POSITION SUMMARY
The GBV Advisor leads technical support and coordination for NCA Somalia’s GBV prevention and response programming, ensuring survivor‑centered, gender‑transformative, and standards‑compliant implementation across the project cycle. The role drives programme quality through strategic input, partner capacity strengthening, evidence‑based MEAL and reporting, budget and risk oversight, and active engagement in coordination forums and advocacy with key stakeholders, including technical leadership for the JFGM/CEFM programme.

2. MAIN TASKS
I. Strategy and Programme Development
Contribute to NCA Somalia strategy development, ensuring GBV programming aligns with the Office Strategy (2025–2029), NCA global priorities, and relevant national frameworks.
Contribute to the development of needs-driven funding proposals and donor engagement packages that integrate innovative, high-impact approaches, in close collaboration with field teams, CO/HO thematic advisors, and partners.
Ensure NCA and partner GBV programmes and workplans promote integrated programming across sectors, with due attention to gender equality, disability inclusion, child protection, environmental protection, and humanitarian accountability principles and standards, to maximize programme impact.
Provide technical support to mainstream protection outcomes and GBV risk mitigation, prevention, and response across all NCA sectors.
II. GBV program planning, coordination and implementation
Provide technical support to NCA and partner staff to strengthen Protection and GBV programme planning and management, ensuring core tools are developed, used, and regularly updated (workplans, spending plans, risk management plans, budget forecasts, and procurement plans).
Ensure Protection and GBV programme design and implementation are technically sound and compliant with NCA requirements, donor regulations, and applicable standards, including the Protection in Emergencies Minimum Standards and the GBV Minimum Standards.
Provide ongoing capacity strengthening and supportive supervision for NCA and partner staff in line with partnership agreements, including coaching, mentoring, and training to enable consistent application of standards and tools.
Monitor programme performance and provide technical oversight to ensure deliverables are achieved on time, on target, and within budget; identify implementation risks early and support timely corrective actions.
III. Monitoring, learning, accountability and evidence-based reporting
Ensure high-quality, timely internal and external reporting grounded in evidence and analysis, drawing on routine MEAL data to inform adaptive programming.
Work closely with the MEAL team to ensure all results framework indicators and sub-indicators are consistently tracked and accurately reported in PIMS.
Ensure partners submit high-quality, timely reports including outcome evidence and success stories, and provide structured feedback to strengthen reporting quality and partner capacity.
Ensure Protection and GBV programme and project reports are compliant with NCA and donor requirements; timely, evidence-based, and demonstrating value for money/cost-effectiveness and contribute to programme visibility and learning through qualitative documentation
Ensure ethical GBV information management and sharing, proactive teamwork, and effective coordination with the GBV AoR and GBV partners; and support NCA and partners to roll out GBVIMS+ in line with the agreed 2026 action plans from the UNFPA/GBV AoR GBVIMS+ training
In collaboration with partners, regularly review and update detailed implementation workplans and spending plans, and maintain routine budget tracking to inform timely adjustments and ensure on-time implementation of NCA and partner budgets.
In consultation with relevant sector leads, document and share quarterly lessons learned from GBV programme implementation to strengthen adaptive programming and continuous improvement.
Ensure all GBV programmes have functional humanitarian accountability systems in place (including feedback and complaints mechanisms) and track adherence to the Core Humanitarian Standard (CHS).
IV. Financial and risk management
Monitor GBV programme expenditure against approved budgets and workplans, in close coordination with Finance, and support regular (e.g., biweekly/monthly) budget review meetings, including robust budget forecasting, burn-rate monitoring, and timely financial risk flagging to support compliant and timely programme delivery.
Ensure Protection and GBV programmes are implemented within approved budgets and timeframes, in compliance with NCA financial guidelines, donor requirements, and internal controls.
In collaboration with the Finance team, review and validate programme and partner expenditures and support documentation against approved budgets, and follow up on gaps to support timely corrective actions
Track expenditure against approved GBV budgets to identify and explain variances, and recommend timely budget realignments or risk mitigation measures, as required.
Support the implementation and close-out of audit findings (including partner audits) by tracking management action plans, responsibilities, and timelines to mitigate financial and fiduciary risks across GBV programmes.
V. Partnership and Networking
Develop and maintain effective working relationships with NCA staff and national partners.
Coordinate internally and externally with relevant Protection/GBV stakeholders (UN agencies, Government, I/NGOs, and local partners), positioning NCA as strategic GBV actors.
Provide technical leadership for the JFGM/CEFM Programme by chairing the Technical Working Team (TWT), ensuring timely delivery against the results framework, serving as the focal point between the Country Office, Country Steering Committee, and Head Office, and representing the programme in relevant technical networks
Together with partners, effectively represent NCA in coordination forums, including Protection, Education, and GBV sector working groups, Area Based Coordination and other relevant forums.
Build strong, constructive, transparent, and inclusive partnerships with stakeholders in and around programme locations.
Promote NCA’s work and impact and contribute to Protection- and GBV-related advocacy with relevant stakeholders.
3. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSITION
Comply with NCA security regulations, programme routines, policies, and Standard Operating Procedures.
Contribute to effective coordination and collaboration across departments within the Country Office.
Ensure timely and accurate documentation and archiving programme information in NCA systems.
Undertake other relevant tasks assigned by the Head of Programmes.

5. QUALIFICATIONS/EXPERIENCE
Education level: Masters in Gender studies, Development Studies or any related Social Sciences
At least 5 years of experience providing technical oversight to GBV program in humanitarian and development contexts preferably in Somalia
Strong experience working with and strengthening local partners
Donor proposal development and reporting
Fluency in Somali and strong working proficiency in English
Reporting line: To the Head of Programs
Direct reports: Program Officer-GBV
We Offer
Contract period: 12 Months with the possibility of extension.
Salary: According to NCA salary scale.
Duty Station: Garowe and frequent travel to other field locations.
