4. COMPLETING AND SUBMITTING A PROPOSAL
4.1 Your Proposal must consist of the following four separate documents:
Signed Declaration of Undertaking (see Attachment 2)
Pre-Qualification Information (see Section 4.3 below)
Technical Proposal (see Section 4.4 below)
Financial Proposal (see Section 4.5 below)
Proposals must be prepared in English.
4.1. Your Proposal must be submitted by email to the IUCN Contact (see Section 2).
The subject heading of the email shall be [RfP Reference – bidder name]. The bidder name is the name of the company/organisation on whose behalf you are submitting the Proposal, or your own surname if you are bidding as a self employed consultant. Your
Proposal must be submitted in PDF format. You may submit multiple emails suitably annotated, e.g. Email 1 of 3, if attached files are too large to suit a single email transmission. You may not submit your Proposal by uploading it to a file-sharing tool.
IMPORTANT: Submitted documents must be password-protected so that they cannot be opened and read before the submission deadline. Please use the same password for all submitted documents. After the deadline has passed and within 12 hours, please send the password to the IUCN Contact. This will ensure a secure bid submission and opening process. Please DO NOT email the password before the deadline for Proposal submission.
4.2. Pre-Qualification Criteria
IUCN will use the following Pre-Qualification Criteria to determine whether you have the capacity to provide the required goods and/or services to IUCN. Please provide the necessary information in a single, separate document.

4.3. Technical Proposal
The Technical Proposal must address each of the criteria stated below explicitly and separately, quoting the relevant criteria reference number (left-hand column).
Proposals in any other format will significantly increase the time it takes to evaluate, and such Proposals may therefore be rejected at IUCN’s discretion.
Where CVs are requested, these must be of the individuals who will actually carry out the work specified. The individuals you put forward may only be substituted with IUCN’s approval.

Qualifications:
Postgraduate degree in civil/geotechnical engineering (1.0 point)
Experience:
10 years’ experience in geo-technics, carrying out feasibility studies, preliminary and detailed studies, and tenders for dam projects (1.5 points)
Involvement in the construction/rehabilitation of dams (at least 3 dams) (1.0 point)
Familiarity with internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD), and membership of international dam safety organisations (1.3 points)
Hydrologists
Qualification:

10 years’ experience in developing inclusive consultation processes and engaging with different stakeholders, including community beneficiaries and women (1.8 points)

In-depth knowledge of social safeguard policies and guidelines, in particular resettlement safeguarding policies and guidelines, especially the Involuntary Resettlement Policy and the social provisions of other safeguarding policies (1.5 points).
Dam Specialist
Qualifications
Postgraduate degree in engineering, preferably in civil engineering (1.5 points)
Experience:
10 years’ experience in carrying out feasibility studies, preliminary design or detailed design of dams, including dam monitoring systems (1.8 points)
Must have participated in at least three major dam projects (1.5 points)
Hydraulics Engineers
Qualifications:
Postgraduate degree in engineering/hydraulics/water resources (1.5 points)
Experience
10 years’ experience in carrying out preliminary and detailed studies for dam projects of similar or greater complexity (1.8 points). Involvement in the hydraulic design of projects related to the construction/rehabilitation or supervision of dam works (at least 3 projects) (1.5 points)
Staff Specialised in Economics
Qualifications
Postgraduate degree in economics and finance (1.5 points)
Experience:
10 years’ experience and knowledge in water resources management would be an advantage (1.8 points)
Experience in economic and financial analysis and prioritisation of water projects; experience in private sector leverage and commercial loans is desirable (1.5 points)

4.5. Financial proposal
4.5.1. The Financial Proposal must be a fixed and firm price for the provision of
the goods/services stated in the RfP in their entirety.
4.5.2. Prices include all costs
Submitted rates and prices are deemed to include all costs, insurances, taxes (except VAT, see below), fees, expenses, liabilities, obligations, risk and other things necessary for the performance of the Terms of Reference or Specification of Requirements. IUCN will not accept charges beyond those clearly stated in the Financial Proposal. This includes applicable withholding taxes and similar. It is your responsibility to determine whether such taxes apply to your organisation and to include them in your Financial Proposal.
4.5.3. Applicable Goods and Services Taxes
Proposal rates and prices shall be exclusive of Value Added Tax.
4.5.4. Currency of proposed rates and prices
All rates and prices submitted by Proposers shall be in USD.

4.6. Additional information not requested by IUCN should not be included in your Proposal and will not be considered in the evaluation.
4.7. Your Proposal must remain valid and capable of acceptance by IUCN for a period of 90 calendar days following the submission deadline.
4.8. Withdrawals and Changes
You may freely withdraw or change your Proposal at any time prior to the submission deadline by written notice to the IUCN Contact. However, in order to reduce the risk of fraud, no changes or withdrawals will be accepted after the submission deadline.
5. EVALUATION OF PROPOSALS
5.1. Completeness
IUCN will firstly check your Proposal for completeness. Incomplete Proposals will not be considered further.
5.2. Pre-Qualification Criteria
Only Proposals that meet all of the pre-qualification criteria will be evaluated.
