1. About the organization
Kakenya’s Dream is a nonprofit organization that invests in girls from rural communities through education, health, and leadership initiatives. Our programs operate in Transmara, one of the remotest and most marginalized regions of Kenya, where nearly 66% of girls continue to undergo female genital mutilation (FGM) at puberty, 50% are married before the age of 19, and only 17% complete primary education. Kakenya’s Dream has expanded its programs to Kenyenya Sub-County in Kisii County. Girls’ education is not a priority for family or community investment, and social norms perpetuate low educational achievement. Investing in girls’ education yields profoundly positive outcomes not only for the girl, but for her family and community as well.
Our interconnected programs provide educational opportunities including professional skills development for vulnerable girls and train youth and advocate to the community at large on sexual and reproductive health and rights, provide direct health care services to the surrounding community, and build resilience to climate change in marginalized communities.
a) Education: We have two centres for Excellence, Kakenya Centre for Excellence I (KCE I) and Kakenya Centre for Excellence II (KCE II). The two, KCE I and KCE II currently provide safe, and supportive boarding facilities and education to 454 from grade 4 to 12 learners.The program takes a holistic approach to educating girls, incorporating health and leadership elements into the curriculum and providing for all physical and social-emotional needs. We support 185 girls through our Education Access program where they receive mentorship, financial support, and a variety of essential resources to help them succeed in secondary and tertiary education.
b) Health: In the communities we serve, there are several concerns like early child mariages, Female Genital Mutilation (FGM), Sexual Violence, teenage preganancies among other harmful practices that needs to be addressed. We have two major programs to address these issues, The Jijue Training, and the Linda Dada campaigns. These programs aim to impact the knowledge, attitude, and practices of our target group on harmful cultural practices. The Jijue program is an out-of-school training where the focus is to train young girls and boys on Sexual Reproductive Health and Rights (SRH). More than 40,000 youths have received training through the Jijue Training. The Linda Dada Program focuses on extending these training to the community through a participatory approach. We have trained over 20,000 youths, parents, and local leaders on fighting harmful practices through the Linda Dada Campaigns. We launched Kakenya Health and Wellness Centre (KHWC), a clinic that serves both girls in our school programs and the community by providing basic healthcare services. The KHWC has served over 21,000 people from the community including learners from our schools.
c) Economic Empowerment: Unemployment remains a big challenge even for those with extensive education qualification in rural Kenya. Kakenya’s Dream helps young women transition from school to securing meaningful employment through robust programs that address the unique challenge of unemployment. We equip them with the relevant skills, networks, and the necessary support they require to succeed in the competitive job market, fostering independence and breaking cycles of dependency.
d) Climate Resilience: As climate changes accelerate, women and young girls in rural Kenya and specifically in Narok and Kisii Counties are exposed to increased risks and challenges that directly impact their health, education and future. We have integrated environmental education into the curriculum in our schools and implemented community-wide conservation and climate resilience initiatives.
e) Institutional Effectiveness, Growth and Sustainability: We ensure that our institutional growth and sustainability enables more girls to access the much needed services and achieve their dreams through the four key areas of our focus. The organization focuses on capacity building of its staff and strengthening our systems to adapt and respond to the dynamic global changes.
2. Background
Since 2019, the Kakenya’s Dream (KD) has implemented the Jijue training (“know yourself” in Swahili) targeting learners in Grade 5,6 and 7. Implemented over three years, the Jijue program aims to foster positive change among in-school adolescent girls and boys by creating awareness of and building self-efficacy to overcome barriers in sexual and reproductive health (SRH) and harmful practices (HPs), including child marriage and Female Genital Mutilation (FGM). Adolescence is a critical stage when health behaviors are established, patterns of nonfatal disease burden emerge, and risk-taking behaviors are initiated. A large share of the overall health burden among adolescents is attributed to risks associated with early and forced sexual debut; early marriage; harmful gender norms; poverty; and limited investment in protective actions to address critical antecedents to sexual and reproductive health behaviors such as insufficient access to comprehensive, accurate, and age-appropriate sexuality education; sexual and reproductive health services; lack of Sexual and Reproductive Health and Rights (SRHR) knowledge.
