Job Title: Finance, HR, and Logistics Officer

Location: Nyala, South Darfur

Position Status: National position (field-based)

Contract Type and Duration: 12-month renewable fixed-term contract (with a probationary period)

Reporting Lines: Reports to the Darfur Finance, HR, and Logistics Manager

Supervision: The Finance, HR, and Logistics Officer will work in collaboration with the Darfur Administrative, Finance, and Logistics Manager, as well as other colleagues in Concordis International intervention areas, on Accounting, Finance, Human Resources, and Logistics matters.

Salary: $900 monthly gross of tax. 33 days of annual leave to include all public and religious holidays

Status: The applicant needs to work and live in Nyala, South Darfur. There will be no relocation allowance.

Roles and Responsibilities:

The Finance, HR and Logistics Officer will support the effective day-to-day management of Concordis’ finance, human resources, administration, procurement and logistics functions in Darfur. The postholder will work under the supervision of the Darfur Finance, HR and Logistics Manager and will be responsible for ensuring that routine operational processes are completed accurately, on time and in accordance with Concordis policies and applicable procedures.

The Officer will be expected to take ownership of assigned responsibilities, maintain accurate records and trackers, identify emerging operational or compliance issues, and bring proposed solutions to the attention of the Finance, HR and Logistics Manager.

Administration and Human Resources

• Coordinate routine administrative aspects of recruitment, including vacancy documentation, interview scheduling, candidate records, reference documentation, recruitment files and onboarding arrangements, under the supervision of the Darfur Finance, HR and Logistics Manager.
• Prepare and maintain induction documentation and coordinate administrative briefings for newly recruited national staff and expatriate personnel arriving in Darfur.
• Maintain an up-to-date staff contract tracker, including contract start and end dates, probation periods, renewals, leave balances and other key employment milestones, and flag required action in advance.
• Collect and verify monthly payroll variables, including attendance, leave, deductions, allowances and other approved adjustments, and prepare payroll documentation for review and validation by the Darfur Finance, HR and Logistics Manager.
• Maintain complete, confidential and well-organised electronic and physical personnel files for all Darfur staff.
• Support the accurate calculation and documentation of taxes, social contributions and other statutory or employment-related deductions and payments.
• Maintain HR and administrative trackers and ensure supporting documentation is properly filed and readily available for internal review or audit.
• Support recruitment, onboarding, performance appraisal, staff development and exit processes.
• Maintain accurate staff leave and attendance records.
• Support the administration of staff welfare, medical, travel and other employment-related arrangements, where applicable.
• Assist with correspondence and administrative documentation required for engagement with relevant authorities.
• Support the Darfur Finance, HR and Logistics Manager in maintaining professional working relationships with relevant government and administrative authorities.
• Ensure strict confidentiality in handling personnel, payroll, disciplinary and other sensitive information.

Accounting and Financial Management

• Maintain accurate and timely accounting records for Concordis operations in Darfur, including petty cash, bank transactions, mobile payments, staff advances and other applicable accounting journals.
• Review supporting documentation before transactions are entered into the accounting system and ensure that expenditure is appropriately authorised and coded.
• Ensure all financial transactions have complete supporting documentation in accordance with Concordis and donor requirements.
• Maintain physical and electronic financial records using agreed filing structures and document naming conventions.
• Undertake regular reconciliation of petty cash, advances, bank/mobile-payment records and other financial balances.
• Monitor outstanding staff and supplier advances and follow up to ensure timely liquidation.
• Prepare monthly accounting files and support the timely completion of monthly financial closure.
• Conduct first-level verification of accounting records before submission to the Darfur Finance, HR and Logistics Manager.
• Support the preparation of monthly budget-versus-actual information by ensuring expenditure is accurately recorded and coded.
• Flag unusual expenditure, coding errors, missing documentation, outstanding advances or other financial irregularities to the Manager promptly.
• Assist in preparing financial reports, expenditure summaries and supporting schedules for programme managers, donors and headquarters.
• Support the development and revision of programme and operational budgets.
• Maintain financial trackers required for programme and operational management.
• Support annual financial, statistical and fiscal reporting as required.
• Prepare documentation for internal and external audits and respond promptly to requests for supporting records.
• Maintain an audit-readiness file and follow up on outstanding documentation throughout the year rather than waiting until an audit is scheduled.