5.3. Technical Evaluation
5.3.1. Scoring Method
Your Proposal will be assigned a score from 0 to 10 for each of the technical
evaluation criteria, such that ‘0’ is low and ‘10’ is high.
5.3.2. Minimum Quality Thresholds
Proposals that receive a score of ‘0’ for any of the criteria will not be considered
further.
5.3.3. Technical Score
Your score for each technical evaluation criterion will be multiplied with the respective relative weight (see Section 4.4) and these weighted scores added together to give your Proposal’s overall technical score.
5.4. Financial Evaluation and Financial Scores
The financial evaluation will be based upon the full total price you submit. Your Financial Proposal will receive a score calculated by dividing the lowest Financial Proposal that has passed the minimum quality thresholds (see Section 5.3.2) by the total price of your Financial Proposal.
Thus, for example, if your Financial Proposal is for a total of CHF 100 and the lowest Financial Proposal is CHF 80, you will receive a financial score of 80/100 = 80%
5.5. Total Score
Your Proposal’s total score will be calculated as the weighted sum of your technical mscore and your financial score.
The relative weights will be:

Thus, for example, if your technical score is 83% and your financial score is 77%, you will receive a total score of 83 * 70% + 77 * 30% = 58.1% + 23.1% = 81.2%.
Subject to the requirements in Sections 4 and 7, IUCN will award the contract to the bidder whose Proposal achieves the highest total score.
6. EXPLANATION OF PROCUREMENT PROCEDURE
6.1. IUCN is using the Open Procedure for this procurement. This means that the contracting opportunity is published on IUCN’s website and open to all interested parties to take part, subject to the conditions in Section 7 below.
6.2. You are welcome to ask questions or seek clarification regarding this
procurement. Please email the IUCN Contact (see Section 2), taking note of the deadline for submission of questions in Section 3.1.
6.3. All Proposals must be received by the submission deadline in Section 3.1 above. Late Proposals will not be considered. All Proposals received by the submission deadline will be evaluated by a team of evaluators in accordance with the evaluation criteria stated in this RfP. No other criteria will be used to evaluate Proposals. The contract will be awarded to the bidder whose Proposal received the highest Total Score. IUCN does, however, reserve the right to cancel the procurement and not award a contract at all.
6.4. IUCN will contact the bidder with the highest-scoring Proposal to finalise the contract. We will contact unsuccessful bidders after the contract has been awarded and provide detailed feedback. The timetable in Section 3.1 gives an estimate of when we expect to have completed the contract award, but this date may change depending on how long the evaluation of Proposals takes.
7. CONDITIONS FOR PARTICIPATION IN THIS PROCUREMENT
7.1. To participate in this procurement, you are required to submit a Proposal, which fully complies with the instructions in this RfP and the Attachments.
7.1.1. It is your responsibility to ensure that you have submitted a complete
and fully compliant Proposal.
7.1.2. Any incomplete or incorrectly completed Proposal submission may be
deemed non-compliant, and as a result you may be unable to proceed further in the procurement process.
7.1.3. IUCN will query any obvious clerical errors in your Proposal and may, at IUCN’s sole discretion, allow you to correct these, but only if doing so could not be perceived as giving you an unfair advantage.
7.2. In order to participate in this procurement, you must meet the following conditions:
Free of conflicts of interest
Registered on the relevant professional or trade register of the country in which you are established (or resident, if self-employed)
In full compliance with your obligations relating to payment of social security contributions and of all applicable taxes
Not been convicted of failing to comply with environmental regulatory requirements or other legal requirements relating to sustainability and environmental protection
Not bankrupt or being wound up
Never been guilty of an offence concerning your professional conduct
Not involved in fraud, corruption, a criminal organisation, money laundering, terrorism, or any other illegal activity.
7.3. You must complete and sign the Declaration of Undertaking (see Attachment 2).
7.4. If you are participating in this procurement as a member of a joint venture, or are using sub-contractors, submit a separate Declaration of Undertaking for each member of the joint venture and sub-contractor, and be clear in your Proposal which parts of the goods/services are provided by each partner or sub-contractor.
7.5. Each bidder shall submit only one Proposal, either individually or as a partner in a joint venture. In case of joint venture, one company shall not be allowed to participate in two different joint ventures in the same procurement nor shall a company be allowed to submit a Proposal both on its behalf and as part of a joint venture for the same procurement. A bidder who submits or participates in more than one Proposal (other than as a subcontractor or in cases of alternatives that have been permitted or requested) shall cause all the Proposals with the bidder’s participation to be disqualified.
7.6. By taking part in this procurement, you accept the conditions set out in this RfP, including the following:
It is unacceptable to give or offer any gift or consideration to an employee or other representative of IUCN as a reward or inducement in relation to the awarding of a contract. Such action will give IUCN the right to exclude you from this and any future procurements, and to terminate any contract that may have been signed with you.
Any attempt to obtain information from an employee or other representative of IUCN concerning another bidder will result in disqualification.
