Context
Under the direct supervision of the Chief of Mission (CoM) with Coordination Functions (COCF), and in close coordination with the Regional Thematic Specialist, Labour Migration and Social Inclusion (RTS LMD) at the Regional Office (RO) for West and Central Africa, as well as the Regional Programme Coordinator based in IOM Guinea, the Project Officer (Labour Migration and Inclusion) will provide technical, administrative and process-related support for the coordination, development, implementation, monitoring and reporting of activities under the project entitled “Promoting intra-regional labour migration for local development in West African countries: Migration for Development Program” in Guinea Bissau. As the most senior IOM official in the country, the Project Officer (Labour Migration and Inclusion) will also have the responsibility of coordinating country specific engagements with the COCF and Regional Office, as needed.
Responsibilities
1. Support the overall implementation of the project entitled “Promoting intra-regional labour migration for local development in West African countries: Migration for Development Program” in Guinea Bissau, including monitoring its budgetary, administrative and technical implementation, in compliance with IOM policies and standards, as well as donor requirements, agreed timeline and deliverables.
2. Coordinate the work of staff assigned to the CO’s programme, and monitor the work of consultants, implementing partners and service providers recruited to support and/or undertake specific activities.
3. Maintain close collaboration and effective working relationships with relevant stakeholders such as Government entities, national authorities, donors, development partners, United Nations agencies, and civil society.
4. Draft and/or generate progress and other reports and facilitate information exchange on the operational aspects of programmes between IOM, donors and other stakeholders.
5. Provide technical support in analyzing migration related trends and issues in view of strategic, programmatic and programme-specific funding opportunities in Guinea Bissau.
6. Research and document donors’ priorities and strategies, explore the possibility to develop follow up initiatives and/or facilitate new programme development processes in Guinea Bissau and draft segments of project and funding proposals, in line with IOM’s mandate and strategy.
7. In close coordination with the Regional Programme Coordinator and LMD RTS in RO Dakar, facilitate adequate information management on CO’s activities by drafting or generating regular updates, summaries, press releases or other relevant materials that promote IOM’s visibility in Guinea Bissau.
8. Assist in conducting contextual analysis to help identify potential activities to be implemented as part of the Promoting intra-regional labour migration for local development in West African countries: Migration for Development Program in line with IOM mandate and the priorities established by the Government and partners in Guinea Bissau.
9. Contribute to the development of relevant monitoring and evaluation plans and tools that track policy mainstreaming initiatives and measure progress and effectiveness, make recommendations on suitable course corrections, and provide technical support for further development and improvements.
10. Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums, to facilitate proper coordination and presentation of IOM activities.
11. Participate in and contribute to relevant UNCT and it working groups and activities to encourage the mainstreaming of migration related issues into United Nations Sustainable Development Cooperation Framework (UNSDCF) and other UN led processes.
12. Perform such other duties as may be assigned.

Languages
For this position, fluency in English and Portuguese is required (oral and written).
Working knowledge of French is an advantage.
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
