Context
Over the last years, the Ethiopian Government has shown greater political interest in immigration and border governance and is increasingly seeking IOM’s expertise. IOM Ethiopia’s operations are also increasingly cross thematic, enabling diverse and rich collaboration between IBG and the Protection and Health Units along a route-based approach. The Migration Management and Governance Unit/Immigration and Border Governance (IBG) team also support the Government’s steps toward regional integration.
The Immigration and Border Governance (IBG) Unit at IOM Ethiopia supports relevant Governmental authorities in enhancing their capacities to manage borders efficiently in a coordinated and integrated way. Current and upcoming interventions include policy support, installation of border management information systems, curriculum development and capacity development for the Immigration and Citizenship Service, the Federal Police, the Civil Aviation and the Ministry of Trade and Regional Integration. This includes interventions related to protecting human rights, transnational criminal, rule of law, border security and border control, rights-based border management, Integrated Border Management (IBM), Humanitarian Border Management (HBM), development and trade, legal identity and cross border cooperation with neighbouring countries. Complementarity of actions with other units are also prioritized.
Under the overall supervision of the Head of Programmes (HoP), the direct supervision of the Senior Programme Officer (Migration Management and Governance) and in close coordination with the Regional Thematic Specialist (RTS) and the Immigration and Border Governance (IBG) Division, the Programme Officer (Immigration and Border Governance (IBG)) will be responsible for managing, coordinating and overseeing the activities of the relevant IBG Programmes.
Responsibilities
1. Coordinate the overall implementation of the IBG portfolio, including, but not limited to, projects focusing on border management information systems, regular pathways, regularization, readmission cooperation, admission and stay channels, immigration policy, legal identity, counter-migrant smuggling, border and development/trade initiatives and Humanitarian Border Management, to ensure their impact, effectiveness, coherence and integrity, and their timely completion, in line with IOM’s policies, practices and the donor’s contractual requirements.
2. Coordinate, manage and supervise smooth implementation of IOM Ethiopia border management information system programs, ensure close coordination with IOM HQ MIDAS team, respective authorities and donors as well as timely progress reporting in line with donor’s requirements.
3. Provide technical inputs for the development of policy and operational resources aimed at enhancing safe, orderly, and regular migration pathways through the implementation of immigration and border governance policies and tools.
4. Provide guidance and substantive support to the Regional Office and Country Offices (COs), in coordination with IBG RTS, on emerging national and regional trends, donor priorities and resource mobilization for the development and execution of IBG projects.
5. Provide operational guidance and technical supervision on IBG projects, including managing and providing technical support to relevant programme staff, and capacity development initiatives.
6. Coordinate and conduct capacity-development activities in coordination with technical experts on IBG thematic areas including, but not limited to, document security, passport examination, legal identity, identity management, the responsible use of biometrics, readmission, cooperation, admission and stay pathways, and Advance Passenger Information, amongst others.
7. Establish and maintain close and effective working relationships with government counterparts at the technical level, to guide project implementation and the resolution of implementation related challenges, including organizing periodical meetings with relevant stakeholders.
8. Enhance and co-develop together with Ministry of Trade and Regional Integration and the responsible security agencies, forward looking trade activities.
9. Oversee the elaboration of public information and training materials, including resources for customs, border and immigration authorities, visa officers, and other border governance stakeholders for internal and external use, in coordination with IBG Specialists and other relevant Divisions.
10. Pursue the establishment of partnerships with UN Agencies, humanitarian organizations, government, and community interlocutors, and with a broad range of stakeholders towards the successful implementation of IBG programmes.
11. Contribute to advance IBG thematic areas within the respective UN Network on Migration (UNNM) and other initiatives related to institutional efforts to implement the Global Compact for Migration (GCM) and strengthen migration governance.
12. Undertake travel duty as required to strengthen, coordinate and/or support programme implementation.
13. Perform any such duties as may be assigned.

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