Any price fixing or collusion with other bidders in relation to this procurement shall give IUCN the right to exclude you and any other involved bidder(s) from this and any future procurements and may constitute a criminal offence.
8. CONFIDENTIALITY AND DATA PROTECTION
8.1. IUCN follows the European Union’s General Data Protection Regulation
(GDPR). The information you submit to IUCN as part of this procurement will be treated as confidential and shared only as required to evaluate your Proposal in line with the procedure explained in this RfP, and for the maintenance of a clear audit trail. For audit purposes, IUCN is required to retain your Proposal in its entirety for 10 years after then end of the resulting contract and make this available to internal and external auditors and donors as and when requested.
8.2. In the Declaration of Undertaking (Attachment 2) you need to give IUCN express permission to use the information you submit in this way, including personal data that forms part of your Proposal. Where you include personal data of your employees (e.g. CVs) in your Proposal, you need to have written permission from those individuals to share this information with IUCN, and for IUCN to use this information as indicated in 8.1. Without these permissions, IUCN will not be able to consider your Proposal.
9. COMPLAINTS PROCEDURE
If you have a complaint or concern regarding the propriety of how a competitive process is or has been executed, then please contact [email protected].
Such complaints or concerns will be treated as confidential and are not considered in breach of the above restrictions on communication (Section 2.1).
10. CONTRACT
The contract will be based on IUCN’s template in Attachment 3, the terms of which are not negotiable. They may, however, be amended by IUCN to reflect particular requirements from the donor funding this particular procurement.

About the Project
The approach to integrated water resources management for more resilient basins in Mozambique [MozWateR] is a project aimed at achieving water security by supporting Mozambique in developing its capacity to implement effective integrated water resources management (IWRM) in key basins within the northern and central water management regions of the country and to improve capacity at the national level. This project is a collaborative effort in which joint action on the ground will yield critical lessons from tested best practices that inform policies strengthening business approaches, institutions and regulations surrounding the sustainable use of land and water. MozWateR is being implemented in collaboration with the Northern Regional Water Authority (ARA-Norte), the Central Regional Water Authority (ARA-Centro) and the National Directorate for Water Resources Management (DNGRH) as the main implementing partners (IPs) to address various challenges in the national water sector.
Description of the Assignment
1. GENERAL DESCRIPTION OF THE ACTIVITY
Climate variability reduces the socio-economic development potential of rural populations in Mozambique. Floods and droughts represent the main climate threats faced by the country and are responsible for recurring economic losses that inhibit the country’s robust growth. The main objective of the dams is to provide water for supply and to irrigate fields. The availability of water for irrigation will certainly contribute to economic growth and improved health conditions. As the forests in the region where the Augusto Maponesse dam is to be built are still quite dense and intact, the implementation of this project could provide an opportunity to preserve them. Agricultural planning could minimise the rate of clearing new fields and the destruction of forests.
2. INFRASTRUCTURE DATA
2.1. Augusto Maponesse (Irrigation and consumption)
The Augusto Maponesse dam is located in central Mozambique, specifically in the province of Manica, Gondola district, along the Mudamba River, a tributary of the Messinge (lowermiddle Pungué sub-basin). The coordinates are: 18 52 19.7S 33 28 54.7E.
The area has abundant fertile soil. Local families are well organised within a traditional system. A willingness to form farmers’ associations has been demonstrated. However, intensified agriculture could slow down the rate at which new fields are opened up and the destruction of the untouched closed forests.

2.2. Inchope 3 (Water supply)
The Inchope 3 dam is also located in central Mozambique, more specifically in the province of Manica, Gondola district, along the Metuchira River, a tributary and sub-tributary of the Metuchira (lower Pungué sub-basin). The coordinates are: 19°09’27.6″S 33°54’30.00″E. Inchope has a potential for a variety of economic activities in trade, warehousing and food processing industries, etc.

3. DESCRIPTION OF SERVICES TO BE PROVIDED BY THE CONSULTANT
3.1. Preliminary and feasibility studies
During the Preliminary Studies phase, the location alternatives for each of the dams should be preliminarily assessed, with particular emphasis on the nature of the valley, the availability of materials for the execution of the works, the geology of the valley and the reservoir area, and the extent of the dam body and its reservoir. A first-order estimate is made of the benefits, costs and implementation timelines for the works. The consultancy services include, but are not limited to, the following tasks:
a) Conducting a technical site visit with a multidisciplinary team to inspect and identify three alternative sites for technical studies of the dam’s location, indicating the most suitable position;
b) Define the best alternative for the dam axis and analyse the possible design options for the dam and spillway structures, presenting the one that proves most suitable in accordance with the site’s geotechnical characteristics and the availability of materials (soils, water availability, etc.);
c) Present written and drawn documents and other information, so as to enable an assessment of the recommended solutions, including safety aspects, and thus allow for their comparison and decision-making;
d) Prepare a technical report on the preliminary and feasibility studies.
