II. ORGANIZATIONAL CONTEXT AND SCOPE
The Comitato Internazionale per lo Sviluppo dei Popoli – International Committee for the Development of Peoples (CISP) is a non-governmental international organization established in 1983 in Italy. CISP has been operating in Ethiopia since 1986 and since then has always been alongside local institutions and communities to face humanitarian emergencies and lay the foundations for the consolidation of long-term development processes.
In the last 40 years in Ethiopia CISP has been implementing numerous multi-sectoral and multi-regional projects, mainly in the sectors of food security and rural development, Livelihood, WASH, Education, Health, Migration, Protection, CMDRR, and Emergency and Rehabilitation in Oromia, Tigray, Benishangul Gumuz, Somali, Afar regions and Addis Ababa City Administration. In all projects, CISP set gender, children, and environment either mainstream or as crosscutting issues.
Currently, CISP with fund secure from AICS is implementing a project called “Best practices for Resilience in Drought Emergency Management in the Somali Regional State (BRIDGE -II)” which aided at to mitigate the effects of the drought, helping to save lives through the provision of essential services in Dollo-Ado, Bokolmayo & Filtu of Liban zone of Somali Region.
Position: Financial Inclusion Expert (FIE)
Key Responsibilities:
1. Technical Support and Project Implementation (65%)
• Multipurpose Cash Assistance:
o Responsible to familirarize the purpose of the activity to all concerned stakeholders during the inception,
o Participate in beneficiary targeting process and esure a fair and accountable process,
o Take a leading role biometric registration of beneficiaries with detail information,
o Conduct market and household minimum expenditure basket assessments,
o Facialite electronic or bank based cash transfer to eligible households,
o Lead the post distribution monitorings after each round of cash assistances,
o Document human stories, attend CWGs meeting and prepare period and ad hoc reports to the supervisor;
• Income generating activities for women groups
o Responsibel for implementing the women economic empowerment plan of the project,
o Support beneficiary selection for IGA activities,
o Deliver business skills (BDS) training focusing on financial literacy, bookkeeping, customer service, and marketing
o Support beneficiaries to develop tailored business plan
o Provide technical support to beneficiaries for proper execution of the business plan, market strategy, innovation, and service improvement
o Strengthen linkages with MFIs, banks, private sector actors, and development partners,
o Promote collaboration with local government, private sector, and other civil society partners for sustainability.
2. Monitoring and Documentation (25%)
Monitoring, Learning, and Documentation
• Conduct tracer studies with the MEAL team to assess employment and income outcomes.
• Lead impact assessments to measure progress and sustainability of supported enterprises/women groups and individual households.
• Document success stories, best practices, and lessons learned for project visibility and reporting.
• Provide feedback to strengthen implementation and overcome challenges.
• Work closely with the MEAL Officer on data recording and reporting,
• Conduct joint field monitoring in collaboration with government key stakeholders
• Undertakes quarterly post distribution monitoring surveys for the cash beneficiaries in all operational woredas
• Conducts field monitoring to check whether the planned activities are on the right track or not
• Collaborate with the MEAL officer in data collection and data quality assurance assessments in all operations.
• Reporting and Proposal Development:
o Prepare progress, interim, and final reports in line with the donor and CISP standards.
o Collaborate with the project coordinator and head office MEAL officer to identify project indicators and contribute to the development of project proposals.
3. Other Assignments (10%)
• Accountability and Feedback Mechanisms:
o Operate accountability systems to promote transparency and responsiveness,
o Collect and review feedback and complaints from communities and CFM committees,
o Report on accountability performance and recommend improvements.
• Technology and Innovation:
o Ability to collect and analyze date with data collection tools such as KOBO Toolbox.
o Ability to develop authometic and visual reports using Power BI or osimilar tools.
• Additional Responsibilities:
o Carry out tasks defined by the project coordinator and head office program team.
IV.MINIMUM QUALIFICATIONS:
• A Master’s degree in relevant field and at least 5 years of relevant experience
• Without Master’s degree, 10 years of relevant experience could be also considered
EXPERIENCE
• A minimum of 5 years of relevant work experience within the field of cash based interventions and monitoring and evaluation;
• Experience working with International NGO’s
• Open, creative, experienced, mature, responsible, flexible, culturally sensitive, energetic, interested
• Knowledge of donors’ policies and guidelines
• Good stress management in tense and difficult environment
• Excellent interpersonal skills and demonstrated ability to establish effective and working relations with local staff and other stakeholders.
• Experience living and working in a cross-cultural, multi-sector, insecure, remote area environment, under team condition
