JOB DESCRIPTION: The International Center for Transitional Justice (ICTJ) is seeking a consultantto provide technical support coordinating five small-scale advocacy initiatives being implemented as part of the European Union-funded project titled “Phase II Strengthening civil societies’ capacities to contribute to the transitional justice process in Ethiopia.”
ICTJ is carrying out this project through a local implementing partner, the Advocacy Center for Democracy and Development (ACDD). This phase builds upon prior achievements and seeks to deepen efforts aimed at promoting accountability, gender justice, victims’ dignity, and institutional responsiveness by enhancing the role of civil society organizations (CSOs) and victims in transitional justice processes in the Amhara, Oromia, Somali, and Tigray regions.
As part of this initiative, ICTJ and ACDD have undertaken several interventions, including capacity-building training on trauma-informed care and approaches, consultative meetings on transitional justice, comparative experience-sharing workshops, and a small-scale advocacy planning workshop in these four Regions, where CSOs and victim groups collaboratively designed a localized advocacy project addressing transitional justice concerns specific to their communities.
To strengthen communication efforts and enhance the visibility of the project, ICTJ and ACDD seek to appoint a communications Consultant. one Advocacy Activity Coordinator. The coordinator will be responsible for facilitating and overseeing all tasks related to the execution of the advocacy activities in the Amhara, Oromia, Somali and Tigray regions.
Scope of Work
This contract will be for a period of four (4) months from March – June 2026. This job is based in Addis Ababa, with the probability of travel to project areas.
The Advocacy Activity Coordinator will be the focal point for day-to-day support and coordinating the effective implementation of the localized advocacy initiatives developed by CSOs and victim groups in the Amhara, Oromia, Somali, and Tigray regions.
Under the supervision of ICTJ’s Head of Office, Ethiopia, the coordinator will:
Coordinate all advocacy activities in the four regions, ensuring alignment with the project’s objectives and timelines.
Organize weekly/biweekly meetings with agenda; inform participants on schedule and share meeting notes with action points.
In consultation with the ICTJ/ACDD and the regional implementers prepare draft plans, design and follow-up execution of technical and logistical support.
Establish a proper documentation system and ensure proper archiving of all final documents of each project.
Monitors that advocacy activities incorporate victim-centered approach, trauma-informed and gender-responsive approaches, and support adherence to the standards.
Monitor progress, identify challenges, and propose timely solutions to maintain smooth implementation, particularly providing up-to-date context analysis of the sociopolitical and security environment in each region, and provide timely information to the team.
Work closely with the communication expert in documentation, data collection, and analysis.
Perform related tasks assigned by ACDD or ICTJ to contribute to the successful implementation of the advocacy projects.
Key Deliverables
The coordinator is expected to produce the following deliverables:
Ensure the timely implementation of activities in accordance with the detailed implementation of work plan for regional advocacy activities.
Monthly progress reports summarizing activities conducted, progress achieved, challenges encountered, and recommended actions.
Regular updates to ACDD and ICTJ to ensure synchronized planning and decision-making.
Inputs into project visibility materials and donor reporting as required.
Job Requirements
Education: Master’s degree in project management, peacebuilding, human rights, political science, psychology, or a related field.
Experience: Minimum of five (5) years’ relevant experience in project management, project coordination and managing advocacy work in human rights organizations, and civil society organizations.
Related Desired Skills
Proven experience coordinating multi-stakeholder initiatives, preferably across multiple regions at a community level.
Familiarity with trauma-informed and gender-responsive approaches.
Strong understanding of Ethiopia’s transitional justice context and regional dynamics (especially in Amhara, Oromia, Somali, and Tigray).
Prior experience working with CSOs, victim groups, or community-based organizations.
Excellent communication, facilitation, and interpersonal skills.
Strong writing skills, with experience in reporting and documentation.
Ability to travel frequently to the four target regions and work under tight timelines.
