Client/Commissioning: World Vision (Principal Recipient for Global Fund TB program)
In collaboration with: Ministry of Health (MoH) / relevant TB program stakeholders.
Individual Consultancy
The consultant will be responsible for:
1. Conduct a desk review of relevant national TB policies/strategies and legal/policy frameworks relating to human rights and gender (e.g., non-discrimination, equality, confidentiality/privacy principles, consent/informed decision-making, GBV referral principles if applicable to TB care pathways).
2. Review TB program implementation practices and identify HRG-related barriers across the TB cascade (community outreach, screening, testing/diagnosis, linkage to care, treatment adherence/support, treatment outcomes, continuity/follow-up, and community follow-up).
3. Define an HRG framework for TB that includes:
o TB patient rights and respectful care standards,
o stigma/discrimination reduction guidance,
o gender-responsive service delivery considerations (women, men, girls, boys, and pregnant/postpartum populations where applicable),
o confidentiality, informed consent, and privacy safeguards,
o equitable access and reasonable accommodation principles for vulnerable groups,
o community engagement and feedback mechanisms,
o roles and responsibilities for MoH, state/regional TB programs, health facilities, implementers, and community structures.
4. Draft the guidelines in a clear and implementer-friendly format, and where feasible include annexes such as:
o a service provider HRG checklist,
o an HRG-oriented facility self-assessment tool outline,
o a referral/complaints flow template (high-level, non-legalistic).
5. Facilitate/coordinate consultations with MoH and key stakeholders (World Vision will support scheduling, invitations, and logistics as needed).
6. Synthesize feedback into a consolidation matrix and produce the final validated guideline document.
7. Ensure the final document is ready for adoption/endorsement processes

10. Reporting line and supervision
• The consultant reports to World Vision designated program focal points for day-to-day coordination.
• MoH participates in technical reviews and provides feedback during validation stages.
• World Vision will support scheduling, stakeholder convening, and administrative coordination.
I. APPLICATION PACKAGE
Interested consultants are requested to submit:
1. Letter of Interest: Please submit a letter expressing your interest in the consultancy within five business days of this announcement. consultants will receive the Terms of Reference in a timely manner to give them the details of the consultancy requirements.
2. Proposal: Once received the ToR, consultants are requested to submit a proposal within the deadline announced, not exceeding seven pages, based on the following outline:
I. Executive Summary (1 page)
• Summary of the proposal’s main points, highlighting the consultant’s unique value proposition and understanding of the project requirements.
II. Project Scope and Objectives (0.5 pages)
• Concise description of the consultant’s understanding of the project’s aims and the context in Somalia.
• Confirmation of the methodology and tools provided by WVS and the consultant’s readiness to
implement them.
III. Methodology and Implementation Plan (2 pages)
• Brief explanation of how the methodology and tools outlined in the ToR will be applied in the field.
• Steps for adapting the methodology to local conditions, if necessary.
• Description of the data collection process, including timelines for each type of data gathering.
• Quality assurance practices to ensure data accuracy and reliability.
IV. Team and Management Structure (1 page)
• Overview of the project team, including key personnel and their roles.
• Brief bios highlighting relevant experience and qualifications for key team members.
• Organizational chart showing the reporting and communication lines (if available).
V. Ethical Considerations (1 page)
• Identification of potential risks and challenges associated with the data collection process.
• Strategies for mitigating these risks, particularly those related to security and data integrity.
• Detailed ethical considerations
VI. Work Plan and Timeline (1 page)
• Gantt chart or similar visual timeline showing major activities and milestones.
• Critical dates and deadlines for key deliverables throughout the data collection project.
VII. Financial Proposal (0.5 pages)
• Summary of the budget, categorizing major expense areas such as personnel, travel, and equipment.
• Justification for the budget, and how it is calculated.
Consultant qualifications and experience (minimum requirements)
Master’s degree (or equivalent) in Public Health, Health Policy, Health Management, Human Rights, Gender Studies, Law (human rights/health law), Social Sciences, or related field.
Minimum 5 years experience in:
human rights and/or gender mainstreaming in health, and/or
policy/guideline development for health programs, and/or
stigma reduction / patient rights / community engagement programming.
Demonstrated experience with qualitative stakeholder engagement (consultations, key informant interviews, facilitation).
