Project Description: 

Project title: EU-SA Dialogue Facility 3.0 Technical Assistance

Reference number: INTPA/PRY/2023/EA-RP/0056

• As part of its global development spending, the European Union (EU) funds a significant programme in South Africa called the EU-SA Dialogue Facility.
• This facility is earmarked to improve dialogue between the EU and South Africa, but also within South Africa to support improved governance.
• The programme enables demand-driven knowledge exchange and dialogues towards strengthened policy development capacities.
• The Dialogue Facility successfully brings the aspirations of the EU-SA Strategic Partnership to a very concrete level as it brings together institutions and individuals.
• The programme is a current flagship in the EU’s portfolio in South Africa, the “Dialogue Facility 2.0”, which ran from 2018 to 2023, and funded 140 dialogues in the form of round tables, colloquia, conferences, webinars, capacity building, study tours and the like.
• The facility will be continued as Dialogue Facility 3.0, which will run from late 2023 to 2027.
• It will be adapted and updated from its current model.
• The programme will be led and run by key experts, who will be contracted to provide technical assistance in the form of a Programme Management Unit (PMU) to support the implementation of the EU-South Africa Dialogue Facility 3.0.
• The PMU will be responsible for conceptualising, convening, locating, facilitating, filtering and responding to requests for support, mainly from South African Departments of the Government and other organisations, for policy dialogues with the EU in various areas, as well as reporting and communication on improved outcomes.
• The thematic areas of particular interest in EU-South Africa Dialogue Facility 3.0. are climate, gender, human rights and labour rights.

The Policy Dialogue and Capacity Building Expert We Are Seeking:

Qualifications and skills:

• A Master’s degree in the field of economics, political science, government, public policy, management or equivalent. Alternatively, a university degree in the above-mentioned fields or equivalent with 15 years of relevant experience
• Connectivity in the SA and EU governments, connectivity in the SA economy, insight to conceptualise, and help to convene meaningful and effective dialogue, including at senior levels of government
• Excellent interpersonal skills
• Excellent oral and written communication skills, including ability to prepare reports and conduct presentations
• Ability to perform under pressure and tight deadlines

General professional experience:

• South African experience in government and policy
• At least eight years of experience in policy, economic and social development
• Knowledge of the South African Government, policies and policy processes would be an advantage

Specific professional experience:

• Experience in conceptualising and convening policy dialogue
• Experience in developing training materials and facilitating training workshops
• Expertise in institutional capacity-building for Government Departments
• Technical expertise in one or more sectors of EU-RSA policy dialogue and cooperation would be an advantage
• Knowledge of EU sectoral policies and external cooperation would be an advantage
• Work experience in middle-income countries, especially South Africa, would be an advantage
• Technical expertise in more than one sector of policy dialogue and cooperation would be an advantage, namely, labour right; human rights; environmental issues, climate change, energy; and gender
