executing quarterly Facility Data Review Sessions, which focus on strategic performance deep-dives. These sessions will involve facility in-charges, providers, data personnel, mobilizers, and Tiko staff, to foster ownership and close the data-use feedback loop. The consultant will present performance trends (before/after analysis), demand generation trends, and Quality Assurance (QA) findings, explicitly linking data discrepancies to the Facility Improvement Plan (FIP) to highlight potential financial and reputational implications. Each session will cover the previous six months’ performance and track progress on agreed strategic goals.
Objectives of the Routine Data Quality Audits (RDQAs)
Rigorously verify the accuracy of reported data against national HMIS tools.
Leverage Facility Data Review Sessions to go beyond compliance, identify gaps, and drive continuous performance improvements.
Ensure that all previous action points are fully addressed before the start of each new audit cycle.
Methodology
Quantitative: Physical verification of registers and service counts using RDQA tools.
Data Triangulation (System Cross-Referencing): Conducting a three-way comparison of data points to ensure consistency across all reporting levels: Tiko Platform Data, Facility Source Documents (Primary Registers), National Health Information System (DHIS2)
Qualitative: Root cause analysis interviews.
Follow-up and gap closure: Ensure that issues from previous RDQAs have been addressed and gaps closed
Participatory: Facilitation of Facility Data Review Sessions to discuss findings and demand generation trends without conducting new service counts.
Deliverables
The timelines below reflect the monthly operational cycle for Q1 2026 and subsequent quarters, which feed into Tiko’s quarterly learning and reporting routines
Activity: Project Inception. Time Frame: By Mar 5, 2026. Deliverable: Inception Report (.ppt slide deck) including team structure, work plan, risk matrix, and a specific strategy for engaging Area Council Regional Monitoring & Evaluation teams.
Activity: Monthly RDQAs & Follow-ups. Time Frame: By the 25th of every month.
Deliverable:
Final Cleaned Dataset (Tiko RDQA tools).
Individual Facility Reports (Variances & Root Causes).
Action Point Tracker: A specific status report detailing which action points from the previous month are “Closed,” “Pending,” or “Overdue,” with evidence of resolution.
Activity: Quarterly Data Review. Time Frame: Quarterly. Deliverable: Facility Data Review Report: A summary of the deep-dive sessions, documenting the attendees, the performance trends discussed, and the specific commitments made.
Activity: Quarterly Systemic Analysis. Time Frame: Quarterly. Deliverable: Strategic Insights Report: Aggregated evidence of cross-division patterns and systemic gaps requiring high-level Tiko intervention.
Technical Requirements
We are looking for a consultant with the following skills and qualifications:
Demonstrable experience and expertise in conducting routine data quality audits for NGOs or development projects in Nigeria, particularly in the health or M&E sector.
Must demonstrate a strong local operational presence (e.g., be based in or have staff located in) the specific region(s) they are applying to cover: FCT Abuja and Nasarawa State.
In-depth technical knowledge of the Nigeria Health Management Information System and official registers (FP Daily Register, HCT Register, ART Register).
Submission of a detailed activity plan, CVs of proposed key staff, and at least three client references.
Familiarity with digital data collection tools (e.g., KoboToolbox, ODK, or SurveyCTO).
Have access to Nigeria’s reporting systems (DHIS2)
A willingness to work with other technology systems that Tiko uses
Evaluation Criteria
Technical proposal (80%), assessed on understanding of scope, methodology, team experience, and work plan.
Budget: Value for Money (20%), assessed on cost realism and value for money.
Ethics, Confidentiality, and Data Ownership
The consultant will be required to adhere to strict ethical standards, including confidentiality of client and facility-level data. All data accessed and generated during the RDQA process remains the property of Tiko and must not be shared with third parties without prior written consent. The consultant must comply with Nigerian Government data protection and reporting requirements at all times.
Duration of the Assignment
This consultancy is expected to run from March 2026 to December 2026, subject to satisfactory performance and availability of funds.
Expected Coverage
The RDQAs will be conducted across Tiko-participating health facilities in FCT Abuja and Nasarawa State. The exact number of facilities may vary by month, but it will be communicated in advance by Tiko to support planning and costing.
