Context
Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Programme Support Officer and relevant units at the Regional Office and Headquarters (HQ), the Liaison and Partnerships Officer will provide technical, administrative and process-related support for the development, resource mobilization and strengthening of IOM’s strategic engagement, partnerships and external liaison efforts with governmental counterparts, donors, the private sector, UN agencies, civil society, and other key stakeholders in alignment with IOM’s strategic objectives and institutional frameworks.
Responsibilities
1. Provide technical, administrative and process-related support for resource mobilization efforts and strategic partnership building with donors and partners at international and national levels, including government entities, UN agencies, diplomatic missions, international financial institutions, and the private sector.
2. Contribute to the development of high-quality proposals, concept notes and expressions of interest in close coordination with the Chief of Mission, Programme Support Officer, Project Managers, the Regional Office (RO), Headquarters (HQ), UNCT, relevant donors, government counterparts and project partners, by providing technical inputs and support that responds to emerging trends and priorities and that are in compliance with IOM and donor interests and requirements.
3. Review resource requirements, document programmatic needs, gaps and possible opportunities. Review regional and country strategies during project development and donor reporting, bring issues to the attention of the supervisor, and encourage the use of Strategic Results Framework (SRF) global results and indicators.
4. Provide technical support, in close coordination with the Programme Support Officer, for project reporting through IOM’s project management information system (PRIMA-for-all), including monitoring and following up on the preparation and submission of financial and narrative reports, and supporting the activation and maintenance of project records, in line with IOM’s internal procedures and donor requirements.
5. Provide administrative and endorsement process-related guidance and support for concept notes and project proposals and provide technical information or inputs to assist Project Managers preparing donor reports in close coordination with relevant units in the CO, RO, and HQ, in line with IOM policies, standards, and internal procedures.
6. Research potential and realistic funding opportunities among government and non-government donors, review calls for proposals and collect donor information. Draft donor profiles and guidance notes on donor priorities and assist with developing approaches to expand the IOM donor base.
7. Maintain effective working relationships with donor counterparts and project/programme partners, such as government authorities, diplomatic missions, and other relevant agencies and working groups, and facilitate internal coordination and visibility efforts during high-level events and strategic dialogues led by the mission.
8. In close collaboration with the supervisor, liaise with private sector counterparts to provide information and discuss opportunities for collaboration and funding requirements in alignment with IOM’s private sector engagement policy and due diligence protocols.
9. In close coordination with relevant Units in the CO, draft visibility and other resource mobilization materials and organize donor briefings and visits.
10. Monitor and analyse relevant political, operational, and funding trends to provide timely information on possible opportunities and risks.
11. Facilitate internal coordination among programmatic and support units for coherence in planning and implementation.
12. Organize training and technical guidance sessions on project development, donor reporting standards, partnership management, and knowledge sharing across units and sub-offices.
13. Draft specific portions of technical documents, country briefs, position papers, or engagement strategies that support IOM’s role in national, regional, and global migration governance discussions, adding the integration of cross-cutting priorities such as gender, protection, environmental sustainability, and accountability to affected populations.
14. In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, project development and donor and institutional reporting files, and related information in IOM’s relevant software application.
15. Perform such other duties as may be assigned.

Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
