Introduction
Interpeace is an international peacebuilding organization based in Geneva, Switzerland. It aims to strengthen the capacity of societies to manage conflict non-violently and non-coercively, by assisting national actors in their efforts to develop social and political cohesion. Interpeace also strives to help the international community (and in particular the United Nations) play a more effective role in supporting peacebuilding efforts around the world, through a better understanding and ability to address the challenges of building local capacities that strengthen social and political cohesion. Context
In the last two decades, Guinea-Bissau has faced significant political unrest, with successive coups d’état and recurrent confrontations between the political authorities and the army, as well as within the political sphere. State dysfunction has a significant negative impact on wider society, as well as on international support for civil society, preventing peace-building and sustainable development.
The overall mission of Interpeace’s country program in Guinea-Bissau is to contribute to the re-appropriation of a more inclusive and reliable social contract, fostering a more peaceful society. To achieve this goal, and ensure the relevance and ownership of processes and results, Interpeace works closely with Voz di Paz, an independent Guinea-Bissau non-governmental organization dedicated to peacebuilding, involving both citizens and national institutions. The program is based on three fundamental pillars guiding activities: the creation of more inclusive and accessible basic social services, the establishment of more informed and effective conflict prevention and management processes, and finally, the strengthening of a more solid accountability relationship between institutions and citizens, with a particular focus on youth and women.
This Interpeace project is implemented in partnership with the World Health Organization (WHO), the United Nations Children’s Fund (UNICEF) and with the support of the United Nations Peacebuilding Fund (UN PBF). The main objective of this project, in collaboration with the World Health Organization (WHO) and UNICEF, is to strengthen social cohesion by promoting inclusive and effective governance within the public health sector, enabling constructive dialogue between the government, health professionals and citizens. Interpeace’s intervention focuses on the development of a participatory study on health governance (Health Barometer), creating the conditions for the elaboration of policies and programs capable of responding to citizens’ needs. By strengthening dialogue between government, trade unions and healthcare workers, Interpeace aims to create the conditions for a more harmonious relationship leading to shared and inclusive public health management practices.
Mission objectives and deliverables
Interpeace is looking to hire a consultant to conduct a capitalization analysis on the results, approaches and methodologies of the project “Strengthening social cohesion by promoting inclusive and effective governance of the public health sector in Guinea-Bissau”. Ideally, the assignment will begin in early September.
Based on project documents, previous reports, and interviews with key informants, the consultant will be tasked with drafting a Positioning Paper. This document will aim to:
