The objective of the project is to improve the economic resilience, menstrual health, and social wellbeing of women and girls in Plateau State, Nigeria.
Under the Menstrual Health & Hygiene Now (MH-NoW) and the Economic Empowerment Pilot in Plateau State, PSI aims to increase access to menstrual health (MH) products, empower women through income-generating activities, reduce stigma, and strengthen supportive policy environments.
About the assignment:
Women in Nigeria already face several challenges in securing economic opportunities given their limited access to land and finance. Women are disproportionately employed in low-productivity sectors—more than half work in agriculture, entrepreneurship, or wage employment—with less security and profit than their male peers. Certain parts of North Central Nigeria has long suffered from violent conflicts between semi-nomadic herders and farmers over land disputes, leading to more than 15,000 deaths since 2010. Recently, these conflicts have intensified, neglecting essential infrastructure such as water and power supply as well as agricultural processing systems. In May 2023, conflict escalated in Mangu, Plateau State, resulting in over 300 deaths, the destruction of homes, and more than 80,000 internally displaced persons (IDPs) within three months.
These repeated episodes of violence harm people’s physical safety and livelihoods. They also traumatize children, young people, and adults, further undermining their resilience and ability to secure their futures. Cooperation between state and civil society actors, aimed at reducing violent escalations and improving livelihoods, remains hindered by mistrust. Traditional mediation mechanisms for reconciling the interests of herders and farmers no longer function effectively.
A key component of this initiatives is recruiting a consultant Project Manager who will be responsible for the overall coordination, implementation, monitoring, and reporting of the MHEE project in Plateau State (Menstrual Health Economic Empowerment Pilot.) The manager will ensure alignment with PSI Nigeria’s strategic objectives, oversee cross-sectoral partnerships, manage donor compliance, lead field activities, and guide project teams and the relevant stakeholders including the local NGO and women collectives to deliver impactful, timely results. This position requires a proactive individual with a strong commitment to supporting and leading initiatives that promote menstrual health and economic Empowerment.
Scope of work and specifications
. Program Leadership and Management
- Provide strategic direction and day-to-day management of both projects across national and sub-national levels.
- Lead work planning, budgeting, implementation, and reporting processes.
- Coordinate the development and rollout of market-based models for MH product distribution.
- Ensure project alignment with PSI global standards and donor expectations (including GIZ and anonymous trust donors).
2. Stakeholder and Partnership Management
- Engage and coordinate with federal and state-level stakeholders including Ministries of Health, Women Affairs, Education, and Water Resources.
- Supervise and build capacity of local implementing partners and women’s collectives in Plateau State.
- Collaborate with PSI’s Social Business Unit to identify and manage commercial partnerships with MH product suppliers.
- Act as PSI’s representative at MH policy advocacy platforms and technical working groups.
3. Monitoring, Evaluation & Learning (MEL)
- Oversee tracking of project milestones, indicators, and data quality assurance processes.
- Support the development and analysis of case studies, business models, and subsidy pilots.
- Document and disseminate lessons learned, best practices, and project impact.
4. Team Supervision and Development
- Manage and mentor a multi-disciplinary team, including technical and operational staff.
- Provide performance management, ongoing support, and development plans for direct reports.
- Promote team learning and cross-project collaboration.
5. Financial and Grant Management
- Ensure compliance with donor financial guidelines, including GIZ and other funders.
- Monitor project expenditures, budget forecasts, and financial reporting in collaboration with the finance team.
- Support procurement processes for MH products and startup kits in line with PSI policy.
Additional Responsibilities
- Perform other tasks as assigned by the Program Operations Lead to support the successful Implementation and closeout of the project
- Adapt to evolving project needs and provide flexible support as required to address unforeseen challenges.
Deliverables and Timeline
- Monthly Progress Reports detailing project activities, partner updates, and financial status.
- Biannual Progress Report to the donor
- Final Project Report describing the implementation and results of the Project with regards to the contractually agreed objectives, summarizing key achievements, lessons learned, and recommendations for future MHEE initiatives.
- On-Site Supervision visit reports including findings, observations, and suggested improvements for project activities.
- Comprehensive close-out strategy, including resource allocation, documentation requirements, and timeline**.**
Qualification and experience
- Master’s degree in business administration, public health, development economics, or related field.
- Minimum 5 years’ experience in market-based approaches, social marketing, or women’s economic empowerment.
- Proven track record in business model design for low-income or informal markets.
- Experience working with women’s groups, MH, or WASH interventions.
- Familiarity with the Plateau State context is strongly preferred
- Skill and competences
- Strong project planning and coordination skills.
- Excellent interpersonal, communication, and negotiation skills.
- Ability to lead and motivate multidisciplinary teams and partners.
- Solid understanding of market systems approaches and gender-transformative programming.
- Strong report writing, budgeting, and MEL skills.
- Fluent in English; knowledge of Hausa or other local languages spoken in Plateau State is an asset.
- Passion for women’s health and menstrual hygiene issues.
- Ability to work independently and collaboratively in a team.
- Proficiency in Microsoft Office Suite and data management tools.
- Sensitivity to cultural differences and the ability to work effectively with diverse communities.
- Ability to organize and prioritize tasks and work independently or as part of a team.
- Strong self- starter with a strategic mindset

- This consultancy requires full-time engagement over a period (August 2025- July 2026) The consultant will report to the Program Operations Lead in collaboration with oversight from the Country Representative.
