Evidence Action scales proven development interventions and crafts resilient business models for long-run success. Evidence Action is designing an Immunization Demand Generation (IDG) pilot in Nigeria to address persistent gaps in routine childhood immunization coverage. Prior to pilot design, Evidence Action intends to conduct formative research to generate evidence on community preferences, contextual factors, and facility readiness.
Evidence Action is seeking a highly qualified qualitative research consultant to provide technical expertise for the qualitative components of the Immunization Demand Generation (IDG) formative research, with a particular focus on caregiver focus group discussions (FGDs).
Objective of the Consultancy
Evidence Action is requesting the technical services of an expert qualitative research consultant to support the qualitative workstreams of the Immunization Demand Generation (IDG) formative study, specifically focusing on focus group discussions (FGDs) with caregivers across Nasarawa and Oyo States. The successful candidate is expected to demonstrate advanced qualitative research expertise, with a primary focus on building team capacity to conduct high-quality FGDs, including facilitator training, best-practice guidance for eliciting rich and meaningful responses, and instrument optimization.
Scope of Work
The consultant’s scope spans the following phases:
Phase 1: Training and Pilot-Testing (~5 days LOE): Facilitate training for FGD facilitators and notetakers, covering use of the FGD guide, consent procedures, managing group dynamics, handling the structured exercises, and facilitation quality standards. Lead field practice for FGD in a non-sampled location, provide post-pilot debrief and tool revisions, support in finalizing the FGD guide, and develop a first-draft analysis codebook.
Phase 2: Field Support and Quality Assurance (~3 days LOE): Provision of technical support for field teams by maintaining availability for daily or ad hoc queries. Review of early FGD audio recordings and/or transcripts to identify facilitation gaps or emerging themes. Review of daily brief progress memos, guidance on any mid-field tool adjustments, and supervision of teams during FDGs.
Phase 3: Analysis and Reporting Support (~2 days LOE): Support in reviewing the analysis approach proposed by the Evidence Action team, support thematic analysis of all FGD transcripts, and review and provide inputs on the analysis codebook.
Required Qualifications & Eligibility
Interested firms/applicants must meet the following criteria:
Essential Qualifications: Advanced degree in public health, social science, anthropology, or a related field with a strong qualitative methods component. Demonstrated experience designing and leading qualitative research studies, including FGDs and in-depth interviews, in low- or middle-income country health settings. Proven experience with thematic analysis and codebook-based analysis of qualitative data. Direct experience working in Nigeria, particularly in Nasarawa or Oyo State, with knowledge of the local context, language, and norms. Familiarity with community and demand-side factors affecting immunization uptake. Physical availability to support the formative research in both states.
Qualifying Conditions (Required Documents): Certificate of Registration with CAC, Federal Inland Revenue Service TIN, VAT Certificate, Company Profile, Valid Tax Clearance Certificate, and a list of three (3) referees with verifiable evidence of past projects completed for each.
Exclusions: Applicants cannot apply if they are not registered companies/businesses; are bankrupt; have not fulfilled obligations related to payment of taxes; have been found guilty of serious misinterpretation; are in situations of conflict of interest; have seriously defaulted in the past; or are on any list of sanctioned parties issued by the United States government.
