Expression of Interest: Third Party Monitoring of Somalia Humanitarian Integrated Project (SHIP) – ECHO -1st Cycle Full Time NEW

Introduction

World Vision International (WVI) has been working in Somalia for over three decades and is one of the largest international non-governmental organizations in country, providing multisectoral programs integrated with essential health and nutrition services. Our presence in Somalia since 1993 has allowed us to establish strong relationships with key stakeholders, including the Ministry of Health (MoH), regional and district health offices, local partners and community actors to expand health and nutrition programming nationally. World Vision is headquartered in Mogadishu, with main regional offices in Baidoa, Doolow, Garowe and Hargeisa, plus 13 additional sub-offices across Somalia. Currently, WV is planning to start the implementation of health and nutrition project under the Somalia Humanitarian Integrated project (SHIP) funding by ECHO in Afmadow, bardhere, Buale, Jilib and Jamame Districts of Jubaland state in Somalia. To ensure timely and quality implementation ECHO SHIP grant activity implementation, World Vision is seeking Third Party Monitoring services for the ECHO SHIP grant activity implementation to ensure progress of implementation in line with the approved project narrative, log frame, beneficiary count, Indicator Tracking tool, budget, work plan, national and international standards. This ToR is designed to support the engagement and contracting of partners to develop monitoring modalities and standards for project activity implementation, quality, data consistency with registers, reports and DHIS2, achievement against the set targets/donor indicators and reliability of data presented by implementing partners

1.Project Background:

Project name: Somalia Humanitarian Integrated project (SHIP)

Donor: ECHO

Location: Jamame, Buale, Jilib, Waberi Health Centers.

Sector: Health & Nutrition, WASH, Multipurpose Cash Assistance, DRR

Duration: 03 months (August 1st to September 30th, 2026).

2. Purpose of the TPM

2.1 Independent monitoring: To ascertain if the ECHO Ship project activities are being implemented according to the approved project documents, national and international standards.

2.2 Accountability: To ensure the program’s adherence to guidelines, standards, and budgets through: An analysis of the operations aspect of the grant; if below services are executed in accordance to the project documents and if they are sufficient to support incurred expenditure and expected results:

• Human resource – Ensure compliance with the organizations Human resource policy for project staff and MoH policy for health facility staff.
• Implementation arrangements – Ensure all players are well defined and work within the roles defined.
• Supply chain – Ensure adherence to procurement policies, adequate supporting documents, approvals and commodity management guidelines.
• Activities implemented according to the work plan.
• Correct and proper branding.

2.3 Performance evaluation: To measure the progress of the program activities against its defined work plan, and set targets in line with the following thematic areas.

[I] Enhanced access to responsive preventative and curative health care services.

[ii] Improved nutrition status for at-risk under five children, pregnant and lactating women.

[iii] Improved access to public health-strengthening WASH products and services for at-risk health facilities.

[iv] Access to timely, gender-responsive Multipurpose Cash Assistance (MPCA), for vulnerable households to meet urgent essential needs enhanced.

[v] Life-saving emergency crisis contingency capacities in displacement and conflict-affected communities strengthened (DRR).

[vi] Quality assurance

3. Scope of monitoring

• Data Collection & Analysis: Collect quantitative and qualitative data related to health, nutrition, WASH and MPCA program activities such as diagnosis, treatment, and preventive measures and compare with quarterly reports provided.
• Site Visits: Conduct field visits to Barsanguni HC in Jamame, Buale HC and Jilib HC and iCCM+ locations to observe implementation practices.
• Stakeholder Interviews: Interview key stakeholders, including program staff, beneficiaries, and local health authorities to confirm service delivery.
• Reporting: Provide detailed reports on the findings, with recommendations for improvement, and highlight any challenges or successes.
• Monitoring Indicators: Track predefined Key Performance Indicators (KPIs) per the Indicator Tracking Tool.

4. Methodology

The monitoring exercise will entail a

• Conduct field visits to project implementation sites.
• Review of documents to ascertain compliance to the organizations policies, treatment guidelines and work ethics.
• Review procurement processes to ensure alignment with policies approvals and supporting documents for payments.
• Review financial processes to ensure adherence to approval policies and adequate supporting documents.
• Data review to check on concordance level with what has already been reported to DHIS2, ONA and quarterly, interim project reports.
• Review of patient flow at the heath facility to ensure all patients receive health education and treatment according to ministry of health guidelines.
• Interview with the health care providers to collect information on trainings, supplies etc.
• Interview sessions with relevant stakeholders including immediate beneficiaries to collect information on service provision satisfaction.
• Complete the quality-of-care tool for each of the supported health facilities to measure the quality of services.
• Data will be analyzed to assess program performance, identify bottlenecks, and ensure compliance with national and international standards.
• Compliance check: Comparing the staff available and those that have been documented as per relevant documents. E.g. FHWs and the results of their engagement
• Reporting: Compiling findings, conclusions, and recommendations into a comprehensive report.

5. Deliverables

• Inception Report: This should outline the monitoring approach, timeline, and methodology within the one month of engagement.
• Detailed post monitoring Report: A Comprehensive report detailing the monitoring findings, evaluation of program effectiveness, and recommendations for improvements, submitted at the end of the monitoring period-October, 2025. The final report should have an action plan with timelines detailing the immediate and long-term corrective measures that need to be undertaken.
