Programme Coordinator Full Time NEW

Position subject to securing external funding

Based in Alindao, in the Basse-Kotto prefecture, the Programme Coordinator will be responsible for the day-to-day implementation of the HF-funded project (US Funds, implemented by a consortium) in the areas of food security, cash assistance and nutrition. The aim of this post is to ensure the coordination, management and support of the implementation of the 2026 Humanitarian Fund projects in the Basse-Kotto and Mbomou areas. The post holder will contribute to operational planning, the effective roll-out of activities, monitoring the quality of interventions, and coordination between the programme, operations, finance, MEAL, accountability teams, partners and local authorities.

The Programme Coordinator will provide dedicated coordination support during a period of high operational workload linked to the simultaneous roll-out of projects, the establishment of field teams, the training of colleagues and the effective launch of activities in the areas of food security, livelihoods, nutrition and cash transfers.

Responsibilities

Programme implementation

• To ensure the day-to-day coordination of the implementation of the 2026 Humanitarian Fund projects in the Basse-Kotto and Mbomou areas in accordance with project documents, work plans, budgets and contractual requirements.
• Work closely with the Area Coordinator, technical managers, and the MEAL, logistics, finance, human resources and security teams to ensure harmonised and effective implementation.
• Monitor the progress of activities and expenditure, contribute to budget and programme reviews, and support the analysis of variances between forecasts and actual implementation. Identify operational bottlenecks that may delay activities, propose practical solutions and promptly alert the Programme Director and the relevant teams.
• Carry out regular supervisory visits in the field, subject to security conditions, to assess the quality of interventions, support the teams and document best practices and challenges.
• Ensure that gender and protection considerations are integrated into activities, along with the ‘Do no harm’ principle.

Programme quality

• Contribute to the analysis of the humanitarian context, community needs and risks that may affect project implementation in the Basse-Kotto and Mbomou areas.
• Support the preparation of concept notes, proposals, amendments, technical notes and lessons-learnt documents relating to HF projects and other relevant funding opportunities.
• Ensure that interventions remain aligned with Concern RCA’s sectoral priorities, humanitarian standards and commitments made to donors.
• Document lessons learnt, necessary adjustments and good practices to inform decisions and contribute to the continuous improvement of implementation approaches, particularly in the areas of food security, nutrition, livelihoods, cash transfers, community participation and accountability.
• Support the development or adaptation of operational tools, practical guides and resources to enable field teams to apply approaches consistently.
• Promote the integration of cross-cutting themes.

Engagement with partners, authorities and local stakeholders

• In collaboration with the relevant teams, ensure regular coordination with implementing partners, in particular with Consortium members, local authorities, technical departments, community leaders and other humanitarian actors.
• Attend relevant coordination meetings at local level and represent Concern professionally.
• Work with the programme and advocacy teams to identify key messages, data and contextual information that can support Concern’s advocacy and resource mobilisation.

HR management

• Support the recruitment, induction, training and supervision of programme teams in line with the needs identified for the launch and implementation of projects.
• Provide regular support to colleagues under one’s direct or functional supervision, in particular through follow-up meetings, clear objectives, mentoring and appropriate technical support.
• Help to foster a positive team dynamic, focused on collaboration, learning, accountability and high-quality results.
• Work with managers and HR teams to ensure that the roles, responsibilities and priorities of each team member are clearly understood from the outset.
• Ensure that teams comply with the Concern Code of Conduct and associated policies in all activities.
• Identify the training needs of field teams and facilitate access to training, technical updates, the sharing of experiences or other forms of capacity-building.

Monitoring, Evaluation, Accountability and Learning (MEAL)

• Work with the MEAL team to ensure that monitoring plans, data collection tools, survey timetables and verification mechanisms are in place and used correctly.
• Ensure that teams regularly collect reliable data on activities, achievements, challenges and community feedback.
• Support the analysis of data and its use in decision-making, the adaptation of work plans and the improvement of the quality of interventions.
• Ensure that the feedback, complaints and response mechanism is known, accessible, functional and used safely by the communities concerned.
• Ensure that narrative reports, monitoring notes, internal updates and information requested by the coordination teams are produced on time and to a sufficiently high standard.

Role Holder Requirements

Education & Qualifications required

• A university degree, at least a bachelor’s degree, in a relevant field such as international development, project management, humanitarian action, food security, livelihoods, social sciences or a comparable field.
• At least two years’ experience in a similar role, ideally in a complex humanitarian context.At least three years’ experience with international NGOs or humanitarian organisations.
• Proven experience in coordinating or managing multi-sectoral projects and consortium projects.
• Good understanding of the project cycle, operational planning, monitoring of activities, accountability and programme quality requirements.
• Experience in monitoring and evaluation, research methods, operational data analysis and using results to adapt implementation.
• Ability to supervise, train and support field teams in a context of heavy operational workload.
• Good knowledge of the context in the CAR, and ideally of the Basse-Kotto and Mbomou regions, is an asset.
• Excellent communication, coordination, organisational, problem-solving and teamwork skills.
• Proficiency in standard IT tools, including Word, Excel, PowerPoint and Outlook.
• Excellent command of written and spoken French. Knowledge of English is an asset.