3.2. Preparation of the Detailed Design and Final Design
3.2.1. Preliminary Design
During the Preliminary Design phase, work will be carried out using the data generated from the Preliminary Study, incorporating technical and construction aspects. The preliminary design must provide input for the preparation of the Basic Design and should, but is not limited to, the following:
3.2.1.1. Hydrological Studies
Hydrological studies of the dam catchment area must take into account the interference of upstream and downstream weirs/dams, where applicable, and must cover, at a minimum, the following items:
i. Delimitation of the dam’s catchment area on a suitable scale;
ii. Collection of data from existing rainfall and climatological stations within the catchment and its vicinity;
iii. Calculation of rainfall (IDF) – I (intensity), D (duration) and F (frequency) for stations located upstream of the dam;
iv. Determination of maximum flows (design flow) for the sizing of the dam’s spillways;
v. Determination of residual flows for the design of regulation structures, ensuring multiple uses downstream and the maintenance of the aquatic ecosystem;
vi. Definition of the reservoir’s characteristic curves (elevation x area x volume) based on a topographical survey at an appropriate scale;
vii. Determination of the maximum discharge flow
viii. Definition of measures to control seepage through the foundation and the dam body.
3.2.1.2. Geological and Geotechnical Studies
When preparing geological and geotechnical studies, the following aspects must be taken into
account:
i. Geological and geotechnical studies must be carried out at the dam site, water intake, spillway, along the dam axis to characterise the foundation, and also at locations of borrow pits (deposits or borrow sites for the dam’s embankment);
ii. When selecting the borrow pit location, the study must consider the transport distance, assessing the cost-effectiveness and the technical feasibility of obtaining a licence or consent for material extraction.
iii. Geotechnical boreholes shall provide the data for the preparation of representative geological and geotechnical profiles, containing a description of the materials in the different layers, penetration resistances and other information that may be relevant to the interpretation
3.2.1.3. Technical Study Report
The Technical Study Report must contain the Technical Specifications and Diagnosis and must present, but be limited to, the following items:
i. Technical Specifications, which must address all the specific features of the site where the dam is to be built, taking into account the need for river diversions, excavations, removal of obstructions (poles, power lines, structural elements, site clearance, etc.) and foundation treatment, as well as any and all services required for the future construction of the.
ii. Specify, for the river diversion, the structural or earthworks elements required in its various construction phases, whatever solution is adopted (whether using tunnels, galleries, channels, or whether the dam will be constructed in sections, with water flowing on one side of the river channel, or in areas of the channel).
iii. A report (work plan) describing the dam construction works, covering their specific features and relevant considerations, listing the technical personnel responsible, construction stages and measures to mitigate environmental impacts, as well as Permanent Preservation Areas (PPA) and the Degraded Area Recovery Project (PRAD).
iv. A technical data sheet containing the characteristics of the reservoir and the dam.
3.2.1.4. Diagnostic Report
The Diagnostic Report must include, but be limited to, the following items:
A study to assess the safety and stability of the dam, to be carried out through tests or any other method deemed appropriate for this purpose, primarily to assess sliding forces, overturning forces, base pressures, shear forces and seepage, amongst other factors deemed necessary for a thorough diagnosis of the dam;
A diagnosis must assess the future stability of the dam to be constructed and the necessary interventions aimed at modifications and/or increasing reserve capacity.
3.2.2. Basic Design
This is the intermediate stage between the Preliminary Design and the Detailed Design. It enables the execution of the works and the detailing of the Detailed Design. To this end, it must include, but is not limited to, the following items:
3.2.2.1. Reservoir sizing
The sizing of the reservoir must take into account, but is not limited to, the following:
i. Definition of the elevation–area–volume curves based on the survey of the catchment area to determine the optimum storage volume;
ii. Flooded areas and stored volumes;
iii. Secondary uses compatible with the main purposes of the reservoir and the conditions under which they may be carried out;
iv. Design of discharge structures, including sluice gates and bottom outlets (or bottom discharges);
v. Dam operating mechanisms, including water intakes, associated hydraulic circuits and their respective outlets.
3.2.2.2. Dimensioning of the dam body geometry
The design of the reservoir shall take into account, but not be limited to, the following:
Studies of the stresses, loads and conditions to which it will be subjected after entering into operation, to verify its stability and safety beyond the factors considered for the calculation of overall dam stability;
Structural design, using software to present calculations, reports, formwork drawings, reinforcement and details;
Depending on the scale of the works and the complexity of the dam design, instrumentation plans must be drawn up for monitoring the dam body and foundations and for operational control, including reservoir monitoring equipment, water intake flow meters and detailed drawings of the structures for installing this equipment
Consideration must be given to the compositions, loading equations, profile calculations (base width, maximum height of a dam) and reinforcement.
3.2.3. Detailed Design and Safety Plan
3.2.3.1. Detailed Design
The Detailed Design must consist of elements that are easy and unambiguous to interpret, enabling the construction of the works, and must include, among other things:
General and Descriptive Report;
Written Documents and Drawings;
Reports on stability calculations and structural design;
Report on topographical surveys and studies;
Report on geological and geotechnical surveys and studies;
Dam body design and foundation design
Laboratory test report;
Physical and financial schedule for the works;
Construction work execution plan;
List of Materials and Equipment;
Technical Specifications for Materials and Services for the civil works;
Technical Specifications for Materials and Services for the equipment; and
Other documents providing the necessary details for the complete and proper implementation of the works, including dam instrumentation (type, characteristics, location of application, bill of quantities, manufacturer’s catalogues, etc.).
