General context of the project
INTERSOS has been active in Chad since 2004, implementing projects in the areas of food security, protection, health and nutrition, and WASH (water, sanitation, and hygiene) to assist internally displaced persons in the Lake Region and Sudanese refugees in eastern Chad. After a hiatus in 2016, INTERSOS resumed its activities in 2017. The areas on which INTERSOS Chad focuses its interventions are primarily the following: protection through the strengthening of an environment that promotes and protects human rights, and more specifically those of children and women, through the establishment of Child-Friendly Spaces; GBV case management, the restoration of social cohesion, community rehabilitation, as well as access to water, hygiene, and sanitation, food security, and health/nutrition.
The position is based in N’djamena, with frequent travel to the east and to Lac.
General purpose of the position
Contribute to the identification and implementation of the mission’s human resources needs by assessing staffing requirements, ensuring they are adequately met, and strengthening the capacity and active involvement of national staff to effectively achieve mission objectives.
In collaboration with the Human Resources Coordinator, manage national staff (policies/strategies, rules and tools), ensuring that INTERSOS acts as a responsible employer.
Be responsible for the development, regular updating and implementation of the Internal Regulations for national staff.
Support mission staff (both national and international) with team management responsibilities in the application of the Internal Regulations.
Main responsibilities and tasks:
Strategy
Support the Human Resources Coordinator in the design and implementation of the HR strategy to meet the mission’s programmatic needs, and contribute to the development of the country strategic plan and cost recovery.
In collaboration with the HR Coordinator, develop and update HR policies, processes and systems to support the achievement of mission objectives.
Support line managers and staff in adapting to any changes in legal requirements and local regulations.
In collaboration with the HR Coordinator, contribute to the preparation of project proposal budgets to ensure consistency and compliance.
In coordination with the SMT, design and update the mission’s organizational chart.
HR Policies, Procedures and Reporting
Contribute to the development and updating of HR policies and ensure that standard HR processes are implemented. Regularly visit project sites and verify the implementation of the Internal Regulations.
In collaboration with the Regional Human Resources Coordinator, support the HR Coordinator in the design, implementation and regular update of the salary grid in line with the standard functional grid.
Lead the HR team to ensure the implementation of a consistent onboarding process for national staff (personnel documentation, filing, induction, orientation, etc.).
Supervise the HR Administration Manager, ensuring that all contracts (i.e. employment, service, secondment and consultancy contracts) comply with INTERSOS policies, national legislation and donor requirements.
With the support of the HR Administration Officer, ensure that all personnel files are properly maintained and regularly updated.
Monitor the implementation of audit action points related to HR aspects and, in collaboration with the HR Administrator, archive audit reports.
Regularly visit all field bases to ensure that INTERSOS premises meet minimum standards.
Draft and share regular ad hoc and monthly HR reports through IMP. Submit HR reports to the Regional Human Resources Coordinator and the Head of Mission as required.
Recruitment
Is responsible for ensuring a timely, smooth, and consistent local recruitment process in accordance with recruitment policy and labor laws, and for overseeing the entire selection process
Guide the HR team to identify the best recruitment sources based on the mission’s needs and objectives. Support the development of a recruitment strategy based on labor market analysis
Management of National Staff
Supervise the HR team in the field to ensure standard HR processes are followed across all country offices and lead the development of HR procedures and processes
Design, implement, and update the National Staff Regulations in accordance with INTERSOS standards and local labor laws, and monitor and ensure the implementation of these Regulations through regular visits to project sites.
Develop a standard onboarding process
Support the Human Resources Coordinator in managing disciplinary actions
With the support of the Human Resources Manager, ensure that all personnel files are maintained in order and kept up to date (e.g., employment contract, contract amendments, CV, national ID card, photos, disciplinary actions, leave requests, resignation letters, etc.)
Support activity coordinators/supervisors/managers in the performance review process (IRP) and ensure that evaluations are properly archived
Advise line managers and the Senior Management Team (SMT) on HR procedures and policies
Facilitate personnel management to help build a pleasant work environment
Propose and monitor staff welfare initiatives, and promote initiatives for their well-being
Support the development of a compensation and benefits policy for national staff
Assist the Finance Department in ensuring that pay stubs accurately reflect the compensation provided for in the salary scale
Be responsible for preparing monthly salaries and pay stubs to ensure the timeliness and accuracy of staff payroll and tax payments, while ensuring compliance with national labor laws
Support the HR Coordinator to ensure that the mission defines and signs a legal agreement with a local law firm/attorney guaranteeing compliance with the country’s legal HR requirements. Serve as the liaison with the law firm or attorney for all human resources-related matters.
