Since 2011, Trócaire has responded to the humanitarian crisis in the South Kordofan and Blue Nile region, Sudan through the national/local organisations. Our programme focuses on the provision of humanitarian assistance in the current context of the displacement crisis, delivering integrated health and nutrition/WaSH services to remote communities and in strengthening food security, livelihoods and resilience.
The Health & Nutrition Coordinator provides technical and operational leadership for the Health and Nutrition portfolio within the Sudan Programme. The role is responsible for coordinating the planning, implementation, monitoring, evaluation and reporting health & nutrition interventions. The incumbent will be overseeing delivery of comprehensive quality primary health care services to targeted beneficiaries. Working in close collaboration with the local government authorities, UNICEF, and other sector stakeholders, the role contributes to health systems strengthening, improved access to essential services, and the promotion of healthy behaviours at community level. The position works under the direct supervision of the Area Manager to ensure programme quality, alignment with national policies, and adherence to organisational standards.
Key responsibilities
Programme Development and Management:
Develop a Programme vision that is strategically focused, responds to the local context and is coherent with the Sudan Country Strategic plan.
In collaboration with key stakeholders, undertake periodic reviews and adapt the programme vision and strategy to reflect changing contexts, emerging challenges, and lessons learned. Ensure that the strategy remains relevant, responsive, and strategically aligned with both organizational priorities and community needs.
Conduct inclusive and gender sensitive needs assessments and support translation of identified health and nutrition needs into strategic program priorities, objectives, and resource plans.
Develop and implement comprehensive health and nutrition programs with a strong community-based approach, including Integrated Community Case Management (iCCM) and strengthening of local structures. Ensure integration of emergency preparedness and response, promote innovative solutions, and address key areas such as maternal and child health, nutrition, disease prevention, and health systems strengthening.
Promote contextual, gender, protection, power, poverty analysis as standard practices to inform appropriate programme strategies, geographic location and target population
Ensure that programs are culturally appropriate, safe, gender-sensitive, and responsive to the specific needs of vulnerable populations, such as children, women, and internally displaced persons (IDPs).
Ensure that programme knowledge and learnings are systematically documented and shared to promote good practices and continuous improvement. Strengthen beneficiary feedback mechanisms and utilize this data to inform and enhance program design and implementation.
Monitor program implementation, track progress against key indicators, and make necessary adjustments to ensure effective outcomes.
Implement the programme or projects considering programmatic, operational, security, and financial risk management practices, ensuring full compliance with donor requirements and organizational policies.
Implement all administrative (Salesforce and Agresso) procedures in relation to project and programme management to a high standard.
Work with the Programme Accountant to develop a budget programme that shows value for money and clear timeframes for spending.
Work closely with the Area Manager, MEAL Coordinator, senior management and field teams to identify strategic health needs in targeted communities or gaps in country-level health response.
Represent the organization in external coordination efforts with clusters, donors, government ministries, other agencies, and relevant coordination forums
Contribute to adapting health interventions in line with evolving humanitarian and epidemiological contexts.
Promote integration across Health, Nutrition WASH, protection, food security, and livelihoods sectors to strengthen holistic community health outcomes
Contribute to development of high-quality concept notes and proposals, ensuring technical accuracy and alignment with donor priorities.
Maintain situational awareness of disease trends, humanitarian developments, and emerging health needs in Sudan.
Programme Quality and Technical Oversight
Ensure all health and nutrition projects align with country strategy, core service package, and international health and nutrition standards including Sectoral Standards such as SPHERE, UNICEF and WHO standards.
In collaboration with the Area Manager, make recommendations on the strategic direction and areas of prioritization in Trócaire’s health and nutrition programme.
Serve as technical support at the field level for key programme staff and progressively review interventions and actions to ensure the highest standards.
Ensure the effective and efficient use of health and nutrition resources in order to keep costs low and undertake regular spot-checks.
Ensure the timely preparation of Trócaire’s health and nutrition proposals and donor reports for submission to the Area Manager.
