CONTEXT
In Mozambique, MSF operates in a complex humanitarian context, particularly in Cabo Delgado, where conflict, displacement, and gaps in the health system affect access to care. Key challenges include limited access to healthcare facilities and medical staff, stockouts of essential medical supplies, weak pharmaceutical supply chains, protection concerns and violations affecting patients and healthcare, and the need for stronger advocacy towards national and international actors. MSF is strengthening its humanitarian analysis and advocacy capacity to better address these issues and influence decision-makers.
As Humanitarian Affairs Manager, you lead MSF’s advocacy and humanitarian analysis in-country. You support the Country Coordinator and Country Management Team (CMT) to understand the political, humanitarian, and operational context, define MSF positioning, strengthen evidence-based advocacy, and improve acceptance and access for MSF projects. You act as a key strategic advisor and ensure that humanitarian affairs are fully integrated into programme decisions.
MAIN RESPONSIBILITIES
Analysis & Strategy
Identify key humanitarian issues affecting populations and MSF operations
Develop and implement advocacy strategies and dashboards aligned with MSF priorities
Analyse humanitarian trends, policies, and stakeholder dynamics
Provide regular briefings to support decision-making at country level
Advocacy & Negotiation
Draft reports, position papers, and advocacy messages
Contribute to external communications and public positioning
Support visibility of issues such as:
Health system gaps
Medical supply shortages
Protection of the medical mission
Access to care in Cabo Delgado
Representation & Networking
Represent MSF with authorities, NGOs, academics, and civil society
Build relationships with key stakeholders to increase advocacy impact
Collaborate with MSF advocacy networks
Internal Support
Advise programme teams and coordinators on context and positioning
Deliver training on humanitarian principles, International Humanitarian Law (IHL), protection and advocacy
Support acceptance strategies and operational decision-making
REQUIREMENTS
Education & Experience
Degree in social sciences, political science, law, anthropology, or related area of study
Minimum 3 years’ international experience in humanitarian affairs, advocacy, or analysis, with MSF or a similar INGO
MSF experience is a strong asset
Campaigning or advocacy experience is an asset
Experience in complex security environments is an asset
Knowledge of global health systems or supply chains is an asset

Computer literacy (Microsoft 365 tools)
Languages
Proficiency in English and Portuguese, both written & spoken is mandatory
CONDITIONS
Expected starting date: As soon as possible
Location: based in Cabo Delgado, Mozambique
Contract type: Fixed-term contract – full-time
Contract duration: 12 months (extendable)
Mobility: 40 – 60% in MSF Projects
Salary according to MSF salary grid
The contractual terms, conditions and salary will be established according to the official residence of the selected candidate
No family or couple position
