MSF Operational Centre Brussels (OCB) has been operating in Cabo Delgado province in northern Mozambique since 2019, with two projects currently active in Macomia and Mocimboa da Praia districts. Both projects work to fill critical gaps in healthcare provision created by the ongoing conflict, with objectives focused on reducing morbidity and mortality among conflict-affected and displaced populations.
The purpose of this evaluation is to document how community engagement (CE) is currently organised in the two projects—the CE structures, roles and practices—and assess what results are being generated for both communities and project objectives.
This evaluation seeks to generate evidence and learning that will directly inform OCB’s operational strategy for community engagement in Cabo Delgado, drawing on the combined experience of the Macomia and Mocimboa da Praia projects.
EXPECTED STARTING DATE: March 2026
DURATION: 6 months. Final deliverable to be shared by August 2026.
REQUIREMENTS:
Essential:
Fluency in Portuguese
Experience evaluating humanitarian projects/programmes
Expertise in/understanding of community engagement in both humanitarian and health contexts
Willingness to travel to highly insecure contexts
Alignment with MSF/SEU’s values
Desirable:
Experience with, or a solid understanding of, MSF’s operations and ways of working
