Location: N’Djamena (approx 30% travel to programme locations)

Salary: Grade 4 (€45,457- €50,509)

Requirements: Frequent travel to Concern’s areas of operation: Sila, Wadi Fira and Ouaddai Provinces (30%)

Role Purpose:

Concern Worldwide is the Lead Agency of an exciting consortium implementing in the framework of the Humanitarian, Development and Peace Nexus. The Programme, “Résilience Economique et Sociale des Populations de l’Est face aux Conflits et Changements Climatiques au Tchad”[1] (RESPECCT), is based on the experience and learning from the former DIZA-Est programme and includes 3 INGOs and national NGOs. The programme’s overall objective is to improve the living conditions and the resilience of the local population, including refugees and returnees in the Eastern Chad areas facing climate change and conflicts (Ouaddai, Sila, Wadi Fira), financed by AFD and the EU Delegation. In this Programme, Concern Worldwide is directly in charge of the “development” Result (Income Generating Activities, vocational training, communities’ yards).

This position demands a dynamic individual with demonstrable ability to achieve results in a demanding and fast-paced environment. The Consortium Coordinator will lead and manage the Consortium Coordination Unit and will be responsible and accountable for the overall management and oversight of the programme. It includes overseeing the grant management and implementation, risk management and financial accountability, donor reporting and liaison, external representation at a senior level, relationship management with consortium members and government counterparts and ensuring compliance with Concern’s and donors’ policies and procedures. You will be also responsible to coordinate with the programmes currently ongoing (PARCA “Projet d’Appui aux Réfugiés et aux Communautés d’Accueil”; HAGUINA; RESITCHAD, etc), and will be involved in coordination with other Concern programs in Chad and with other actors in the same areas of intervention.

Responsibilities:

The job holder will report to the Country Director and will directly line manage a Consortium Finance Manager and a Consortium MEAL coordinator dedicated to the programme. They will be responsible for the technical management of consortium members and will liaise with Concern’s Programme Director, Operations Director, Country Financial Controller (CFC) and HR Manager but will maintain a level of independence of the Consortium Coordination Unit. They will communicate with all Consortium partners in an equal manner and work closely with the Regional Desk as well as relevant technical advisors/ departments at HQ level.

We would like you to start in June 2025.

Strategic and Program Management:

• Provide overall leadership on planning, designing and implementation of programme activities in line with Consortium and donor strategic priorities and programme design/objectives.
• Provide strategic and operational leadership for the programme and lead on annual work planning, programme implementation and timely donor reporting.
• Support the Consortium members implement the activities linked to the allocated programme results.
• Ensure, in coordination with the MEAL coordinator and the Finance Manager, that efficient systems are in place to support all aspects of the programme, including sub-grant management, M&E systems, and technical assistance provision, in compliance with organisational procedures.
• Report to the Concern Country Director, work closely with Concern Chad team members and relevant staff in Concern’s Head Offices, maintaining regular and transparent communication and high-quality reporting on the programme.

Consortium Management and Coordination:

• Develop and maintain strong working relationships with other consortium members (International Rescue Committee, Search for Common Ground, and national NGO(s)), maintaining regular communication, negotiating scopes of work, monitoring adherence to programme work plans, agreeing any revisions to programme work, and addressing issues that may arise.
• Manage effectively the coordination with stakeholders working in the same sector/programme (UNHCR/PARCA/DIZA Sud) and local authorities at government and local level.
• Ensure communication with donors (AFD/EU Delegation) and serve as key liaison to implementing agencies under this funding opportunity, as well as with other key stakeholders.
• Represent the consortium during public events/activities and appropriate coordination fora and report back to the relevant consortium groups on key decisions and outcomes.
• Communicate regularly with the Country Directors of Consortium members on the Consortium activities.
• Facilitate regular Consortium Committees meetings (Comité suivi-opérationnel, Comité de direction, Comité de pilotage) to discuss about the programme, ensure a joint planning and monitoring programme outcomes.
• Draft and share joint planning documents and actions points/recommendations following the discussion with other consortium members.
• Support the development of a coherent consortium strategy with all partners and promote approaches and methodologies harmonisation for consortium member, by facilitating learning/sharing opportunities within the consortium.
• Coordinate the development of tools/templates linked to the programme (baselines, evaluation TORs, reporting etc.).
• Ensures a good interdepartmental relationship in the launch of the programme then its implementation.