Regularly visit all sites to support the HR team and provide coaching and mentoring
Learning and Development
In the absence of a staff development manager, plan and facilitate internal workshops and training sessions on human resources for national staff, based on the organization’s needs.
In the absence of the staff development manager, support the human resources coordinator in implementing the learning and development policy for international and national staff.
In collaboration with the Human Resources Coordinator and the Staff Development Manager, lead the monitoring of local training opportunities for national staff and share information, in coordination with line managers or any other relevant team members. Assist in identifying potential training needs and ensure proper follow-up on completed training
Representation
In the absence of the Human Resources Coordinator, serve as the liaison with legal counsel and national and local authorities on human resources matters.
In collaboration with the Human Resources Coordinator, participate in human resources forums and working groups.
Accountability and Protection
Regularly verify that personnel management complies with the PSEA, CP policies, conflict of interest guidelines, internal regulations, and the INTERSOS standard
Support the Internal Audit and PSEA Liaison Officer for any investigations that may arise in the course of the mission
Support the Human Resources Coordinator in liaising with and following up with the MEAL department regarding any human resources-related complaints.
Required profile and experience
Education
A bachelor’s degree in psychology, international relations, political science, or economics is required.
A master’s degree in human resources management is preferred.
Professional Experience
At least 3 years of experience in human resources management in humanitarian settings within NGOs
Professional Requirements
Basic computer skills (Word, Excel, and the Internet)
Languages
Fluency in written and spoken English.
Arabic is a plus.

According to the Country of assignment
Salary: The monthly remuneration for each position is defined according to the INTERSOS international standard salary grid and function grid, taking into account the selected candidate’s experience. It is communicated during the HR interview, or at any rate during the first stage of the selection process.
Transportation: Round-trip flights for the humanitarian worker and partner. For any mission lasting at least 12 months, after 9 months, an additional flight ticket to the Country of residence and return to the mission is covered by the Organisation for the humanitarian worker. In the Accompanied duty stations, also for the partner. In Family Duty Stations, also for dependents.
Medical insurance: Injuries and death insurance; civil liability insurance, reimbursement for vaccines, medical certificate and PCR test for deployment; psychosocial support on request for the humanitarian worker and dependents. In the Accompanied duty stations, also for the partner. In Family Duty Stations, also for dependents.
Visa: INTERSOS covers the costs and visa support for the humanitarian worker. and the partner. In the Accompanied duty stations, also for the partner. In Family Duty stations, also for dependents.
Annual leave: 2.5 days per month.

Induction: Online orientation course: each new staff member receives preparatory training before departure, adequate to provide the necessary information related to the structure of INTERSOS and the main decision-making processes and working tools, in order to facilitate entry into the Organisation.
Note 1: INTERSOS applies a “Learning & Development Policy” which includes the possibility to receive capacitation and participate in internal and external training. Priority will be given to Staff working for INTERSOS for over two years.
Note 2: The categorisation of Family, Non-Family, and Accompanied Duty stations is subject to security criteria, access to health and education services, and is non-negotiable.
Accommodation
Shared accommodation in a Guesthouse is provided in Field duty stations. In the Accompanied duty stations and Family duty stations, there is also the option of reimbursement of part of the accommodation cost and a flat allowance for installation expenses. In Family duty stations, there is also a contribution to school fees for dependent children.
R&R
INTERSOS staff required to work for extended periods at duty stations under hazardous, stressful and difficult conditions are granted a regular and mandatory period of Rest and Recuperation (R&R). This is due to protecting their health and well-being and ensuring optimal work performance upon the resumption of their duties, while, at the same time, preserving the operational readiness of the Organisation. R&R benefits are not financial compensation for the degree of hardship and insecurity of a duty station. Eligibility: staff members recruited as international field staff whose contract states one R&R Duty Station as the main Duty Station and whose contract duration is equal to or longer than 4 calendar months. R&R: it consists of 7 days of psycho-physical recovery every 8/12 weeks, depending on the duty station. A €1000 allowance is associated with it.