Treasury and Cash Management

• Prepare consolidated cash requirements for the Darfur office and field activities for review by the Darfur Finance, HR and Logistics Manager.
• Maintain an updated cash-flow tracker showing projected expenditure and available balances.
• Monitor office cash levels and flag anticipated shortages or excessive balances in advance.
• Prepare authorised payments to staff, suppliers and service providers using approved payment mechanisms.
• Maintain complete documentation for all cash, bank and mobile-payment transactions.
• Conduct regular cash counts and reconciliations in accordance with Concordis procedures.
• Maintain an accurate tracker of financial advances and ensure advances are cleared within agreed timelines.
• Support implementation of appropriate controls for the safe handling, movement and storage of cash.

Procurement and Supplier Management

• Coordinate routine procurement processes assigned by the Darfur Finance, HR and Logistics Manager, from approved procurement request through quotation collection, evaluation documentation, purchase order preparation and filing.
• Ensure procurement files are complete, properly authorised and compliant with applicable Concordis and donor procedures before submission for approval.
• Maintain an updated procurement tracker showing the status of all active procurement processes.
• Maintain an updated supplier database, including contact information, categories of goods and services, previous performance and relevant documentation.
• Support supplier registration and due diligence processes, including required fiscal, ethical and compliance documentation.
• Conduct and document periodic market and price checks to support value-for-money procurement.
• Maintain updated price lists for frequently purchased goods and services.
• Support the establishment, renewal and administration of framework agreements.
• Follow up with suppliers to ensure timely delivery of goods and services.
• Verify delivered goods and services against approved procurement documents before processing payments.
• Immediately report suspected conflicts of interest, irregular procurement practices, fraud risks or supplier concerns through the appropriate management channels.

Logistics and Assets Management

• Maintain accurate and up-to-date asset and inventory records for the Darfur programme.
• Ensure Concordis assets and equipment are properly tagged, recorded, issued and tracked.
• Conduct periodic physical verification of assets and stock and report discrepancies to the Darfur Finance, HR and Logistics Manager.
• Monitor office supplies and operational stocks and initiate replenishment requests before shortages occur.
• Coordinate routine maintenance and repairs of Concordis Solar, IT equipment and other operational assets.
• Maintain rented vehicle files, including registration, insurance, maintenance records, fuel records and other required documentation.
• Develop and maintain duty schedules for guards and other relevant support staff.
• Support travel and field movement logistics, including vehicles, accommodation, supplies and required administrative arrangements.
• Support the organisation of workshops, community activities and field missions by ensuring required logistics are identified and arranged in advance.
• Maintain records of IT equipment issued to staff and coordinate routine maintenance and repair requirements.
• Support disposal or transfer of obsolete, damaged or surplus assets in accordance with approved procedures.

Compliance, Documentation and Internal Controls

• Ensure finance, HR, procurement and logistics documentation is complete, accurate and filed in accordance with Concordis policies and applicable donor requirements.
• Maintain key operational trackers and ensure they are updated regularly.
• Conduct first-level compliance checks on documents before submission to the Darfur Finance, HR and Logistics Manager.
• Maintain clearly organised electronic records on Concordis-approved systems to ensure institutional continuity and audit readiness.
• Support implementation of internal controls, including segregation of duties, authorisation requirements and document verification.
• Promptly identify and report weaknesses in systems, documentation or procedures and suggest practical corrective actions.
• Support implementation of recommendations arising from audits, internal reviews and management assessments.
• Promote transparency, accountability and responsible use of Concordis resources across all operational functions.

Required Qualifications and Competencies

• Essential Competencies

1. Education
   1. Bachelor’s degree in accounting, finance, business administration, economics, human resources, business management, or another relevant discipline. A relevant postgraduate qualification is desirable.
2. Relevant Experience
   1. At least three years’ relevant experience in finance, accounting, administration, operations, or human resources, preferably within an international NGO, humanitarian, development, or peacebuilding organisation.
3. Financial and Administrative Skills
   1. Experience maintaining financial records, supporting financial reporting, processing payments, and managing financial and administrative documentation.
   2. Good understanding of procurement processes, documentation requirements, and internal controls.
   3. Experience supporting payroll, personnel administration, or other HR functions.
