1. PIRAC
Established in 2005, the Regional Intervention Platform for the Americas and the Caribbean (PIRAC) is the French Red Cross’s (CRF) representative office for the Caribbean region, based in Guadeloupe, as well as its operational arm for humanitarian action and regional cooperation. PIRAC provides assistance to communities in the Caribbean in the event of any major disaster and works to develop initiatives to strengthen the resilience of communities in French territories as well as in the countries of the Caribbean arc and the Guiana Shield.
2. THE “FOK NOU PARÉ” PROJECT
Since 2019, PIRAC has been developing tools to raise awareness of natural hazards and appropriate behaviour in order to strengthen the risk culture in the French Antilles.
Since early 2026, a project called “Fok Nou Paré”, funded by the Directorate for the Environment, Planning and Housing (DEAL), has aimed to develop the population’s risk culture so that they are better prepared to respond to major risks and climate change by promoting appropriate behaviour through fun and participatory educational approaches.
This project has two outcomes:
R1: Pupils in Cycle 3 at schools located in CACEM’s priority education zones are made aware of protective measures against the risks affecting the region by teachers who have been trained and equipped.
R2: Risk reduction stakeholders are actively collaborating on the project to ensure that education and prevention regarding natural hazards for the people of Martinique are a priority for the region.
The project targets the population of Martinique, with a focus on primary school pupils (CM1 and CM2) and Year 7 secondary school pupils. Although the project is aimed specifically at schoolchildren, it ultimately targets the entire population, across all communities.
This initiative forms part of the second outcome of the Fok Nou Paré project, which aims to design and produce educational resources to raise public awareness of major natural hazards in Martinique.
3. OBJECTIVES OF THE PROJECT
a. Objective of the project
The objective of this project is to design two educational tools: a board game entitled ‘Risk Péyi Matinik’ and a paper fortune-telling doll, based on existing games developed in Guadeloupe.
These tools are intended to raise awareness amongst the target audiences of the main natural hazards present in Martinique, as well as the behaviours to adopt before, during and after a disaster, through a participatory, fun and educational approach that promotes learning through play, ensuring that younger audiences are engaged and that prevention messages are retained.
These games should:
facilitate an understanding of the natural hazards present in Martinique;
to encourage the adoption of appropriate behaviours before, during and after a disaster;
to provide an engaging and versatile resource for use during awareness-raising activities.
b. Target audiences for the service
The ‘Risk Péyi Matinik’ educational game kit and the paper dice are primarily intended for the general
public:
– Children aged 7 and over.
– The general public, comprising all the following age groups: children, teenagers, young adults,adults and older people
Although they are designed for use with the entire population, ‘Risk Péyi Matinik’ and the paper spinning wheel will need to be specifically adapted to engage children and teenagers, whilst remaining fully suitable for use at awareness-raising stands, educational activities, public events and initiatives organised by PIRAC in collaboration with the French Red Cross’s Territorial Delegation in Martinique and its partners in Martinique.
c. Description of the service
As part of the project, participants will be asked to design an educational board game called ‘Risk Péyi Matinik’ and a paper fortune-telling doll, based on an adaptation of the teaching materials developed in Guadeloupe as part of the Paré pa Paré programme.
The content will be provided by the French Red Cross, based on an adaptation carried out with the support
of technical and educational partners in Martinique.
The project will focus on the main natural hazards present in Martinique, in particular:
earthquakes;
tsunamis;
hurricanes;
floods;
landslides;
volcanic eruption;
lahars;
climate change.
The service must take into account:
the specific characteristics of natural hazards in Martinique;
the relevant institutional frameworks in force (ORSEC plan, Météo-France alerts, PPRN, DDRM,
DICRIM);
local geographical, social and cultural realities;
the consistency of prevention messages across the region;
educational requirements to ensure the tool is accessible, engaging and non-alarming, capable of
capturing the attention of the general public, particularly younger people.
Particular attention will be paid to:
the readability and clarity of the content;
the simplicity of the language used;
the inclusivity of the materials;
the gradual incorporation of accessibility, in particular in accordance with FALC principles.
The service includes layout, graphic harmonisation, the approval process, and the preparation of all files
ready for printing.
d. Expected deliverables
Upon completion of the service, the contractor must provide the French Red Cross with the finalised layouts, as well as all source files and print-ready exported files for the ‘Risk Péyi Matinik’ educational game kit.
The expected deliverables for “Risk Péyi Matinik” are as follows:
a game box measuring 280x280x60mm;
a game board measuring 535 mm x 535 mm, foldable into four sections;
108 double-sided game cards, 88 mm x 64 mm;
a storage box for the cards;
a laminated, three-panel A5 rulebook;
2 standard-sized six-sided dice;
6 wooden pawns in different colours;
A storage bag for the tokens;
An XL expansion: a large-format ‘Risk Péyi Matinik’ game mat measuring 3m x 3m, based on
the existing game board.
2 large foam dice, 200 x 200 mm.
The expected deliverables for the paper fortune teller are as follows:
A double-sided sheet measuring 200 x 200 mm after cutting, ready to be folded into a paper fortune
teller.
Front: Questions and answers on natural hazards in Martinique arranged across the 8 sides of the
unfolded sheet.
