The Consortium Manager will lead the implementation of the 18-month, Norwegian-funded SALWA project. This role is responsible for the strategic coordination of the consortium, ensuring a unified “One Program” approach across West Darfur, North Darfur, and Blue Nile. The Manager will oversee the delivery of the phased hybrid graduation model, integrating food security, market systems development, and financial inclusion while ensuring strict adherence to the project’s localization and gender equality mandates.
KEY RESPONSIBILITIES
Unified Governance: Lead the Consortium Management Unit (CMU) and serve as the primary focal point for the Consortium Steering Committee (CSC).
Partner Management: Manage the relationship between international partners (ADRA, WHH) and national partners ensuring the “shoulder-to-shoulder” co-implementation model is respected to build local capacity without creating dependency.
Adaptive Management: Lead rapid decision-making regarding project adaptations based on the volatile security context (SAF vs. RSF conflict), market fluctuations (inflation/currency devaluation), and access constraints.
Localization: Institutional strengthening of local partners.
Cross-Cutting Themes: Ensure the project meets its targets for women (prioritizing female-headed households) and youth, integrating gender-sensitive technologies and “willingness to pay” approaches.
Financial Management & Compliance
Budget Authority: Oversee the consolidated consortium budget, ensuring that funds allocated to the tiered subsidy models and vocational scholarships are utilized effectively.
Donor Compliance: Ensure all activities and expenditures align with Norwegian Embassy regulations and ADRA’s anti-corruption measures.
Risk Management: Monitor hyperinflation impacts and liquidity issues (cash vs. digital payments) and adjust budget forecasts accordingly.
MEAL, Learning & Representation
Evidence Generation: Work with the MEAL Manager and Ahfad University to operationalize the Resilience Knowledge Hub, ensuring lessons from the “hybrid graduation model” are documented.
Reporting: Consolidate narrative and financial reports from all 5 implementing partners for submission to the Norwegian Embassy.
External Representation: Represent the consortium at UN Cluster meetings (FSL, Protection) and coordination forums to share data on market fragmentation and displacement dynamics.

QUALIFICATIONS
Education
Master’s degree in Agriculture, Agribusiness, Development Studies, Economics, or a related field.
Essential Experience
Consortium Management: Minimum 5-7 years of experience managing complex, multi-partner consortia (experience with Norwegian donors/NORAD is a strong asset).
Technical Expertise: Strong background in Food Security & Livelihoods (FSL), specifically:
Market Systems Development (M4P): Experience strengthening value chains (horticulture/livestock) in conflict zones.
Financial Inclusion: Experience with VSLAs, microfinance institutions, or engaging formal banks (like the Ebdaa Bank component).
Climate-Smart Agriculture: Knowledge of solar irrigation and dryland farming techniques.
Contextual Experience: Proven experience working in conflict or post-conflict environments (Sudan experience is highly preferred). Experience managing remote teams in non-permissive environments (e.g., Darfur).
Skills & Competencies
Localization Champion: Demonstrated ability to mentor and build the capacity of local NGOs in a respectful, non-top-down manner.
Gender Sensitivity: Deep understanding of gender dynamics in agriculture (land ownership, decision-making) and experience implementing gender-transformative approaches.
Adaptive Leadership: Ability to navigate hyperinflation, supply chain disruptions, and security evacuations while keeping the project on track.
Languages
English: Professional proficiency (written and spoken) is mandatory for donor reporting.
Arabic: Working proficiency is required for direct communication with local partners and field staff.