The Detailed Design consists of the execution of all project details necessary for the execution of the works and, amongst others, the following main items must also be addressed, but are not limited to:
(i) Access design, including geometric design, any retaining structures, drainage, paving, vertical and horizontal signage, and lighting (if necessary).
(ii) River diversion design, including definition of its stages, construction materials, dimensions, execution methodology and equipment (if necessary).
(iii) Geotechnical designs, including the definition of construction materials, dimensions and characteristics, execution methodology, equipment and instrumentation.
(iv) Structural and foundation design, including the definition of materials, drilling studies, finishes, joints, types and grades of concrete, support devices, steel reinforcement and other devices, instrumentation plan, etc.
(v) Development plans and details (developer’s site) covering paving and drainage.
(vi) Earthworks and soil compaction design.
(vii) Any other designs and studies necessary for the complete and proper execution of the works.
The Studies, Surveys, Boreholes, Investigations, Designs, Structural Calculations and Drawings, amongst others, that may be carried out must comply with current and updated Technical Standards in force in Mozambique and accepted internationally.
In providing the services, the Consultant shall submit the Detailed Design and a final report, which shall cover all relevant technical aspects of the preparation of the Detailed Design and include all data, such as field notes and observations, inspection reports, geological mapping, laboratory test results, photographs, all structural, hydraulic, geotechnical and geological data and calculations.
Deliver to the Client the Detailed Design, completed and ready for implementation, as well as the Bill of Quantities and Price Schedule, in both digital and physical formats, together with all relevant technical information.
3.2.3.2. Dam Safety Plan
i. Construction Supervision and Quality Assurance Plan
The Consultant shall prepare a Construction Supervision and Quality Assurance Plan specific to the project, reflecting the key aspects and elements relating to organisation, staffing levels, procedures, equipment and qualifications for supervising the construction of the project, in accordance with best practice recommendations regarding dam safety.
ii. Dam Instrumentation Plan
The Consultant shall prepare the instrumentation plan in accordance with best practice recommendations for dam safety.
iii. Operation and Maintenance (O&M) Plan
As part of this task, the consultant shall, without necessarily being limited to the following:
i. Specify the requirements for daily, monthly, annual and periodic safety inspections (frequency to be recommended by the consultant);
ii. Prepare a draft operation and maintenance plan in accordance with recommendations on good dam safety practices.
iii. Ensure the existence and institutionalisation of the sediment management plan, electronic flow management plan and ESMP (and other related plans);
iv. Develop and recommend the staffing levels, technical expertise, tools and equipment required for dam maintenance and operation procedures, including safety inspections, as well as the necessary training.
iv. Emergency Preparedness Plan (EPP)
The purpose of the EPP is to provide a pre-determined action plan that the dam operator must implement in the event of a dam safety emergency. This plan will be drawn up by the consultant in close collaboration with the contractor and the authorities responsible for emergency management.
As part of this task, the consultant will identify potential emergency situations, including a possible dam failure. The consultant will draw up a plan describing the roles of the parties (stakeholders) in dealing with these potential emergencies, including situations where dam failure is imminent.
In preparing the plan, the consultant’s activities will include the preparation of descriptions, atlases and associated flowcharts for the parties involved, but not necessarily limited to the following situations:
a. Abnormal behaviour of the dam.
b. Dam failure (structural failure).
c. Severe and extreme flooding.
d. Controlled release of water that may endanger human lives and property downstream
e. Seismic waves.
f. Cyclones.
g. Water contamination.
h. Terrorism and sabotage.
The preparation of the EPP framework will require simulations of severe/extreme floods and dam failure scenarios with induced propagation of flood waves downstream. Dam breach flood maps should show the flooded areas at scales sufficient to identify areas at risk and include flood tables showing the time of arrival of the peak discharge, water level, velocity, etc. at key locations.
The emergency preparedness framework plan and associated flood maps must be drawn up in accordance with the recommendations of Best Practices on dam safety.
3.3. The Environmental Pre-Feasibility Study and Scope Definition (EPDA)
The Environmental Pre-Feasibility and Scope Definition Study (EPDA) must be conducted for activities classified as having a significant environmental impact, with the aim of identifying and assessing the main impacts, analysing alternatives and mitigation measures, as well as defining the scope of the EIA by selecting the environmental components that may be affected by the activity under review and on which the EIAS should focus.
4. LOCAL CONSULTANTS
The Client encourages capacity building and expects the International Consultants to work with a local consultant as part of this capacity building.
5. SERVICES PROVIDED BY THE CLIENT
No human or material resources shall be provided by the Client; the Consultant shall be responsible for mobilising and/or obtaining, maintaining and utilising all human and material resources necessary for the execution of all activities to be carried out under these Terms of Reference, as well as for establishing the entire organisational system required for the full and proper execution of these Services.
