BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Country Context:
South Sudan, the world’s youngest nation, continues to struggle to overcome a multitude of challenges. Conflict, climate shocks, economic instability and the ongoing war in neighbouring Sudan have created a perfect storm of suffering, leaving families unable to access enough food.
Since April 2023, over 1.1 million people fleeing the conflict in Sudan have crossed into South Sudan, placing additional pressure on overstretched communities and humanitarian systems. The World Food Programme (WFP) has supported more than 620,000 of them with fortified biscuits, food or cash assistance, and nutrition support for mothers and young children.
A total of 7.56 million people – over half the population – face Crisis or worse levels of food insecurity or worse, with hunger reaching near-record levels. approximately 28,000 people are classified in IPC AFI Phase 5 (Catastrophe), including 17,000 people in Luakpiny/Nasir (Upper Nile) and 11,000 people in Fangak (Jonglei). Luakpiny/Nasir County, particularly its southern parts along the Sobat corridor, remains a major concern, with populations facing a risk of famine during both projection periods under a plausible worst-case scenario.
The situation is particularly dire for children, with over 2.1 million aged over 5 acutely malnourished. A total of 2.8 million children are out of school – more than half of them girls. Female literacy remains alarmingly low at just 29 percent, compared to 40 percent for men – among the lowest rates in the world.
Food assistance remains essential to averting a humanitarian catastrophe. But it must also serve as a bridge to long-term recovery. WFP is working with local civil society and empowering communities – especially women and girls – to build resilience, support peacebuilding and foster self-reliance in the face of relentless adversity.
Background and purpose of the assignment:
Under the supervision and guidance of the Head of Communications, the Communications Officer will lead on communications, media relations, social media management and content development, ensuring that WFP’s public voice reflects and conveys the organization’s mission, values, focus and identity.
Responsibilities include (but are not limited to)
Communication
• Implement country specific communication work plans designed to maintain and enhance the visibility and reputation of WFP, as well as support fundraising activities, ensuring alignment with overall communications and WFP strategies.
• Write and/or oversee the preparation, production, and dissemination of both routine and complex outreach products (e.g., backgrounders, media packets, news releases, op-eds/articles, radio/TV broadcasts, powerpoint presentations, brochures, Q&As, videos, websites, speeches, briefing notes, feature stories, etc.) that promote the image of the WFP to key internal and external audiences
• Contribute to communications through good research, analysis of assigned area of work and timely preparation and distribution of information products to target audience(s).
• Generate donor specific visibility content including, text, photos, videos and audio for use across a range of integrated online platforms, in order to support global and country fundraising activities, ensuring consistency with corporate messages.
Media Relations
• Media Strategy Development: Design and implement a comprehensive financial media engagement strategy aligned with organizational objectives.
• Proactive and Reactive Media Relations: Work closely with colleagues to manage media relations initiatives, focusing on cultivating relationships and address questions and inquiries from the press
• Media Materials Development: Develop media-related materials, including press releases, pitches, talking points, Q&As, and reactive messaging/holding statements for external use. In addition, develop compelling stories for media that highlight WFP’s work, leveraging case studies, field visits, and project results.
• Executive Media Positioning: Position and prepare WFP leadership for media opportunities.
• Press Events Management: Assist in planning and overseeing WFP press events, including media/journalist roundtables and press conferences.
• Engage with non-traditional broadcast media like streaming services, social media platforms and podcasts.
• Story Pitching: Develop and proactively pitch story ideas for the institution and senior leadership, securing interview opportunities and managing the interview process, including the development of pre-interview briefs/messaging/coaching.
Social Media Management
• Develop, drive and execute an ambitious social media strategy with measurable KPIs to grow our social media channels in support of organizational brand, program, advocacy, communications, and fundraising objectives.
• Manage WFP’s social media channels, including creating and posting content, managing comments, and scheduling content.
• Ensure content is aligned with and helps contribute to the Country Office South Sudan COM priorities for 2026 (media, events, narrative development and Goodwill Ambassadors (GWAs)/high level supporters)
• Post created or curated content within social media channels to ensure an interactive, two-way, engaged conversation among WFP and its audiences, while ensuring that responses and postings are accurate and reflect WFP’s policies on child safeguarding, information sharing and branding guidelines and standards.
• Collaborate with the fundraising teams to align social media strategies and content with digital fundraising campaigns and Philanthropy & Partnership stewardship plans.
• Support brand and media strategy through social media platforms and coordination.
• Support the influencer growth strategy with research and engagement with online influencers.
• Deliver ongoing social media training and support for organizational capacity building, profile and public engagement.
• Social media monitoring and reporting.
Digital Communications & Content Management
• Produce creative content for social media, news media, website and digital communication channels (i.e. videos, photos, case studies, blogs, supporter engagement/stewardship content, and program impact content).
• Support the production process in-house and in collaboration with external stakeholders, including vendors and global communications colleagues to ensure accurate and timely production of digital collateral that reflects WFP’s branding guidelines and standards.
• Manage deployment of digital communications.
• Upload multimedia content onto the Content Management System
WHAT YOU BRING
In order for you to carry out these duties, we believe that you are bringing the following education and sets of skills.
Qualification, Knowledge & Experience
• Bachelor’s degree or higher in Communications, Social Media, Marketing, Languages & Culture, Media, Journalism
• For master degree holders, at least three (3) years of postgraduate international professional experience in Journalism, International Relations, Public Relations, Communications or relative business stream with demonstrated evidence leading the social media function and growth strategy is required.
• For bachelor’s degree holder, at least 5 years of the above experiences is required.
• Experience managing and growing social media channels (Facebook, Twitter, LinkedIN, YouTube and Instagram)
• Demonstrated experience managing budgets for organic social media growth
• Experience using social media scheduling tools
• Knowledge and experience with digital marketing and acquisition strategies
• Knowledge and experience with social media listening and digital marketing reporting tools (Meta Insights, Google Analytics, Twitter Analytics)
• Demonstrates knowledge of social media operational standards and best practices
• Proficient in content curation and design tools (Photoshop, Canva etc)
• Experience building and maintaining internal and external partnerships and relationships
• Fluency (level C) in English language is required
