1. Background:
Habitat for Humanity International (HFHI) is anchored on a fundamental vision of a world where everyone has a decent place to live. This vision is the driving force in all HFHI’s actions and activities that have seen more than 29 million people around the world support build or improve the place they call home. Habitat for Humanity Africa Area Office (HFH AFR) seeks to develop comprehensive country support plans, consolidate departmental priorities, and integrate these with its overall operational plans and strategic goals. To achieve this, HFH Africa is engaging a consultant with expertise in strategic planning, operations, and organizational development in youth programming in the development sector to support this initiative. The consultant will work closely with the Africa Area Office, nine (9) National Offices, and key stakeholders to ensure alignment with the organizational vision and AFR goals and priorities.
2. Objective of the Consultancy: According to the 2022 – 2025 HFHI Africa Strategy, the Area Office recognizes young people as key contributors to achieving its strategic objectives and enhancing the sustainability and relevance of our impact. The Area Office works in collaboration with 9 National Organizations (NOs) as implementing partners in the region. The majority of our NOs have engaged and incorporated youth programming as part of their program approach towards inclusion and sustainability. Some have gone further to identify partners and build relationships with them in a bid to collaborate more seamlessly in addressing the youth needs in their respective countries. Recently, the Area Office engaged in an exercise that explored the nexus of youth and housing both internally, based on past and ongoing initiatives for youth engagement, and externally amongst partners and other stakeholders in the youth and housing landscape. The assessment provided insight into existing challenges and potential opportunities that Habitat for Humanity could explore in Africa to anchor its youth programming initiatives and determine the needs of young people as relates to the housing sector. The next step in this process is to materialise this knowledge and create a strong linkage between how Habitat for Humanity engages the housing ecosystem and the vast potential that lies in collaborating with Africa’s youth. The aim of this consultancy is to develop an implementation framework that operationalizes the strategic opportunities identified in the assessment, ensuring effective youth engagement across the organization’s programs in Africa, with a strong focus on youth agency, leadership and collaborative partnership. This assessment will give a tailored African perspective to the housing sector and special focus to the countries that we are present in: Cote d’Ivoire, Ethiopia, Kenya, Lesotho, Malawi, South Africa, Tanzania, Uganda and Zambia. Upon completion of the exercise, Habitat for Humanity expects to develop a clear pathway for youth in the housing sector against the backdrop of its strategic priorities. Specific needs for this assignment include:
• Translate Youth Programming Needs Assessment findings into actionable strategies and programs.
• Ensure alignment with the Habitat for Humanity’s mission and youth development best practices.
• Frame a housing ecosystem approach that responds to thematic areas as outlined in the African Youth Charter such as skills development, youth employability, gender equality, and youth participation in political and civic life.
• Provide a clear implementation framework with timelines, roles, and resource requirements. • Integrate sustainability measures to ensure long-term impact for youth programming.
• Define monitoring and evaluation mechanisms to track progress and impact for youth programming The consultant will facilitate the coordination of these efforts to ensure consistency, efficiency, and alignment with Habitat for Humanity’s global mission and values. The documents supporting the understanding of the organization will be availed for this research.
3. Scope of Work:
The aim of the consultancy would be to:
• Conduct a diagnosis on the organisation’s current youth programming needs assessment, relevant strategic documents, partner engagement models for youth programming
• Support the organisation to diagnose any operational challenges in National Organizations regarding youth programming implementation.
• Collaborate with the Area Office to identify priority thematic areas (at most 2) for youth programming
• Lead the development and communication of the implementation framework in collaboration with the Area Office.
• Conduct a validation exercise with the National Directors of the 9 countries we work in The consultant will be responsible for the following key tasks:
I. Youth Programming Implementation Framework:
a) Define what meaningful youth engagement means the context of housing
b) Conduct a detailed assessment of existing country strategies, existing internal and external research and organisational strategic objectives
c) Engage with key stakeholders across country offices to identify gaps and opportunities.
d) Review country and regional ways of working and determine model of youth programming in line with the country strategy and regional strategy.
e) Review proposed thematic areas, analyse and come up with thematic priorities based on country data and Area Office research including but not limited to strategic and programmatic priorities. f) Work with Africa Area office and country offices to develop tailored implementation framework, current strategy frameworks.
g) Establish monitoring and evaluation systems to measure progress and assess the impact of youth programs.
II. Collaboration Model:
a) Review global, Africa Area Office and country priorities and existing initiatives and assess possibilities for sustainable partnerships with youth networks and structures.
b) Facilitate consultations with relevant department heads to ensure their priorities are effectively integrated into the collaboration model.
c) Review the program implementation process to strengthen and institutionalize youth engagement across the organisation
d) Ensure possible youth collaboration models are aligned with budgetary and resource considerations for sustainability.
III. Stakeholder Engagement:
a) Organize and facilitate workshops or focus group discussions with key internal stakeholders.
b) Present drafts and collect feedback to refine support plans, priorities, and strategy.
c) Organise and facilitate validation exercise for the final framework and collaboration model.
4. Deliverables:
The consultant will be expected to provide the following deliverables:
a) Youth Programming Implementation Framework: A detailed framework that enables Habitat for Humanity to operationalize the opportunities at the nexus of youth and housing.
b) Collaboration Model: Recommendation for avenues and approaches of collaborating with the youth that Habitat for Humanity serves now and in the future.
c) Knowledge Transfer Resources: Develop guidelines, templates, and tools to ensure the organisation can continue to operationalise youth programming implementation.
d) Final Report: A comprehensive document outlining the process, findings, and actionable recommendations for operationalizing youth programming across the Africa Area Office and National Organizations. Additionally, identify potential risks to youth programming implementation and propose mitigation strategies.
5. Timeframe:
The consultancy is expected to run for 45 working days spread across 4 months, starting from 2nd June 2025. Specific deadlines for deliverables will be agreed upon at the onset of the consultancy.
6. Qualifications and Experience: T
The consultant should possess the following qualifications and experience:
a. Proven experience in strategy development and organizational alignment in the nonprofit sector in youth development, preferably with housing focused organisations.
b. Experience working with youth-serving or youth-led organizations in international development sector and vast familiarity with the African context.
c. Strong commitment and capacity to engage staff and National offices through participatory approach and consultative approaches.
d. Demonstrated ability to consolidate and align organisational strategic objectives with youth development best practice at regional and/or global level.
e. Master’s degree in international development, Management, Education, Social Works, Political Science, Law, Anthropology, Human Rights or another relevant field is required. A first level university degree can be accepted in conjunction with relevant working experience of five years.
f. Have minimum of 10 years demonstrated experience in strategy development; and/or qualitative and/or mixed methods research.
. Excellent analytical, communication and writing skills. h. Extensive experience in data management and analysis.
7. Reporting:
The consultant will report directly to the Youth and Volunteer Programs Specialist and under the overall supervision of the Senior Director – Program Operations and will collaborate with the Africa Area Office and the National Organization focal points.

b. An accompanying budget segmented on the basis of the deliverables defined in the Scope of Work but should at a minimum include explanation for the type of costs represented therein.
c. A portfolio or examples of similar work done previously.
d. A detailed CV of lead consultants highlighting relevant qualifications and experience.
e. Proposed consultancy fee.
f. Proposed workplan and timeline for key deliverables. Selection Criteria will include:
• Understanding of the assignment and the business need
• Proposed approach and timing of engagement
• Relevant past experience, particularly with designing, supporting and evaluating the implementation of strategic youth programs with demonstratable impact in the development sector. Experience in youth programming in the housing ecosystem is an advantage.
