Danish Red Cross is seeking a Country Finance Officer be a vital part of the DRC country team and coordinate with the South Sudan Red Cross as a strategic partner in managing budgets, financial reporting, and overall portfolio compliance. The role is crucial in enabling humanitarian engagement by expertly preparing and implementing annual budgets and plans, while ensuring adherence to donor guidelines, Danish Red Cross’ financial procedures and much more.
South Sudan is a relatively new country with many humanitarian and socioeconomic challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs. South Sudan Red Cross (SSRC) is supported through various projects and programmes by nine Red Cross Red Crescent (RCRC) Movement partners in South Sudan. SSRC is a prominent national humanitarian organization in South Sudan, mandated to act as an auxiliary to the Government in humanitarian matters with 21 local branches in all 10 states, a network of an estimated 19,000 volunteers and over 234 members of staff. Danish Red Cross’ (DRC) partnership with SSRC is currently focusing on humanitarian support, integrated community resilience, disaster management (DM), early warning system, psychosocial support, and emergency response interventions. The Danish Red Cross has been present in South Sudan for more than three decades, having an established presence since 2006, supporting the national society operational areas across the country.
The Country Finance Officer (CFO) will be responsible for ensuring high quality financial management and reporting at county level. The CFO has a functional reporting line to the International Controller and Advisor for all functional finance matters; i.e., Standard Operating Procedures (SOP), templates, systems etc. The delivery / output reporting line is to the Country Manager (CM); i.e. financial reports, budgets, advice to local DRC management, priority of tasks etc. The CFO position in forms part of the DRC Country Office based in Juba and supports the South Sudan Red Cross Society (SSRC) through the Country Office in ensuring effective and timely financial management in general and of DRC supported programmes in particular. The role also contributes to capacity strengthening in financial management for both DRC and SSRC staff, in alignment with DRC’s National Society Development (NSD) priorities and strategic goals. As an integral team member, the CFO plays a key role in delivering quality financial support in service of the country programme.
Key responsibilities:
Lead the preparation, consolidation, and timely submission of project budgets, financial reports, and cash requests, ensuring compliance with donor and internal requirements.
Develop and monitor the Country Office Master Budget, including cost allocation, budget performance tracking, and financial oversight.
Oversee monthly accounting, reconciliations, and financial reporting in KOMPAS, serving as system superuser and ensuring data accuracy.
Manage cash flow, payments, project setup, and financial documentation in line with DRC SOPs and procedures.
Coordinate audits and ensure implementation of audit recommendations.
Strengthening financial management capacity of SSRC and DRC staff through training, technical support, and field visits.
Coordinate closely with SSRC, Movement partners, and HQ to ensure sound financial management and proactively report financial risks or irregularities.
Participate actively in internal meetings, learning activities, and cross-organizational coordination.
Experience and Qualifications
Required:
Fluency in English speaking and writing
Professional/academic qualification in finance management, accounting or related field
Minimum 5 years of experience from humanitarian or/and development related finance management and programming
Experience in preparing budgets, cash flow statements and financial plans for humanitarian programme
Experience in preparing narrative and financial reports, and of audit processes
Full proficiency in Microsoft Office and advanced proficiency in excel
Knowledge and experience of accounting software packages
Previous international deployments for humanitarian or/and development purposes
Good cultural understanding and the ability to build confidence of partners in a challenging multicultural environment
Preferred:
Experience on financial management of ECHO funded projects
Experience from the Red Cross/Red Crescent Movement
Experience from high-insecure contexts
Experience of managing and supporting staff
Experience in working in a multicultural environment
Skills in training and developing staff
Excellent communication, planning, facilitation and coordination skills.

The duty station is Juba, South Sudan, with considerable travel requirement. For 2026 South Sudan is a non-family duty station with a paid 7-day R&R break permitted after every 8 weeks in-country. The classification of R&R duty stations is revised yearly and is subject for change. Expected starting date 01 June 2026. There is a 3-month probationary period, and the total length of the initial contract is 12 months with the possibility of extension.
