Program Description
The Sudan mission is currently managing seven grants supporting 7 states, namely Blue Nile, South Kordofan, Khartoum, Kassala, West Darfur, Central Darfur and South Darfur supporting the following interventions: Health including Mental Health, Nutrition, WASH and Protection (GBV and PSS. Further, the mission has 5 local partners complementing facility-based interventions through community activities.
To maintain technical oversight, the mission is in need of an experienced and motivated technical coordinator who will oversee the integration of health, nutrition and WASH within supported health facilities, while ensuring that protection services complement facility and community -based interventions for a wholistic approach of programming.
JOB SUMMARY
The primary function of the Head, Country Technical Program Management includes integration of the mission’s sectoral interventions, ensure participation in coordination mechanisms such as the Nutrition, Health, MHPSS, and WASH clusters at both national and regional level, and provide technical oversight on program implementation, documentation and reporting. This position will also provide back stopping and reinforce the technical capacity for the sectoral leads through day-to-day supervision, mentoring and coaching as well as training. The Head, Country Technical Program Management, is expected to contribute to building sustainable interventions, in promoting integration of these sectors while promoting complementarity with the GBV and MHPSS interventions. The position is responsible for ensuring that local partner technical capacity is an integral part of each sector lead’s responsibility.

MAIN TASKS AND RESPONSIBILITIES
• Oversee the design, set up and implementation of IMC’s interventions in Sudan according to sectoral standards.
• Act as the Sector Lead for Health for IMC Sudan and provide technical support for national medical coordinators.
• Be the direct supervisor for the Nutrition Coordinator, WASH Coordinator, MHPSS Coordinator, and Chief Pharmacist.
• Support and advise the other in-country technical leads, M/E Coordinator and SAEP Specialist.
• Work with the DCD – Programs to oversee the completion of projects and ensure that all technical needs are met.
• Work directly with the technical team and program managers in the development of contextually relevant project proposals.
• Recommend and facilitate the use of new technologies to improve quality of programs and services
• Collaborate with the M/E Coordinator to ensure data and information management is at par to donor and sectoral standards.
Program Finance, Logistics and Administration
• Facilitate the preparation of detailed work plans and budget plans with the in-country technical leads in consultation with budget holders.
• Ensure implementation of planned activities according to the work plan adhering to the budget according to IMC standards and oversee program spending per budget and pipelines.
• Support and motivate program/technical staff in their work, by ensuring appropriate training, coaching and supervision by technical leads.
• Lead on staff recruitment and conduct performance monitoring in collaboration with HR to ensure that standards and protocols are adhered to.
Capacity Building and Coordination
• Coordinate with in-country technical leads and field staff, including the M/E Coordinator, to ensure that technical as well as professional capacity development is integrated within staff performance expectations.
• Facilitate the assessment of the training needs for technical staff; develop a training program to meet those needs; conduct relevant training for relevant technical staff and MOH counterparts.
• Represent International Medical Corps in coordination meetings at national and regional levels with government bodies, international agencies, other NGOs and donors.
• Create and maintain smooth relations and open collaboration with government and local stakeholders.
• Identify needs and opportunities and provide mentoring and supportive supervision of project managers.
Program Implementation and Monitoring
• Provide strategic technical direction for all projects in collaboration with relevant in-country technical leads.
• Oversee the Coordinators responsible for Nutrition, MHPSS and WASH.
• Oversee the Chief Pharmacist as well as the procurement and management of medical supplies.
• Provide technical supervision and program implementation oversight for Health team leaders at field sites.
• Responsible for writing the health components of proposals and contributing to associated budgets, HR plans and workplans while reviewing the other sectoral components prior to submission for review at HQ TU level.
• Support the collection and timely reporting of data and statistics for all sectoral activities in line with IMC guidelines and according to internal and donor requirements.
• Determine assessment needs and assist technical staff in planning and conducting assessments and surveys following approved survey protocols and integrate assessments results into proposals in collaboration with the M/E Coordinator.
• Ensure strong integration of all sectoral interventions with other components of the project such as Protection and SAEP.
• Facilitate proper functioning of reporting systems for regular assessment, monitoring and evaluation of the program against its objectives and expected.
• Support the DCD – Programs to follow up project implementation and review progress towards objectives through organizing regular review meetings, updates and experience sharing meetings among staff.
Safeguarding, Accountability and Effective Programming
• Coordinate with SAEP to facilitate safeguarding, accountability, and effective programming is integrated with all sectoral interventions.
• Support SAEP and HR in ensuring that all staff are trained on relevant policies and guidelines
• Facilitate the improvement of the CBFRM by coordinating with SAEP in the implementation of the collection of and responding to complaints through different platforms.
Representation
• Represent IMC to donor bodies, the Ministry of Health and Social Affairs, UN agencies, other NGOs and local authorities.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct, ethics, values and standpoint regarding internal and external actors.
Reporting
• Develop, implement, and evaluate quality assurance measures and ensure appropriate follow up in coordination with the DCD and in-country technical leads.
• Prepare and provide regular monthly progress reports in coordination with the ME coordinator
• Lead the production of reports and ensure the timeliness and accuracy of information provided, as well as ensuring confidentiality of sensitive information.
Security and safety
• Consistently and proactively contributing to monitoring and assessing the safety and security of field teams, promptly reporting concerns or incidents to IMC management and liaising with other external parties as required to maintain and enhance the security environment.

Job Requirements
MINIMUM QUALIFICATIONS
• A graduate of medicine, preferably with a public health background.
• Typically, 12+ years of relevant experience working in public health or nutrition in related field projects, preferably overseas.
• Proven experience in quality primary and secondary healthcare program implementation in emergency settings, with strong familiarity in CMAM, IYCF , IMCI, EmONC, social behavior change (SBC), nutrition assessments, major epidemic diseases surveillance and epidemic/outbreak investigation and response as well as familiarity with IPC and WASH in health facilities programming.
• Experience in facilitation of training review meetings and workshops
• Experience in budget and administration, logistics, and Human Resources management
• Experience in writing and developing project proposals including implementation reports
• Knowledge and experience in applicable country is preferrable
• Ability to read, write, analyze and interpret, technical and non-technical material and information in the English language
• Ability to cope with stress and hardship
• Demonstrate patience and flexibility, and willingness to work additional hours to meet tight deadlines
• Ability to work effectively with government, community leaders, international/national organizations, donors, partners and other International Medical Corps relationships
• Ability to read, analyze and interpret data and familiarity with nutrition surveys (SMART, SQUEAC/SLEAC, IYCF, BA, and KAP surveys)
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and leaders and other related regional key stakeholders
• Advanced proficiency in the use of MS Office, and other computer applications
• Fluency in English is mandatory, basic local language is desirable
• Ability to travel – up to 75% of the time
