Background
Cameroon is currently facing three overlapping humanitarian crises. Since 2017, the Norwegian Refugee Council (NRC) has been working in the country to support people who have been forced to flee their homes. NRC helps protect displaced communities and supports them as they rebuild their lives.
Operations are ongoing in all crisis-affected regions, including the Far North, Northwest, Southwest, East, and Adamawa. NRC’s work focuses on four main areas: legal assistance (ICLA), water and sanitation (WASH), Shelter, and Education. These programmes are designed to respond to urgent needs while also supporting long-term recovery.
Across its offices, NRC promotes an integrated approach, aiming to provide coordinated support that helps communities move from emergency to stability.

What we are looking for
The Humanitarian Access and Safety (HAS) Manager is the lead technical resource on safety and security, crisis management, and access (with the support of the Access Manager and Humanitarian Access Working Group co-lead) within the country.
This role is crucial for managing safety and security risks, building capacity, implementing Duty of Care (in direct coordination with People and Organisation), developing humanitarian access strategies, facilitating principled humanitarian programming and accompanying and transferring to implementing partners the capacities required for access and security risk management.
The HAS Manager reports directly to the Country Director and is technically overseen by the Regional Head of HAS. This position is a core member of both the Country Management Group (CMG) and Crisis Management Team (CMT).
What you will do
Implement NRC Global HAS operational Plan in line with global HAS initiatives, and prepare timely quality reports as required.
Foster a culture of safe and principled humanitarian response, upholding Humanitarian Principles, in alignment with Programme Criticality.
Lead and manage direct reporting staff and staff supervised technically This includes performance management, workforce planning, recruitment, induction, and professional development. Coordination with Area Managers to ensure duty of care and proper area-level HAS staff management and support.
Maintain a comprehensive understanding of the humanitarian context, conduct analyses and brief the CD on key security developments, NRC exposure, access challenges, and emerging risks.
Develop, maintain, and proactively update/contextualize country-level HAS documents, procedures, guidance, and tools, including strategy and budgets, ensuring consistency across the country programme and in line with organizational standards.
Oversee and/or conduct Security Risk Assessments and access assessments, implementing appropriate mitigation measures.
Ensure compliance with NRC HAS Management System, including HAS Policy and risk management procedures, Minimum Operating Standards, the Humanitarian Access framework, and crisis management procedures.
Build capacity of NRC staff and partners through training and guidance in humanitarian access, safety, and security.
Coordinate with internal and external actors, including the Communication and Advocacy Manager, to enhance humanitarian access, engage stakeholders, and safeguard humanitarian space.

What you will bring
1.Professional Competencies
Minimum three years’ experience in a senior role with managerial responsibility in a humanitarian/recovery context.
Bachelor’s degree in a relevant field (international relations, humanitarian affairs, social sciences, or related discipline).
Strong understanding of the Humanitarian Principles and their practical application in programme implementation, coordination, advocacy, risk management and humanitarian access.
Demonstrated experience working in complex contexts and high-risk environments, including engagement and negotiation to maintain access.
Formal training or certification in humanitarian access or negotiation, proven experience delivering trainings and building staff capacities are strong assets.
Professional working proficiency in both French and English, written and spoken
Context related skills, knowledge and experience
Previous experience in Cameroon is mandatory, experience in the broader region or similar complex humanitarian contexts is an asset.
Knowledge of at least one local/regional language is an asset.
Experience supporting or overseeing risk management with local partners Is desirable.
Experience in remote managementof teams or operations in insecure environments is an asset.
