ADPC is an autonomous international organization established for scientific, educational,
developmental, and humanitarian purposes, with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific. Established in 1986 as a technical capacity-building center, ADPC has grown and expanded its role to serve scientific, educational, developmental, and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR).
ADPC develops and implements cross-sectoral projects/programs on the strategic themes of Risk Knowledge and Geoinformatics, Policy and Institutional System, Effective Localization for Resilience, Climate Services, Resilient Planning and Implementation, Preparedness and Anticipatory Action, Nature based Solutions, Financing for Resilience, Resilient Recovery, Food and Water Security, Disaster Risk Finance Insurance, Health Risk Management, Urban & Infrastructure Resilience, Private Sector Engagement, and ADPC Knowledge Academy. Our strategic themes are complemented and underpinned by the cross-cutting themes of gender equality and social inclusion, disaster and climate innovations, and regional and transboundary cooperation. In addition to the specialized thematic departments, ADPC addresses three cross-cutting themes through permanent working committees: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation. Through its work, ADPC supports the implementation of the Sendai Framework for Disaster Risk Reduction 2015–2030, the Sustainable Development Goals (SDGs), the New Urban Agenda, the United Nations Framework Convention on Climate Change, the agenda defined at the World Humanitarian Summit in 2016, and other relevant international frameworks.

B. Department Introduction:
The Preparedness and Climate Action (PCA) Department of ADPC focuses on enhancing the preparedness, climate action, and adaptation capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors within the Disaster Risk Management and Climate Resilience Ecosystem. It emphasizes the importance of locally-led adaptation strategies as a critical component of effective climate action while striving to strengthen the capacity of institutions and at-risk communities to achieve faster, more efficient, and climate-resilient disaster recovery. The department collaborates with these actors to ensure that regional, national, sub-national, and local disaster preparedness, response, recovery, and climate action frameworks and implementation plans are developed and implemented well before disaster strikes, prioritizing climate resilience and integrating strategies to reduce risks and build resilience against future climate-related hazards.
C. Statement of Intent
The Preparedness and Climate Action (PCA) Department of the Asian Disaster Preparedness Center (ADPC), in partnership with the Ethiopian Disaster Risk Management Commission (EDRMC), is implementing the program Enhancing Multi-Hazard Preparedness, Early Warning, and Response in Ethiopia (EMPOWER), with technical and financial support from the Gates Foundation. The program aims to strengthen the organizational, institutional, and leadership capacities of Ethiopia’s disaster risk management institutions at both national and sub-national levels. EMPOWER is anchored in the Multi-Hazard Impact-Based Early Warning and Early Action System (MH-IB-EW-EAS) Roadmap developed by EDRMC and officially endorsed by the Government of Ethiopia. Through this roadmap, the program seeks to position EDRMC as a strategic leader,and facilitator within Ethiopia’s disaster risk management ecosystem, supporting more risk-informed, coordinated, and effective preparedness and response systems. Effective coordination across sectors and administrative levels is essential to the successful implementation of the Roadmap.
In this context, the objective of the consultancy is to develop a consultative Advocacy and Outreach Strategy for the MH-IB-EW-EAS Roadmap that strengthens stakeholder engagement, raises awareness of multi-hazard early warning systems, and promotes the adoption of MH-IB-EW-EAS as a scalable and nationally owned model for disaster risk management coordination, in alignment with EMPOWER program’s intended outcomes.
D. Scope of Work
The consultant will work closely with EDRMC leadership and key MH-IB-EW-EAS stakeholders, with overall coordination and management provided by the ADPC country team, to undertake the following tasks:
Conduct a stakeholder and communication needs assessment
Map key stakeholders at federal, regional, and sectoral levels (government, non-government actors, key donors , implementing partners, acedamic and research institutions, relevant private sectors, religious organizations. This may consider technical agencies, NGOs, experts). The mapping will include power/influence analysis, stakeholder interactions and decision-making processes, identifying and listing the enabling environment.
Analysis of policy, institutional, and operational gaps/challenges particularly related to stakeholder engagement and coordination mechanisms that may augument to the MH-IB-EW-EAS implementation and progress toward roadmap outcomes.