Knowledge Management, Advocacy, and Communications:

• Lead in the development and dissemination of position papers, statements, learning briefs on the programme and documentation of lessons learned, sharing of programme knowledge and experience to inform national programming and policy discussions. This will help to generate learning and examples of approaches that can be replicated and taken to scale.
• Take the best of the lessons learned from the previous programme, DIZA Est, to implement the new programme with a clear understanding of the capitalization history of the previous programme.
• Ensure the timely development and operationalisation of advocacy, communication and visibility strategy of the programme.
• Coordinate the set-up of a knowledge management system in collaboration with consortium partners and the Consortium M&E coordinator.
• Ensures the implementation of the communication strategy, validates the graphic charter and the identified communication tools, sizes the communication and visibility needs for the whole duration of the programme.

Grant Management:

• Ensure contractual obligations are achieved in terms of planned outcomes.
• Ensure compliance with donors’ guidelines and procedures by all the consortium members.
• Consolidate narrative reports from consortium members into a single narrative report and manage the submission of donor’s report and documentation aimed at government/local stakeholders as well as internal reporting, in line with shared templates and procedures.
• Prepare and submit documentation for programme amendment and budget amendment. Ensure every amendment is timely submitted in collaboration with consortium members.
• Oversee and monitor programme risks (including financial, logistical and other support systems, security and safeguarding) and flag issues in a timely manner to the Concern Country Director.
• Ensure compliance with organizational and donor rules and regulations particularly with respect to financial and contract management.

Accountability:

• Support the roll-out of the Core Humanitarian Standard in all programmes/with partners (promote accountability and ensure compliance with the requirements CHS).
• Actively promote meaningful community participation and consultation at all stages of the project Cycle (planning, implementation, M&E).
• Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed.
• Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Human Resources, Training and Capacity Building:

• Actively participates in the recruitment and induction of Concern staff into the programme
• Plan with direct/line managers the necessary inductions and briefings of new programme staff
• Manage staff under direct line management within the Consortium Coordination Unit in order to create a conducive environment for the effective implementation of the programme activities.
• Ensure Human Resources policy and Concern’s procedures (Security, Finance, Log,) are followed with particular focus in relation to Concern’s Code of Conduct and Associated Policies.
• Contribute to the overall design of a plan for reinforcing the capacity of the Concern’s Chad staff engaged on the programme as well as the other consortium members’ staff.

Finance, Procurement and Donor Compliance:

• Ensure, in collaboration with the Finance Manager, the overall financial oversight of the consortium budget and expenditure.
• Ensure efficient and timely procurement of goods & services is carried out according to the work plan and in compliance with donor guidelines.
• Ensure compliance with organisational and donor rules and regulations, and partner agreements by Consortium members, particularly with respect to financial and contract management.
• Collaborate with Finance and Systems teams in internal and external audits of the Consortium Programme and ensure implementation of recommendations from due diligence assessments and continuous monitoring to ensure controls and risk mitigation measures are in place.

For managers:

• All managers are responsible for upholding and promoting Concern’s values, demonstrating leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.
• All managers are required to actively participate in any emergency response as and when required.

Role Holder Requirements:

Essential:

• Appropriate qualification at Master’s degree level, such as public management, development, administration or a relevant social science.
• Excellent communication skills (written and spoken) in French and working capacity in English.
• Proven experience in managing or coordinating large grants, preferably in relation to complex and multisectoral programme and/or implemented through a consortium model of working.
• Proven experience in the management and coordination of humanitarian or development programmes Proven experience of working in an emergency setting or in a complex emergency. Preferably in sub-Saharan Africa and/or the Sahel.
• Experience of working with major international donors, particularly AFD and EU.
• Proven experience of working within coordination mechanisms with multiple stakeholders, preferably within a consortium structure.
• Significant experience in external representation with institutional donors and government.
• Excellent diplomacy and representation skills
• Significance knowledge of project management and monitoring, evaluation and learning (MEAL).
• Good knowledge of administrative, financial and logistic procedures in the framework of complex programming.
• Strong experience of financial management and donor compliance processes
• Ability to build and maintain effective relationships with senior representatives of donor, INGO and Government structures and to represent the consortium at national or international level fora.
• Experience of working under stress and according to tight deadlines
• Competence in the areas of climate change in the Sahelian context, knowledge of small business development and/or access to microcredit or loans and savings is an added value.

Desirable:

• An understanding of accountability as applied within humanitarian and development programming, familiarity with the Core Humanitarian Standard and its application.
• Previous experience of working in Chad.
