Camp Management Project Manager Full Time

What will you do:

Generic Responsibilities:

1. Line management for project staff.
2. Adherence to NRC policies, guidance and procedures.
3. Contribute to the development of Country, Area and Site Management strategies as part of Country level Shelter and Settlements strategies, initiate and participate in the development of relevant Site Management projects.
4. Coordinate and manage Site Management Projects with the Shelter and Settlements Core Competency project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
5. Implement technical direction and ensure high technical quality of projects.
6. Provide regular progress reports to the Area Manager and the Shelter and Settlements Specialist.
7. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
8. Develop and manage project budget (in cooperation with Cs) and coordinate across CCs.
9. Ensure capacity building of project staff and transfer key skills.
10. Liaise and collaborate with relevant local authorities and other key stakeholders.
11. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

Programme Development

• Ensure availability of up-to-date needs assessment to inform programme design and advocacy efforts.
• Ensure all relevant stakeholders are included in the planning and implementation of projects as appropriate.
• Under the line management of the Area Manager, contribute towards drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant team, both programme and support staff.
• Closely coordinate with all CCs in the Area Office to maximise on integrated programming and promote durable solutions.

Programme Management:

• Overall responsibility for effective and efficient management of the Site Management (SM) projects consistent with the project management cycle, safe and inclusive programming and relevant NRC site management guidance and standards.
• Ensure engagement of representation structures in Site Coordination and decision-making fora.
• Provide the Area Manager and Shelter and Settlements Specialist with required reports and input for development of the Site Management section of the Shelter and Settlements strategy and project proposals, including feedback on successes and challenges.
• Overall budget management for all the SM projects/portfolio implemented in the Area and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied.
• Ensure that projects target affected community members most in need of protection, and explore and asses new and better ways to assist them; promote the rights of IDPs in line with the advocacy strategy.
• Provide timely and methodical updates regarding needs and trends specific to protection from violence to the responsible Area Manager.
• Ensure Site Management specific M&E roles and responsibilities are adhered to.

Technical Support, Oversight, Supervision and Capacity Building:

• Map out the operational requirements for the response within IDP gathering sites, and identify and establish (where necessary) standards and guidelines that facilitate interoperability to ensure that activities are carried out.
• Develop and update agreed response strategies for the camps, including “exit”/transition strategy for site closures and action plans for the Site Management Cluster and ensure that these are adequately reflected in overall State strategies.
• Conduct contingency planning based on worst-case and most likely scenarios in terms of population movements; ensure relocations/returns are voluntary, dignified and safe.
• Support the Shelter and Settlements Specialist to develop tools, processes for the field teams to improve data collection, and guide the Information Management (IM) teams for the development and regular update of IM products to be used for external sharing aiming to inform humanitarian response and advocacy (4Ws, Service Mapping, Site Profiles, Service Monitoring, etc.).
• Support the development of Complaints Feedback and Response Mechanisms at the site level, ensuring proper participatory process to identify preference around CFM channels.
• Ensuring operational partners are engaged for the establishment of referral pathways.
• Conduct community participatory assessment to map existing community representation structures and encourage community representation of marginalized groups.
• Strengthen capacity of representation structures on Site Management and ensure their inclusion to the site coordination and decision-making mechanisms.
• Establish Site Level and Zone level Coordination mechanisms with Humanitarian Service Providers, Authorities representatives, Community Leaders and other key representatives, ensuring meeting minutes are shared and action points are followed.
• Identify Care and Maintenance needs through data analysis that the field teams collect and plan operational maintenance and rehabilitation activities, to improve the lives of the displaced in the sites and mitigate risks and hazards.
• Coordinate with State and security providers, as well as host and affected communities for the establishment of an early warning system (ERW) in the camps. Support the installation of ERW equipment to the camps and monitor its operation. Link ERW with Security and Response plans and support integration of the activity with the ERW State strategy.
• Implement trainings on different topics, in particular on Community Engagement and Coordination, Site Management, UDOC, SIP, in cooperation with relevant experts, for the field teams aiming to improve their capacity.

Logistics, Finance, and Human Resource Management:

• Ensure appropriate Financial and Logistical NRC systems/procedures are adhered to within the SM team.
• Ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues.
• Responsible for ensuring timely submission of monthly CC-specific cash forecast to Finance and relevant Procurement Requests to Logistics.
• In line with project needs and funding availability, continuously and proactively plan CC-specific staff requirements and liaise with HR and Admin to ensure the same.
• Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans.
• Ensure all new team members are adequately briefed on arrival and departing team members are debriefed.

Site Management – Additionally for UDOC:

A. Local-level coordination:

• Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies. Attend meetings as agreed with AM.
• Establish, strengthen and monitor an effective and transparent coordination system within the sites/neighbourhoods where NRC operates, including coordination of service provision and other defined activities.
• Establish and maintain effective local-level coordination mechanisms and make sure that for all activities and issues taking place in the sites/neighbourhoods are addressed in a coordinated manner.
• Ensure roles and responsibilities in the sites/neighbourhoods where NRC operates are clear and understood by all stakeholders.
• Develop and ensure that specific Standard Operating Procedures for various activities are implemented in the sites/neighbourhoods, including complaint and feedback mechanism, registration, communication with communities, etc.

B. Community participation and communication with communities

• Ensure the mobilization and participation of the site/neighbourhood population in the coordination system with particular emphasis on meaningful inclusion of women, children, elderly, and persons with specific needs into decision-making processes.
• Promote and facilitate accountability towards the site/neighbourhood population, including the setup of complaints and feedback mechanisms.
• Monitor and ensure that site/neighbourhood committees and actors working in the camps act and behave according to an agreed upon Code of Conduct.
• Promote the site/neighbourhood population’s self-reliance and ownership of decision-making processes.
• Ensure that accurate and coordinated information is timely shared with the site/neighbourhood population.

C. Site/Neighbourhood information management

• Set up and maintain a site-level information management system, including sex, age and disability disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.

D. Access to services for persons with special needs

• Ensure that projects target beneficiaries most in need of protection and explore and asses new and better ways to assist them; promote the rights of IDPs/returnees in line with the advocacy strategy.
• Support the development of effective referral mechanisms in close collaboration with relevant stakeholders.
• Ensure that services (including distributions, WASH facilities, shelters, etc.) are accessible to groups/persons with specific needs to minimize risk of violence, abuse, exploitation and marginalization.

What you will bring:

Generic professional competencies:

• Minimum 3 years of experience from a related senior level project implementation position in a humanitarian/recovery context.
• Experience from working in complex and volatile contexts.
• Technical camp management expertise.
• Documented results related to the position’s responsibilities.
• Knowledge about own leadership skills/profile.
• Fluency in English, both written and verbal.
• Arabic language is an advantage.

Context/Specific skills, knowledge and experience:

• At least 3 years of relevant experience in Site Management (SM)
• Experience with SM tools and ability to guide IM teams to develop and maintain Information Management products.
• Having completed and provided SM training to staff and/or authorities representatives and community leaders.
• Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication.
• Extensive and proven experience in both quantitative and qualitative data analysis.
