Pharmaceutical Manufacturing Expert / Team Leader

The company provides integrated advisory, engineering, project management, and technical consultancy services and has extensive experience working on projects financed or supported by governments, international development institutions, and public-sector entities.

JFA Group is currently preparing an international consultancy assignment related to the development of a pharmaceutical manufacturing facility in Sub-Saharan Africa and is seeking a highly qualified Pharmaceutical Manufacturing Expert / Team Leader to join the proposed expert team.

Position Overview

The selected expert will act as Pharmaceutical Manufacturing Expert / Team Leader, providing overall technical leadership and coordination for a multidisciplinary consultancy assignment associated with the technical, operational, regulatory, and commercial feasibility of establishing a pharmaceutical manufacturing facility.

The assignment will involve close coordination with public-sector health and academic institutions, project stakeholders, technical specialists, and other partners.

Key Responsibilities

The selected expert will be responsible for, among others:

• Leading and coordinating the overall technical advisory services and expert team;
• Ensuring the quality, consistency, and timely delivery of all consultancy outputs;
• Providing specialist advice regarding pharmaceutical manufacturing facilities, production processes, quality systems, and regulatory requirements;
• Contributing to the definition of appropriate pharmaceutical production capacities, technologies, manufacturing processes, and facility requirements;
• Providing technical input into the conceptual planning and design requirements of pharmaceutical manufacturing facilities;
• Ensuring alignment of proposed manufacturing arrangements with applicable WHO requirements, Good Manufacturing Practices (GMP), and stringent regulatory standards;
• Coordinating multidisciplinary inputs related to engineering, pharmaceutical production, utilities, quality assurance, regulatory compliance, financial feasibility, and implementation planning;
• Coordinating and maintaining effective communication with the Client, institutional stakeholders, project partners, and other parties involved in the assignment;
• Supporting the assessment of technical and operational risks and identifying appropriate mitigation measures;
• Reviewing and contributing to technical reports, feasibility assessments, recommendations, and implementation strategies;
• Ensuring regular reporting in accordance with the required project deadlines; and
• Supporting the overall development of a technically viable and internationally compliant pharmaceutical manufacturing concept.

Qualifications and Requirements

• Minimum Master’s degree in Pharmacy, Pharmaceutical Sciences, Chemical Engineering, or another closely related field;
• Minimum 15 years of relevant professional experience in one or more of the following areas:
  • Pharmaceutical manufacturing;
  • Pharmaceutical quality assurance;
  • Pharmaceutical production systems; or
  • Planning and design of pharmaceutical manufacturing facilities;
• Professional experience gained within, or directly related to, a Stringent Regulatory Authority (SRA) environment or a country with WHO Global Benchmarking Tool Maturity Level 3 or higher;
• Demonstrated professional experience in the planning and/or design of pharmaceutical manufacturing facilities;
• Strong understanding of pharmaceutical GMP requirements, WHO regulatory frameworks, pharmaceutical quality systems, and manufacturing standards;
• Familiarity with WHO maturity levels and stringent regulatory authority requirements;
• Excellent analytical, coordination, and technical report-writing capabilities;
• C1-level or equivalent proficiency in English, both written and spoken;
• Ability to lead and coordinate multidisciplinary and international expert teams.

Preferred Profile

Preference will be given to candidates who demonstrate:

• Previous experience in pharmaceutical manufacturing projects in Africa or other emerging markets;
• Knowledge of the pharmaceutical manufacturing landscape and supply-chain environment of African countries;
• Experience with feasibility studies, investment studies, PPP advisory assignments, or pharmaceutical industrial development projects;
• Experience working with Ministries of Health, pharmaceutical regulatory authorities, public institutions, universities, development partners, or international financing institutions;
• Previous Team Leader or senior coordination experience on comparable assignments;
• Professional registration in the candidate’s country of practice, where applicable.
