The evaluation will assess the project’s achievements, effectiveness, relevance, coherence, efficiency, coverage, sustainability, and likelihood of impact, following OECD‑DAC criteria. It will examine outcomes such as strengthened community governance (CAPs, DRR committees), improved food and nutrition security, sustainable livelihoods, enhanced WASH and DRR systems, and expanded access to legal documentation. Cross-cutting themes, including gender, protection, inclusion, environmental sustainability, safeguarding, and PSEA, will be fully integrated.
The evaluation will cover the entire project scope. ACF will provide the endline quantitative dataset, and the evaluator will conduct qualitative data collection (KIIs, FGDs, observations, document review) while ensuring strict adherence to ACF/NRC ethical, safeguarding, and data protection standards.