Identify staff & partners training needs and conduct appropriate project management related training to enhance management capacity in health and nutrition programme.
With support from the Programme Accountant, review budget utilization against project performance and coordinate with the programme accountant to ensure accurate and timely financial reporting.
Ensure the continuous monitoring of health and nutrition programme activities by setting up a communication and reporting system between the different members of the team.
Ensure that all institutional funding for the programme is managed in line with donor requirements and that reports are compliant with donor needs, including Unicef, WFP, FCDO, EU, Irish Aid and Trócaire’s internal needs.
Ensure regular quality monitoring visits, regular update of APTT and IPTT, identify gaps, and recommend corrective measures
Collaborate with logistics and field teams to ensure efficient pharmaceutical supply management, including forecasting and accountability for all supplies.
Proactively support the wellbeing, safety, and professional development of programme staff, ensuring adherence to health and safety protocols and providing resources for psychosocial support where needed.
Promote a culture of learning and innovation by supporting operational research, documenting best practices, and facilitating knowledge sharing within the team and with partners.
Outbreak Preparedness and Emergency Response:
Ensure maintenance of robust preparedness plans for disease outbreaks and other public health emergencies.
Lead technical aspects of outbreak response, including surveillance, investigation, case management, and reporting.
Support the setup and supervision of new emergency health responses and facilities as required.
Contribute to after-action reviews and ensure learning is documented and shared.
Partnership Building and Coordination:
Establish and maintain strong working relationships with the Ministry of Health, UN clusters, other government agencies, NGOs, and local communities.
Collaborate with partners to develop joint work plans, share resources, and leverage synergies to achieve shared goals.
Facilitate knowledge exchange and learning between partners to enhance program effectiveness.
Data Management and Analysis:
Oversee the collection, analysis, and utilization of health and nutrition data for informed decision-making, programme improvement, and evidence-based reporting.
Utilize data to inform program decision-making, identify trends, and measure progress toward program objectives.
In collaboration with M&E Coordinator, develop and implement data visualization tools and dashboards to communicate program findings effectively
Support the development and implementation of robust Monitoring & Evaluation systems to track progress and measure impact.
Promote the effective use of HIMS data tools as well as the collation and analysis of the health data collected to promote quality interventions on the ground
Advocacy and Communications
Contribute to the health and nutrition sector policy advocacy with UNICEF and relevant local government authorities
With guidance from the CD. MEAL & HQ communication team, gather & document stories of change and impact from our health programme.
Others:
In collaboration with the Area Manager:
Ensure a procurement plan for health and nutrition is in place.
Ensure that adequate medical and nutrition supplies and stocks are properly received at the relevant facilities. Also ensure that inventory and stock balance system at health facilities are maintained.
Ensure the proper maintenance of all files, records and documents relating to the activities of the programme.
Requirements
Experience:
Clinical officer or Nurse with 5 years’ experience working in health and nutrition programmes in humanitarian or development contexts.
At least 5 years of senior-level experience implementing and managing health programmes with an emphasis on strengthening health systems.
Experience implementing and managing community health, community mobilization, accountability, and/or other relevant humanitarian or development programming.
Proven experience in designing, implementing, and managing health and nutrition programmes.
Experience working with government agencies, NGOs, and local communities in complex and challenging environments.
Experience working in a conflict or post-conflict setting is strongly preferred, with a willingness to live and travel in remote locations.
Experience organizing training, providing supportive supervision and mentoring.
Experience in developing high quality report and proposal preparation for donors.
Experience in capacity development of local partners in low-capacity environments and commitment to community-based approaches.
Proven experience in emergency health and nutrition assessments.
Qualifications:
Bachelor’s degree in clinical medicine, Nursing or any other relevant field.
Training in health systems strengthening and health management
Demonstrated technical in depth understanding of health governance in humanitarian contexts
Excellent leadership and adaptive management skills
Excellent negotiation and interpersonal skills.
Skills:
Proven strategic and innovative thinker, recognising and ensuring individual strengths of the team are fully involved in planning, implementation and analysis processes
