Weapons and Ammunition Management Training Officer Full Time NEW

Overview of position

Our client contributes to MINUSCA’s mandate as established by the United Nations Security Council by participating in explosive threat mitigation, such as unexploded ordnance (UXO) and poorly managed munitions, as well as addressing weapon insecurity. The program works with a variety of beneficiaries and partners, including the Ministry of Defense, international NGOs, international forces, and UN actors, including UNPOL and the MINUSCA Force.

Through various activities, including Explosive Ordnance Risk Education (EORE), Explosive Ordnance Disposal (EOD), Weapons and Ammunition Management (WAM), and assistance with Small Arms and Light Weapons (SALW) management, UNMAS CAR aims to make the Central African Republic a more stable and secure country for political development, the international community, and its citizens.

In response to the emergence and escalation of incidents caused by explosive ordnance, targeting Defense and Security Forces but primarily affecting the civilian population, and also impacting MINUSCA, UNMAS is currently implementing a capacity-building support program on weapons and ammunition management for the National Defense Force. This program is based on practical training and mentoring for units in affected regions. The program is also developing a project to enhance national capacity in the same field for specialized personnel, also based on training and mentoring.

Role objectives

Under the supervision of the WAM Operations Specialist, the WAM Training Officer is responsible and will perform the following tasks and functions:

• Deliver the WAM training activities, ensuring quality control of training content, and overseeing the evaluation of training outcomes.
• Update and manage an existing comprehensive database of trained participants from the National Defense and Internal Security Forces of the Central African Republic, ensuring data protection and confidentiality standards are upheld.
• Help develop and update training materials, training sessions, and propose any necessary modifications or improvements to the training.
• Provide administrative and logistical support for WAM training activities, including documentation, reporting, and materials preparation
• Assist in managing surplus ammunition stock and overseeing destruction processes under the guidance of the WAM Operations Specialist. Is this relevant to the training position? Maybe relate it to the training purpose
• Providing technical support on ammunition handling, movement, storage, and disposal.
• Provide assistance in technical support for capacity building related to explosives, ammunition, and weapons storage management as required.
• Assist in the development of plans, database updates, reports, and other documentation related to WAM training program activities.
• Assist in ensuring that all advice and support adhere to international standards, including IATG and MOSAIC.
• Ensure that all training and advisory support complies with HRDDP requirements when engaging national security forces.
• Support the implementation of lessons learned and best practices.
• Assist the WAM Operations Specialist in coordinating Weapons and Ammunition Management (WAM) and Physical Security and Stockpile Management (PSSM) activities.
• Perform additional duties as assigned by the WAM Operations Specialist.

Expected output include but are not limited to:

Delivery of Three WAM Training Sessions:
Successfully prepare and deliver three (3) structured WAM training sessions, comprising:

• One (1) Basic WAM Training
• One (1) Intermediate WAM Training
• One (1) Advanced WAM Training

Training sessions were delivered to designated NDSF personnel in CAR in accordance with the approved training schedule.

Project reporting

• Under the supervision of the WAM Operations Specialist.
• After training, reports have to be submitted within 5 days after completion
• After Activity report has to be submitted within 3 days after completion of any technical support provided with regard to weapons and ammunition management.

Key competencies

• Advanced University Degree in the field of Engineering (particularly Chemical, Mechanical, or Civil) or Logistics Management (Master’s Degree in Strategic Management, Logistics and Supply Chain Management or equivalent) with a minimum of 5 years of relevant experience. Or
• Military or Police Experience at the Senior NCO (Non-commissioned Officer) or Officer level (or equivalent) with a minimum of 10 years of relevant experience is required.
• Minimum 5 years of progressively responsible experience in fields related to weapons and ammunition management, physical security, stockpile management, or similar areas (essential).
• Minimum 5 years of experience in: WAM/PSSM Capacity Building by Training Development and Delivery, and related Policy Development (essential).
• Minimum 5 years of experience in conducting technical assessments of Small Arms and Light Weapons (SALW) and Physical Security and Stockpile Management (PSSM) (essential).
• Minimum 2 years of experience working and delivering specialized training with International organizations (e.g., UN, NATO, OSCE), involved in PSSM, WAM and Disarmament DDR (desired).
• Minimum Level 2 Certified in IMAS Explosive Ordnance Disposal (EOD) qualification, according UN standards, from an international recognized training institution (essential).
• Minimum Level 4 Certified Ammunition Specialist in line with IATG 01.90 or related professional qualification (essential).
• Certified UN SaferGuard on International Ammunition Technical Guidelines (IATG) or Modular Small Arms Control Implementation Compendium (MOSAIC) Training.
• Experience working in a non-permissive environment.
• Fluent in French and working proficiency in English (essential).