6. ORGANISATIONAL AND IT RESOURCES
It is the Consultant’s responsibility to acquire, organise and fully manage all systems deemed necessary to carry out the tasks assigned to them under this service provision. In this way, the provision of services shall be carried out to the highest standards of quality and security, in accordance with the established plans and programmes.
The Consultant must have suitable software and IT resources that enable the recording of all data and the rapid processing of all information relevant to these services
7. MATERIAL RESOURCES
The Consultant must have suitable premises and space for the team to operate, as well as aphysical address, telephone and email contact details.
The acquisition, supply, installation, maintenance and day-to-day consumption of all material resources necessary for the execution of the work covered by these Terms of Reference, including the resources necessary for quality control and recording, topographical, IT or other, shall be the responsibility of the Consultant.
8. CONSULTANT’S OPERATIONAL COSTS AND EXPENSES
The Consultant shall be responsible for all costs relating to the Consultant’s operations in connection with the work, including, but not limited to international travel, local transport, accommodation, office space and operating costs, furniture, office and field equipment, and the production and printing of written documents and drawings
9. FACILITIES PROVIDED BY THE CLIENT
Documents available for consultation shall be provided to the consultant in a timely manner within the scope of this Service Agreement, without prejudice to the consultant seeking other relevant information from other institutions in pursuit of the desired objective.
10. DOCUMENTATION
The reports, documents and detailed design shall be delivered in duplicate, in printed and bound format and in digital format. In turn, the project drawings must also be delivered in two copies, in physical format, produced and plotted in colour, with the respective summary of graphic elements, and must also be delivered in digital format on CD-ROM and/or on flash drives, duly labelled and organised.
11. CONSULTANT’S OBLIGATIONS
The Consultant must ensure coordination and facilitate the interface between the variousservice delivery areas, and the information and communication system to be established shall aim to:
i. Keep the client informed, clarify queries and provide detailed information on the progress of the work;
ii. Establishing the relationship between the various entities involved in the provision of these services;
iii. Process the circulation of necessary documentation from fieldwork to processed information, including approval and payment for work carried out
iv. In addition to other activities deemed necessary, the Consultant shall carry out the following:
a) Prepare documents within the scope of this consultancy, deemed necessary for the preparation of the detailed design, in accordance with the contractual conditions;
b) Attend and act as secretary at meetings with the client (both within and outside the country) to review the progress of the work, clarify any queries, examine safe and cost-effective technical alternatives, reassess resources, etc.;
c) Coordinate and act as secretary for meetings and other communications that the client decides to undertake with entities involved in the provision of services (both within and outside the country);
d) Propose, attend and act as secretary for meetings with other entities and project designers, directly or indirectly linked to these services, in order to review the progress of the work in question, clarify queries, examine changes and/or alternatives, identify and channel for resolution of problems, reassess resources, etc.;
e) Whenever requested, prepare, accompany or lead all site visits (both within and outside the country) deemed appropriate by the client;
f) Provide, whenever necessary, all technical documents, including reports and drawings, validated by the Consultant, required for the effective monitoring of the Services;
g) In the performance of their duties, the Consultant shall prepare the following documents:

Monthly reports on the progress of the consultancy, containing all analyses, opinions, recommendations and technical proposals arising from the preparation of the Detailed Design, as well as specific reports requested by the client
i) Meeting minutes:
The Consultant shall be responsible for drawing up the minutes of technical meetings with the client and other invited participants, within the scope of these Services;
j) Information on:
Plans and work progress presented by the Consultant;
Technical proposals within the scope of these services;
Information regarding the technical team involved in the work;
Changes to the proposed work and projects
12. SAFETY AND LIABILITY GUARANTEE
In the provision of these services, it is essential to ensure diligent control of safety and liability in order to prevent deficiencies and other risks that may compromise the outcome of these Services, and that all studies, projects, reports, opinions and documents must be developed and safeguarded by specialised professionals with proven experience in this field.
The Contractor must therefore, in conjunction with the client, ensure that the competent staff appointed to carry out these services are senior technicians capable of safely performing the following tasks:
i. Surveys, inspections, collection of materials, laboratory tests, data interpretation, amongst others;
ii. Structural calculations and other related tasks;
iii. Geological mapping and borehole logging;
iv. Digital, physical and photographic documentation;
13. CONTROL OF SERVICE PLANNING
In order to ensure compliance with the approved schedule for the performance of the Services, the Consultant shall, amongst other things, carry out the following actions:
i. Draw up Work Plans for the performance of the contractual works;
ii. Examine the necessary adjustments to ensure that the agreed deadlines are met, presenting any alternative plans where necessary;
iii. Monitor the progress of activities, identify and characterise the main deviations observed, and propose the necessary actions to correct them;
iv. Implement the measures approved by the client with the aim of making up for any delays, in order to meet the established deadlines;
v. Update time estimates for work still to be carried out, taking into account the statistics actually verified during the course of the work already carried out;
vi. Verify and approve the progress of the work;
vii. Establish, with the client, timetables for making up for delays in services, preparing and providing the necessary documentation.