Reverse: Key prevention messages and guidelines on what to do (before, during and after) a
disaster, along with pictograms and visual identity elements
Illustrated folding instructions (4 steps) on the outer side
The contractor must also provide:
editable source files (Adobe Illustrator, InDesign, Photoshop or any other equivalent format);
high-resolution, print-ready PDF files;
digital versions for distribution;
low-resolution versions for proofreading and approval.
The printing, manufacture and physical supply of the dice, game pieces, box or game mat are not included
in this service.
e. Technical considerations
The ‘Risk Péyi Matinik’ educational game kit and the paper game board must be designed to ensure they are simple to use, robust and attractive for use in activities raising awareness of natural hazards.
All materials (game box, board, cards, game rules, event cards, educational banner and XL-format materials) and the paper lottery wheel must be laid out in a clear, structured manner consistent with the visual identity of the Fok Nou Paré project. Particular attention must be paid to the legibility of the content, the simplicity of the messages, the inclusivity of the illustrations and the game’s ability to capture the attention of very young children.
Files must be produced to a high standard and meet the following technical requirements:
minimum resolution of 300 dpi for printing;
legible and accessible typefaces;
legible pictograms;
clarity and clear organisation of information;
gradual adherence to the principles of FALC (Easy to Read and Understand);
educational and graphic consistency across all materials;
inclusion of the logos of the French Red Cross, institutional partners and relevant technical organisations.
The 3m x 3m ‘Risk Péyi Matinik’ educational banner and the game components must be adapted to XL format and suitable for large-format printing, and designed for repeated use during group activities.
The materials must comply with the visual identity guidelines of the French Red Cross, the Fok Nou Paré project and, where applicable, those of the financial and technical partners. They must be organised clearly to allow for their reuse, updating and subsequent adaptation by the project teams.
4. PROCESS AND EXPECTED RESULTS
The service will be delivered as follows:
At the start of the service, a scoping meeting will enable the service provider to present its methodology and the implementation timetable in line with PIRAC’s expectations.
A scoping document will be drawn up by the service provider.
Once the methodology has been approved, the service provider will proceed with the production of the educational materials. Regular review meetings will be organised with the project team to ensure that the content is consistent with the Fok Nou Paré project’s guidelines and technical requirements. These meetings will also provide an opportunity to make adjustments and incorporate input from partners.
The deliverables are developed and shared with the PIRAC team.
Following these discussions, a final version of each deliverable will be sent in digital format
(PDF) for approval by the PIRAC team and the technical partners, prior to formal approval.

The final phase of the project will consist of the delivery of the deliverables, comprising:
The Risk Péyi Matinik board game
The Risk Péyi Matinik game in XL format
The Paper Pot
The associated digital files (PDF and editable formats: Word, PowerPoint or equivalent)
Meetings will be organised as often as necessary to monitor the progress of the project. These meetings will serve to answer any questions, facilitate the contractor’s work and adjust the creation of the deliverables in line with the recommendations of the contractor and the team. Finally, the contractor is asked to provide full details of how they intend to implement this methodology.
5. TIMELINE
The aim of the project is to deliver the final deliverables by 24 September 2026.
To this end, a period of 8 weeks is allocated for the entire project.
The schedule for the handover of deliverables may be revised depending on the stages of development of the tools to be created by the contractor.

The contractor is invited to propose, based on this timetable, any changes they deem necessary for the smooth running of the project. A detailed timetable setting out the submission dates for the various deliverables is required. This will be discussed and then approved at the scoping meeting in week 1
6. REQUIRED CONSULTANT PROFILE
Please find below the skills and experience required of the contractor:
– Skills in the creation of educational materials and science communication;
– Knowledge of natural hazards, their causes, their impacts on society and protective measures;
– Knowledge of the Martinique region, particularly with regard to natural hazards;
– Skills in computer graphics, illustration and the production of visual materials;
– Good writing skills;
– Awareness of inclusive communication;
– Ability to propose innovative tools combining different approaches and media;
– Experience in international humanitarian organisations (NGOs/associations).
7. CONFIDENTIALITY
The tools, guides, visual designs and any other material produced during this assignment shall remain the property of the French Red Cross and may not be disseminated by the contractor without the prior consent of the French Red Cross.
8. BUDGET
The total estimated cost for this project is proposed by the contractor. It covers the costs associated with
adaptation, production, any testing phase and the delivery of the finalised tools.
9. APPLICATION DOCUMENTS
The deadline for submitting applications is 29 July 2026 inclusive
Each service provider must submit an application by this date, comprising:
– A technical note setting out the proposed methodology for carrying out the service, the implementation stages, the planned organisation and the projected timeline for the production of deliverables in line with the stages described in Section 6, Timetable, including a schedule for the delivery of the expected deliverables;
– A presentation of experience or previous work on similar projects in the design of educational tools
– A detailed quotation clearly setting out the costs of carrying out the assignment described above.
The contractor may attach to their application a list of similar projects carried out in the past to
demonstrate their expertise.
Reference documents will only be provided to the successful tenderer following the selection phase. The purpose of making these available is to enable the tenderer to draw on existing materials to facilitate the analysis, adaptation and structuring of the required content.
In particular, these documents will enable the successful contractor to gain a better understanding of:
the level of detail required
the type of content and messages to be conveyed
the preferred pedagogical approach
They should therefore be used as working materials to guide the design of the new tools, whilst ensuring
they are adapted to the Martinican context.
