1. Background and Context
CPCD is a global firm specializing in monitoring, evaluation, research, and consultancy. Established in 2018, we aim to create sustainable and long-lasting development for our clients, partners, and communities through evidence-based and data-driven solutions. By providing accountable programming, we strive to enhance transparency and accountability for our clients and their donors. We provide high-quality Assessments, Evaluations, Capacity Building, Third-Party Monitoring (TPM), research, and training services performed by seasoned and knowledgeable teams who specialize in complex conflict environments. CPCD is engaged currently in many projects in South Sudan to provide external evaluation service in many targeted locations throughout the county. We are therefore seeking experienced, motivated, and culturally sensitive enumerators to join our data collection teams.
2. Overall Objective of the Assignment
The primary objective is to collect high-quality, reliable, and verifiable data from targeted households, key informants, and focus group discussion participants in assigned locations, strictly adhering to ethical guidelines and protocols.
3. Specific Roles and Responsibilities
Under the direct supervision of the Field Team Leader and M&E team, the enumerator will be responsible for the following:
Pre-Assignment Preparation:
Participate fully in all mandatory training sessions on the data collection tools, methodology, ethical guidelines (including PSEA and Do No Harm), and use of digital data collection devices (e.g., Kobo Collect, ODK).
Thoroughly study and understand the questionnaires, consent forms, and referral pathways.
Conduct pilot testing of tools and provide feedback.
Field Data Collection:
Travel to all assigned enumeration areas (payams, bomas, villages, or IDP sites) as per the daily work plan.
Identify and approach sampled households/respondents respectfully and professionally.
Obtain informed consent from every respondent before commencing any interview, clearly explaining the purpose of the data collection, confidentiality, and their right to refuse or withdraw.
Administer questionnaires accurately, conducting interviews in a language the respondent is comfortable with (e.g., Juba Arabic, Dinka, Nuer, Bari, English).
Ensure data integrity by asking questions neutrally, without leading or influencing respondents, and probing carefully for clarity where needed.
Accurately record responses on the digital device or paper form as assigned.
Facilitate Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) according to protocols.
Maintain daily productivity targets while ensuring data quality.
Data Quality and Security:
Perform daily checks of collected data for completeness and consistency before submission.
Submit data daily to the Team Leader for review and upload.
Safeguard all data collection devices, documents, and any personally identifiable information. Maintain strict confidentiality—no discussion of respondent details outside the team.
Safety, Ethics, and Reporting:
Adhere strictly to all organization-wide security protocols and follow the instructions of the Team Leader at all times.
Immediately report any safety/security incidents, concerns, or complaints from communities to the Team Leader.
Uphold the highest ethical standards, including the Core Humanitarian Standards (CHS), and demonstrate zero tolerance for Sexual Exploitation and Abuse (SEA).
Refer individuals in acute distress or with specific needs (e.g., severe malnutrition, protection cases) using the organization’s established referral system.
Debrief daily with the Team Leader on progress and challenges.
4. Qualifications, Skills, and Experience
Essential:
South Sudanese nationality, with in-depth knowledge of the local culture, customs, and languages of the specific duty station(s).
Minimum of a Diploma or equivalent in Social Sciences, Statistics, Agriculture, Economics, or a related field.
Located at Upper Nile State and Northern Bahr el Ghazal, but Applicant from other state are encouraged to apply for other CPCD projects
Proven experience (at least 1 year) in quantitative and qualitative data collection in humanitarian/development contexts in South Sudan.
Fluency in English and the dominant local language(s) of the duty station is mandatory.
Proficiency in using smartphones/tablets for digital data collection (experience with Kobo Toolbox is a strong advantage).
Excellent interpersonal and communication skills, with the ability to interact with vulnerable communities with empathy and respect.
Ability to walk long distances, spend full days in the field under potentially challenging conditions, and adhere to a tight schedule.
Strong team player with high integrity and a commitment to humanitarian principles.
Desirable:
Prior experience working with crest Point or other recognized companies or NGOs in the M&E Field.
Located at Upper Nile State (Renk & Manyo) and Northern Bahr el Ghazal (Aweil East)
Experience collecting data on specific sectors relevant to the assessment (e.g., Food Security & Livelihoods, WASH, Protection, Nutrition. etc.).
Understanding of basic sampling methodologies.
5. Working Conditions
This is a field-based position requiring 100% travel within the assigned location.
Enumerators may be required to work in remote areas with basic living conditions.
The work may involve exposure to stressful situations and vulnerable individuals.