14. MONITORING OF PROPOSED SERVICES
Compilation of all information regarding the progress of services to enable a detailed record of service delivery, providing supporting documentation, namely:
i. A record of the work carried out and the conditions under which it was carried out;
ii. Surveys, test pits and inspections carried out;
iii. Changes and adjustments made to the projects.

Skills and Experience
Consultant
The consultant responsible for providing the services must possess proven technical capability and experience in dealing with issues relating to water resources, hydraulic works, the environment, socio-economics and all disciplines and matters relevant to the development of the work, with a minimum of 15 years’ experience in providing consultancy services and involvement in at least 3 projects for the construction and/or rehabilitation of dams. Specifically, the team of consultants must:
Have knowledge of water resources in Mozambique;
Have been involved in studies and projects relating to hydraulic works;
Have experience in preparing studies and projects for dams and multi-purpose water developments;
Have experience in preparing environmental and social management plans.
Key Personnel
The consultant must provide key personnel with the appropriate qualifications and experience to carry out the work described herein effectively and efficiently, and they must possess the qualifications and/or experience described in these Terms of Reference:
Non-essential staff must be listed in the technical proposal as non-essential specialists (CVs are not required), with a brief biography of each. Their involvement must be clearly indicated in the technical proposal forms.
K1 – Team Leader
Qualifications: Postgraduate degree in Civil Engineering/Hydraulic Engineering
Experience: 15 years’ experience in leading multidisciplinary teams to carry out feasibility studies, detailed designs, preparation of tender documents, supervision and contract management for dam projects, having been involved in the design, construction/rehabilitation of at least 5 dams.
Must have, over the last ten (10) years, specific experience in managing consultancy teams working on feasibility studies and detailed engineering designs for at least three dam projects of similar or greater size and complexity.
Proven experience in managing multidisciplinary teams and the ability to operate within multisector, multicultural and multi-skilled teams, demonstrating flexibility in working style.
Demonstrate an understanding of internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD), and be a member of international dam safety organisations.
Familiarity with Mozambican legislation on water resources, the environment and dam safety would be an advantage.
K2 – Geotechnical Specialist
Qualifications: Postgraduate degree in civil/geotechnical engineering
Skills: 10 years’ experience in geo-technics, conducting feasibility studies, preliminary and detailed design studies, and tendering for dam projects.
Experience in the construction/rehabilitation of dams (at least 3 dams).
Familiarity with internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD), and membership of international dam safety organisations.
Familiarity with Mozambican legislation on water resources, the environment and dam safety would be an advantage.
K3 – Hydrology Specialist
Qualifications: Degree in Civil Engineering/Hydrology/Water Resources
Skills: The hydrologist must have experience in carrying out feasibility studies, preliminary design or detailed design of dam and hydroelectric power projects, including hydrological and hydraulic design and modelling, dam failure analysis and reservoir sedimentation, with at least 10 years’ experience in the aforementioned areas, and must have been involved in at least three similar projects.
Be involved in hydrological studies for dam-related projects (at least 3 projects);
Have a thorough understanding of internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD) and be a member of international dam safety organisations.
Familiarity with Mozambican legislation on water resources, the environment and dam safety would be an advantage.
K4 – Structural Engineer
Qualifications: Bachelor’s degree in civil engineering
Skills: 10 years’ proven experience in carrying out feasibility studies, preliminary and detailed designs, and tendering for dam projects.
Must have had personal responsibility for the design of at least four (03) dams or dam rehabilitation projects of comparable or greater size.
Be familiar with Mozambican regulations on dam safety and internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD).
K5 – Environmental Specialist
Qualifications: Degree in Environmental Engineering, Environmental Management, or related fields
Skills: Have 10 years’ experience in developing inclusive consultation and engagement processes involving different stakeholders, including community beneficiaries and women.
Experience in conducting feasibility studies, preliminary studies, and detailed studies of dams.
Experience in preparing environmental and social management plans for infrastructure projects (at least 3 projects).
Proven experience in managing environmental risks and impacts in infrastructure projects, including resettlement, labour flows, occupational health and safety, and community health and safety.
Knowledge of national legislation and relevant experience in other countries in the region with similar socio-economic and environmental characteristics.
K6 – Hydromechanics Specialist
Qualifications: Postgraduate degree in Mechanical Engineering, Hydromechanics or Electromechanical Engineering.
Skills: Have 10 years of proven experience in carrying out preliminary and detailed studies for dam projects of similar or greater complexity.
Have personal responsibility for the design of at least three (03) dam construction/rehabilitation projects or for the supervision of works of comparable or greater complexity, in the specialisms of hydromechanics, electro-mechanics and/or hydroelectric power.
Be familiar with internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD) and be registered with international dam safety organisations.
Familiarity with Mozambican legislation on water resources, the environment and dam safety would be an advantage.
K7 – Social Issues Specialist
Qualifications: Postgraduate degree in sociology, social sciences, anthropology or a related field.
Skills: 10 years’ cumulative experience specifically related to social issues.
