BACKGROUND:
The IRC was present in Sudan from 1981 to 2009. In November 2019, the IRC re-registered in Sudan and opened a main office in Khartoum, with programming beginning in 2020. The IRC expanded into non-SAF-controlled regions of Darfur and South Kordofan in 2024. Under the leadership of a central Sudan-wide senior management team, IRC Sudan maintains separate program coordinators for SAF and non-SAF areas. It is currently operational in Al Jazeera, White Nile, Gadaref, River Nile, Blue Nile, South Kordofan, West Darfur, Central Darfur, and North Darfur states, including a satellite office in Tunaydbah (Gedaref). The IRC’s impact groups are vulnerable individuals impacted by conflict and crisis, including women, children, the elderly, persons with disabilities, refugees, mixed populations, and host communities.
In South Kordofan, the IRC implements Health, Environmental Health (WASH), Economic Recovery and Development, and Women’s Protection and Empowerment programming.
SUMMARY STATEMENT OF RESPONSIBILITIES:
The Environmental Health (EH)/WASH Coordinator is responsible for overseeing the implementation of all EH/WASH programming supported by the IRC in the R1 region of South Kordofan. S/he will provide technical and strategic leadership to the EH program and ensure that programming is of high quality, and respond to the immediate needs of the affected population. This position is based in Kamuleila with regular travel to other field sites, and reports to the Sudan West Deputy Director of Programs (DDP).
RESPONSIBILITIES:
The EH/WASH Coordinator shall:
Program Management
Coordinate with the DDP to develop and implement a response to assessed EH/WASH needs, which is in accordance with the Sudan Strategic Action Plan (SAP).
Oversight of the technical aspects of the implementation and coordination of the EH/WASH program.
Ensure that all IRC South Kordofan EH/WASH projects are implemented in a timely and professional manner, according to established objectives, goals, and indicators and in line with donor requirements and beneficiary needs.
Lead the EH/WASH teams in the development, implementation, and monitoring of work plans, ensuring that activities reflect the commitments IRC made to the donor and the community.
Ensure all implementation approaches employ a programming strategy that integrates with other sectors and contributes towards the broader health outcomes.
Continuously design and improve technical approaches and protocols that are geared towards the improvement of program quality.
Support EH/WASH teams in technical designs, development of cost estimates, technical specifications and overall documentation packaging for all EH/WASH infrastructure and hygiene behavior change and community engagement activities.
Work closely with the Partnerships Lead on the selection, contracting, and performance management of local implementing partners (LIPs), including providing technical guidance, capacity building, and overseeing all WASH activities delivered through partner organizations.
Lead emergency response during displacement situation or disease outbreaks such as cholera, coordinating response actions such as water treatment, sanitation and hygiene promotion scale-up in IDP camp settings and host locations.
Assess the technical and professional development needs of national WASH staff, then design and deliver targeted capacity building interventions, including structured training, on-the-job coaching and mentorship to strengthen individual competencies and overall quality of program delivery.
Reporting and proposal development
Ensure the timely submission of information for internal and donor reports for all EH program activities, including reporting against the logical framework.
In accordance with the Sudan SAP, IRC program framework and IRC EH strategies, lead the development of EH/WASH sections in new funding opportunities, including developing logical frameworks.
Lead and coordinate the development of EH budgets, including, when required, the revision and realignment of existing budgets.
Review all reports and proposals prepared by EH/WASH staff, provide appropriate feedback to the teams, and ensure that reports are submitted in a timely manner and with acceptable quality.
Budget management
Ensure all EH program activities are delivered within acceptable budget thresholds.
Support EH/WASH teams in developing spending plans and tracking them against actual monthly spending.
Monitor budget vs. actual expenditure for EH/WASH programs monthly. Ensuring timely corrective action is taken to address any variances.
Actively participate in project cycle meetings and ensure that resulting actions are followed up on.
Monitoring & Evaluation
Select and implement appropriate monitoring and evaluation systems, analyzing results to ensure and enhance program effectiveness and quality.
Evaluate field needs for technical interventions and make recommendations as needed.
Ensure all EH/WASH programs operate an appropriate client voice and response mechanism.
Staff Management & Development
Mentor, support and coach EH/WASH managers in the R1 region of South Kordofan.
Maintain open, professional relationships with team members, fostering strong team spirit and providing oversight and guidance to enable staff to perform successfully in their positions.
Coordination & Representation
In coordination with the DDP, establish contacts with relevant international/local NGOs and line ministries such as the Department of Engineering, Water Resources and Minerals.
Represent the IRC WASH program in donor and stakeholder meetings, providing credible technical and operational updates that sustain donor confidence, protect program funding, and position IRC as the organization of choice for resource allocation.
Regularly attend WASH sector meetings and represent the IRC in other similar/relevant forums.
Other
Any other duties as assigned by the supervisor to enable and develop IRC programs.
Liaise regularly with the relevant HQ technical units.
Qualifications:
Proven technical skills with a university degree in civil/environmental engineering or related field
Minimum 5 years relevant professional experience in EH, WASH, Civil Engineering, or related field
Minimum 3 years’ experience in a humanitarian setting (refugee camps and/or emergency response)
Demonstrated experience in technical design of water supply systems, sanitation infrastructure, wastewater and sewerage systems, and health care waste management systems.
Strong project planning, organizational, interpersonal, and communication skills.
Good written and verbal skills in English. Arabic is not required; however, it would be a distinct advantage.
Strong leadership and management skills.
Must be comfortable in being a proactive member of the senior management team. Must have a proven track record of proactively identifying and communicating potential problems and proposing solutions.
Must be able to function effectively in a complex work environment and to set appropriate priorities and deal effectively with competing priorities and pressure
Ability to carry out responsibilities independently with minimal technical support.
Must possess high cultural and gender awareness and sensitivity, including excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment.
Committed to staff training and development, and effective at facilitation
Competent in Windows, MS Office programs, AutoCAD (or similar computer-aided design), email and database experience. Proficiency in civil engineering software such as AutoCAD is a must, with knowledge of ArcGIS an advantage.

Work Environment: There is active conflict in parts of the country and a possibility of the conflict expanding into other locations. The situation in Kamuleila is currently calm, however it remains unpredictable. Security will be thoroughly discussed during the interview process.
Housing: Accommodation is provided by IRC at Kamuleila field office. All IRC sites have off-grid electricity and internet. Food is the individual’s responsibility.
