Role Purpose:

Concern has been awarded a 20M USD grant through BHA funding. This is an integrated health, nutrition, food security and WASH programme which addresses food insecurity and health needs of the extreme poor and the most vulnerable households due to the effect of war. The program emphasis will be on cash-based interventions, in-kind food assistance, procurement of NFIs, and the provision of accessible, high-quality, responsive and sustainable health and nutrition services at selected health facilities in the targeted locations.

The DCOP will take a leadership role in day-to-day operations and performance management, ensuring the technical and administration implementation of high impact, proven interventions, while ensuring that the project meets stated goals and reporting requirements. The DCOP will deputize the COP in the absence of the COP. They will manage program staff in MEL, programs and technical units, and coordinate closely with operations and finance departments to ensure the successful implementation and adaptive management of the program; they will also play a key role in coordination with consortium partners and other stakeholders. You will line manage program staff and you will also work closely with the Country Director, Area Coordinator, Programmes Director (PD), Country Finance Controller (CFC), Operations Director (OD), Desk Officer (DO) and Advisors. The successful candidate should possess substantial experience managing complex, high-value, multi-year USAID or other international donor-funded programs.

Responsibilities:

• Together with the COP, MEL Lead, and Technical Leads, develop, oversee, and review program workplans and performance monitoring plans.
• Coordinate with key staff and consortium partners to carry out activities in accordance with the work plan and timelines for deliverables.
• Supervise program staff and manage partnerships, fostering a positive and collaborative working environment inclusive of all stakeholders working towards program objectives. Ensure consortium partner buy-in and adherence to the overall technical approach.
• Collaborate with the Chief of Party and senior management team to achieve activity objectives, while evaluating program effectiveness and determining corrective actions needed to achieve objectives.
• Manage key functions of the project to meet donor expectations in terms of timely and quality results and budget management, ensuring coordination between program,operations, and finance leads.
• Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with donor grants, including financial tracking and oversight of partner budgets, finance, administration, and reporting to the donor.
• Support the development of strong MEL tools and efficient systems and integrate data analysis and reflection to ensure high quality program implementation. Share project’s learning and experiences with relevant stakeholders.
• Effectively manage, supervise and mentor program teams and staff. Strategically tailor individual development plans and complete performance assessments for direct reports.
• Create and maintain a staff environment that promotes learning, sharing of ideas, solutions, and challenges. Promote staff capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for Concern and consortia staff members, recommending training and technical assistance as needed.
• Manage and mitigate risk through monitoring national and local issues that may impact staff and programming, in close coordination with Concern program staff. Ensure all staff understand and adhere to Concern staff safety and security policies and plans.
• In coordination with or absence of the COP, represent the program in public and professional circles including donor visits, meetings, conferences, presentations, etc.; support written correspondence to the donor as needed.
• Uphold and promote Concern’s values and demonstrate leadership on workplace equality, diversity and inclusion, and role modelling a positive safeguarding ethos.

Role Holder Requirements:

Essential

• A Master’s degree (equivalent) or higher in public health, medicine, development studies, international relations or a related field.
• A minimum of 8 years of relevant work experience in a program management position, with progressive responsibilities. Of which, a minimum of 3 years at senior management level.
• Demonstrated experience managing large, complex, USAID-funded international development programs required. Strong knowledge and experience in budget management.
• Demonstrated ability to manage and strengthen relationship with sub-awardees and other partners and stakeholders (international and local organizations, private sector, government, etc.).
• Demonstrated experience managing staff and leading multi-disciplinary teams in an environment conducive to learning and development. Experience coaching senior program staff, and ability to direct, manage, and inspire teamwork on high performing teams.
• Experience in adaptive management, with proven ability to iterate, test, and adjust programming in line with contextual shifts and learning.
• Excellent interpersonal skills.
• Strong communication skills, including both written and oral presentation skills.
• Demonstrated experience working in conflict affected, insecure, complex, and adaptive contexts
• Professional level fluency in written and spoken English.