The Jijue training, now in the fifth phase, focuses primarily on educating and empowering in-school adolescent girls and boys. Most adolescents become vulnerable to the harmful practices, which impact educational attainment, socioeconomic opportunities, and overall well-being. The Jijue training amplifies its reach in the broader community through SRH classes for girls and boys in primary schools. Specifically, the training seeks to:
Empower girls and boys to become leaders and agents of change in their communities.
Improve the health and well-being of girls and boys by providing them with critical health and safety information.
These strategies ultimately reduce teenage pregnancy, gender-based violence, and harmful cultural practices such as FGM and early marriage by promoting egalitarian role attitudes.
3. Purpose of the Assignment
The purpose of this assignment is to design and implement a survey comprising a baseline, midline, and endline study for the Jijue training over a three-year implementation period. The studies will establish benchmarks, track changes over time, and assess the effectiveness of the Jijue training among Grade 5, 6, and 7 learners.
4. Objectives
The primary objectives of this baseline survey is to:
Establish baseline levels of self-efficacy, self-esteem, attitudes toward harmful practices, awareness of children’s rights, and leadership potential among learners.
Assess progress and intermediate outcomes of the Jijue training at midline.
Measure endline outcomes and overall training effectiveness at the end of the three-year implementation period.
Examine changes in beliefs and attitudes related to FGM, child marriage, and inequitable gender norms over time.
Generate evidence-based recommendations to inform training adaptation, scale-up, and sustainability.
5. Scope of Work
The consultant/consulting firm will be responsible for conducting the baseline, midline, and endline studies and ensuring methodological consistency across all three phases.
a) Inception Phase
Review relevant training documents and existing tools.
Develop a comprehensive evaluation design covering baseline, midline, and endline studies.
Develop or adapt age-appropriate and child-friendly data collection tools to be used consistently across all rounds.
Develop a detailed work plan and timeline for the three-year evaluation period.
Submit an inception report for approval by KD.
b) Baseline Study
Conduct baseline data collection among learners in Grades 5, 6, and 7 in 30 primary schools across Transmara West, Transmara East, and Kenyenya Sub-Counties in Narok and Kisii Counties.
Establish benchmark values for all key indicators.
Produce a baseline report with findings and recommendations.
c) Midline Study
Conduct midline data collection at the midpoint of the program implementation.
Assess progress toward intended outcomes and identify emerging changes.
Compare midline findings with baseline results.
Produce a midline evaluation report with actionable recommendations.
d). EndLine Study
Conduct endline data collection at the conclusion of the three-year program period.
Measure overall program outcomes and changes over time.
Compare endline results against baseline and midline findings.
Assess program effectiveness and sustainability.
e) Data Analysis and Reporting
Clean, analyze, and interpret quantitative and qualitative data for each study phase.
Disaggregate data by sex, grade, and location.
Present findings to Kakenya’s Dream and key stakeholders after each study
6. Key Deliverables
The consultant/firm will be expected to deliver the following:
Inception report and approved data collection tools.
Raw data
Cleaned dataset.
Draft baseline, midline and endline survey report.
Final baseline, midline, and endline survey report incorporating KD feedback.
Presentation slides summarizing key findings and recommendations.
Required Qualifications and Experience
At least 7 years of experience conducting longitudinal evaluations, including baseline, midline, and endline studies.
Proven experience in SRHR, gender, education, or child protection programming.
Strong expertise in quantitative and qualitative research methods.
Experience conducting research with children and adolescents in Kenya.
Demonstrated knowledge of child safeguarding and ethical research standards.
Capacity to commit to and manage a multi-year evaluation assignment.
Excellent analytical and report-writing skills.
