Project Context and Scope
Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals. Within this context, IOM is building on its existing stabilization programming and will be working further to support stabilization efforts in newly recovered, unstable, and fragile areas in South and Central Somalia: Hirshabelle, Galmudug, Jubaland, South West State. IOM Somalia’s Community Stabilization Unit (CSU) harnesses the gains made by previous IOM stabilization programs Breaking the Climate Conflict in Galmudug and Hirshabelle (Deegaan Bile Galmudug and Hirshabelle as shorthand) and Stabilization Support to Somalia II (Daryeel as shorthand) and aims to enhance stabilization efforts in Somalia. To date, the Community Stabilization Unit has six ongoing projects funded by USAID, EU Foreign Policy Instrument, Denmark, and FCDO. Through CSU programming, IOM aims to contribute to creating conditions to restore peace and stability and rebuild the social contract between Somali citizens and state institutions thereby providing a bridge to longer-term development interventions.
IOM Somalia Community Stabilization unit maintains a strong evidence ecosystem in which Accountability and Learning play a crucial and oftentimes complementary role. The Accountability and Learning systems set in place by the IOM Somalia Community Stabilization team encompasses a variety of formal and informal methodologies at both institutional and program levels. Considering the expansion of the Community Stabilization portfolio now encompassing new thematics such as Environmental Peacebuilding, Flood-Mitigation interventions, institutionalization of greener energy systems, Co-funding mechanism and Community Security and Safety Framework – the unit crucially needs to broaden the scope of the current accountability systems in place and narrow its approach to allow for a more targeted response.
Within this context, CSU management is seeking the expertise of a consultant in Accountability and Integration systems to provide recommendations and improve the current internal systems in place to ensure a more cohesive approach and tailored implementation.