Assess standardized communication needs, priorities, and preferred engagement approaches for MH-IB-EW-EAS advocacy and outreach.
Develop and validate a draft advocacy framework
Develop a draft advocacy framework (advocacy objectives, key messages, target audiences, engagement approaches, and coordination arrangements) aligned with national DRM priorities and roadmap implementation needs.
Conduct key stakeholder consultation/validation of the draft advocacy framework through one-to-one consultations and/or a consultation workshop, and prepare a brief summary of feedback received and how it has been addressed.
Develop an Advocacy and Outreach Strategy for MH-IB-EW-EAS
Finalize a comprehensive Advocacy and Outreach Strategy that strengthens coordination, collaboration, and shared ownership of the MH-IB-EW-EAS Roadmap, incorporating validated stakeholder inputs
Define clear advocacy objectives, key messages, target audiences, and engagement approaches, and tactics aligned with national priorities and best practices.
Develop a practical, phased, and disaggregated costed plan for implementing the Advocacy and Outreach Strategy, including roles, timelines, and monitoring and evaluation considerations.
Produce priority advocacy and outreach products, aligned with the Advocacy and Outreach Strategy, tailored to key stakeholder groups to support awareness, alignment, and uptake of MH-IB-EW-EAS initiatives. This includes identifying potential advocacy allies, clarifying their roles, and outlining coordination mechanisms, as well as implementation guidance on sequencing of advocacy actions.
E. Expected Deliverables
This is an output-based consultancy. The consultant is expected to deliver the following outputs in support of developing an Advocacy and Outreach Strategy for the MH-IB-EW-EAS Roadmap:
Inception report outlining the methodology, stakeholder engagement approach, and detailed workplan.
Key Stakeholder and communication needs assessment report for MH-IB-EW-EAS advocacy and outreach.
Key Stakeholder consultation/validation of the draft advocacy framework, conducted through one-to-one consultations and/or a consultation workshop, with a brief summary of feedback and how it was addressed
Comprehensive Advocacy and Outreach Strategy for MH-IB-EW-EAS, including a costed implementation plan.
A set of priority advocacy and communication materials, aligned with the strategy, to demonstrate application of key messages. Outline and templates for capacity-building and guidance materials to support EDRMC and partners in implementing the strategy hand in hand with EDRMC.

F. Working Principles:
In performing the duties and responsibilities above, the consultant will be supervised by the ADPC Program Manager based in Addis Ababa, Ethiopia, and work in close coordination with EDRMC for this assignment.
G. Required Qualifications and Experience
The consultant should demonstrate the following:
Post-graduate degree in Disaster Risk Management, Public Policy, Environmental Science, Development Studies, or related fields is required. Experience in the Horn of Africa region is preferable.
Technical expertise in disaster risk management, early warning systems, and/or climate and multi-hazard preparedness, preferably in low- and middle-income country contexts.
At least 5 years of progressively responsible experience in strategic communications, advocacy, or policy engagement.
Proven experience in developing advocacy, outreach, or communication strategies for government-led or multi-stakeholder initiatives.
Knowledge of global instruments, Africa regional strategies, plans, and experiences related to Disaster Risk Management and Multi-Hazard Early Warning Systemsand recent development in the field.
Demonstrated ability to conduct high-standard complex stakeholder analysis and communication needs assessments.
Experience working with government institutions and diverse stakeholders at national and subnational levels.
Strong skills in costed implementation planning and results-oriented strategy design.
Excellent analytical, facilitation, and writing skills.
Proficiency in English language is required.
Duty Station: Addis Ababa, Ethiopia
Duration: March 2026 – May 2026 (30 days)
The consultancy is expected to require 30 working days, spread over a three-month period from March to May 2026. A detailed timeline for deliverables and consultations will be mutually agreed upon at the commencement of the assignment.
Itinerary: During official missions outside the duty station, the Consultant will be entitled to local/international travel, daily subsistence allowance, accommodation, and other related travel costs as per ADPC financial policy. All travel must be pre-approved by ADPC and undertaken only upon written request and consent by the ADPC.
