Context
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Project Manager (Governance of Migration), the Information Management Officer (DTM) will be responsible and accountable for assisting with the planning, coordination, supervision and implementation of the Displacement Tracking Matrix (DTM), and other human displacement and mobility data collection activities, as well as contributing inputs for the development and implementation of the corresponding global and regional standard methodological and technological solutions.
More specifically and in the framework of the joint initiative for the EU Trust Fund for Africa and other projects, the Information Management Officer (DTM) will:
Responsibilities
1. Review and facilitate the continuity of existing Information Management (IM) mechanisms, including mobility tracking, Transhumance Tracking activities, site assessments, data collection tools to capture migration flows and migrants’ presence and other information gathering systems. Work in close collaboration with the Data and Research unit of the Regional Office and DTM Global teams to contribute to improving existing methodologies and assessment tools and to creating new ones.
2. Regularly generate reports and maps that present the information collected through different activities, such as on Migrants’ Presence, Transhumance Tracking Tool, ad-hoc thematic assessments, needs assessments, Points of Entry mobility restrictions. Check compliance with reporting standards and donor requirements.
3. Provide technical support to all units in IOM Mauritania Country Office in the development, implementation and evaluation of data and information management activities; identify related problems and issues to be addressed and propose alternative solutions.
4. Compile, clean and perform preliminary analysis of collected data. Draft sections of reports on the findings of population tracking exercises, migration profiles, transhumance movements, needs assessments, protection needs, mobility trends, etc., and contribute to the development of other useful reports for internal and external stakeholders.
5. Organize appropriate capacity-building activities on topics related to IM such as data collection, analysis, KoBo Toolbox, data protection standards and reporting.
6. Supervise and provide guidance for field assessments with multi-layered data collection techniques to gather timely information about displacement, population mobility, movement flows, and any other source of data required.
7. Coordinate the development and production of information products on DTM and other IOM activities, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products.
8. Contribute to the design of data collection methodologies that incorporate context-relevant considerations and produce reliable data.
9. Contribute to the development of budgets by monitoring budgets of DTM and data collection exercises, and providing technical inputs to support project development.
10. Work in close collaboration with the National Statistics Office, particularly on the Migrants’ Presence exercises as well as with respect to assisting in the development of a migration module in the national census.
11. Regularly monitor, propose and implement all necessary modifications in compliance with the information management systems and infrastructure as per IOM IT policies, standards and best practice for high performance, reliability and information security.
12. Supervise IM support staff (Geographic Information System (GIS), Data) and prepare and organize training for staff on IM project activities on a regular basis.
13. Participate in various DTM-related meetings, events and relevant global interagency working groups. Coordinate capacity-building workshops, data launch events and webinars.
14. Perform such other duties as may be assigned.

Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of Arabic and/or a local language is an advantage.
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