Must have participated in at least 3 similar projects and demonstrated the ability to prepare, draft, review and implement social safeguarding instruments, including Environmental and Social Impact Assessments (ESIA), ESMP, Resettlement Action Plans (RAP), Stakeholder
Engagement Plans (SEPs), LMPs, grievance and complaint mechanisms, good practice guidelines and action plans for gender-based violence (GBV), sexual exploitation and abuse (SEA), and sexual harassment (SH), preferably for water resources projects.
Have in-depth knowledge of social safeguarding policies and guidelines, in particular resettlement safeguarding policies and guidelines, especially the Involuntary Resettlement Policy and the social provisions of other safeguarding policies.
Experience in developing inclusive consultation processes and engagement with different stakeholders, including community beneficiaries.
K8 – Dam Specialist
Qualifications: Degree in Engineering, preferably in Civil Engineering
Skills: Must have experience in carrying out feasibility studies, preliminary design or detailed design of dams, including dam monitoring systems, with at least 10 years’ experience in the aforementioned areas, and must have been involved in at least three major dam projects
Must be proficient in internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD) and be a member of international dam safety organisations.
Familiarity with Mozambican legislation on water resources, the environment and dam safety, would be an advantage.
K9 – Hydraulics Specialist
Qualifications: Degree in Civil Engineering, Hydraulics or Water Resources.
Skills: 10 years’ experience in carrying out preliminary and detailed studies for dam projects of similar or greater complexity.
Experience in dam failure analysis and reservoir sedimentation Have been involved in the hydraulic design of projects relating to the construction, refurbishment or supervision of dam works (at least three projects); specifically, with regard to the hydraulic design aspects of the spillway, drainage works and the stilling basin, in order to determine the impact of sediment load.
Have a thorough understanding of internationally accepted dam safety guidelines, such as those of the International Commission on Large Dams (ICOLD) and be a member of international dam safety organisations.
Familiarity with Mozambican legislation on water resources, environment and dam safety would be an advantage.
K10 – Economics Specialist
Qualifications: Degree in economics or finance.
Skills: 10 years’ experience and knowledge in the field of water resources management would be an advantage.
Experience in economic and financial analysis and the prioritisation of water projects.
Experience in financial and economic modelling of water projects, particularly water resources.
Experience in securing commercial loans from the private sector is desirable.
Proven work experience in Africa, particularly in Southern Africa, would be an advantage.
15. WORKING LANGUAGE
English and Portuguese will be the languages used in all communications with the client and other stakeholders, as well as for the submission of documents. adjustments with the aim of saving time in the consultancy’s implementation calendar.

I hereby authorise IUCN to store and use the information included in the attached Proposal for the purpose of evaluating Proposals and selecting the Proposal IUCN deems the most favourable. I acknowledge that IUCN is required to retain the Proposal in its entirety for 10 years after then end of the resulting contract and make this available to internal and external auditors and donors as and when reasonably requested.
Where the Proposal includes Personal Data as defined by the European Union’s General Data Protection Regulation (GDPR), I confirm that the Organisation has been authorised by each Data
Subject to share this Data with IUCN for the purposes stated above.
I further confirm that the following statements are correct:
1. The Organisation is duly registered in accordance with all applicable laws.
2. The Organisation is fully compliant with all its tax and social security obligations.
3. The Organisation and its staff and representatives are free of any real or perceived conflicts of interest with regards to IUCN and its Mission.
4. The Organisation agrees to declare to IUCN any real or perceived emerging conflicts of interests it or any of its staff and representatives may have concerning IUCN. The Organisation acknowledges that IUCN may terminate any contracts with the Organisation that would, in IUCN sole discretion, be negatively affected by such conflicts of interests.
5. None of the Organisation’s staff has ever been convicted of grave professional misconduct or any other offence concerning their professional conduct.
6. Neither the Organisation nor any of its staff and representatives have ever been convicted of fraud, corruption, money laundering, supporting terrorism or involvement in a criminal organisation.
7. The Organisation acknowledges that engagement by itself or any of its staff in fraud, corruption, money laundering, supporting terrorism or involvement in a criminal organisation will entitle IUCN to terminate any and all contracts with the Organisation with immediate effect.
8. The Organisation is a going concern and is not bankrupt or being wound up, is not having its affairs administered by the courts, has not suspended business activities, is not the subject of proceedings concerning those matters, or in any analogous situation arising from a similar procedure provided for in national legislation or regulations.
9. The Organisation complies with all applicable environmental regulatory requirements or other legal requirements relating to sustainability and environmental protection.
10. The Organisation is not included in the UN Security Council Sanctions List, EU Sanctions Map, US Office of Foreign Assets Control Sanctions List, or the World Bank listing of ineligible firms and individuals. The Organisation agrees that it will not provide direct or indirect support to firms and individuals included in these lists.
11. The Organisation has not been, is not, and will not be involved or implicated in any violations of Indigenous Peoples’ rights, or injustice or abuse of human rights related to other groups or individuals, including forced evictions, violation of fundamental rights of workers as defined by the International Labour Organization’s (ILO) Declaration on the Fundamental Principles and Rights at Work, child labour, sexual exploitation, sexual abuse, or sexual harassment.
